To help guide and inform the implementation of the recommendations in the first report in this series, Place Matters: Aligning Investments in a Community-Based Continuum of Care for Maine Youth Transitioning to Adulthood, this report addresses data resources. It presents data snapshots of the all sixteen counties in Maine for a number of measures that are related to system involvement. The measures summarized here have limitations, but together they serve as a starting point and highlight what is needed in terms of data in order to monitor the systems affecting Maine youth. These data include indicators of early involvement …

Santa Ana River Watershed, California, Proposition 1 Integrated Regional Water Management, Disadvantaged Community Involvement Program
The Santa Ana River (SAR) Watershed is the largest, most populated and fastest urbanizing watershed in Southern California, draining an estimated 2,700 square miles of diverse landscape and hydrological features. Headwater streams of the SAR Watershed are located in the San Bernardino National Forest near Big Bear Lake, the San Gabriel Mountains, and the San Jacinto Mountains. These streams traverse the coastal sage habitat through numerous water infrastructure features in the Inland Empire before terminating into the Pacific Ocean at the City of Huntington Beach. …

Community College Librarians And The Acrl Framework: Findings From A National Study, Susan T. Wengler, Christine Wolff-Eisenberg
Publications and Research
This study explored community college librarians’ engagement with the Framework for Information Literacy for Higher Education. A national online survey with 1,201 community college librarian respondents reveals limited familiarity with and integration of the Framework into community college instruction to date. Findings indicate an openness to future adoption, as well as substantial interest in targeted professional development and a version of the Framework adapted for community college campuses. These results contribute benchmark instructional data on an understudied section of academic librarianship and add to the growing body of research on how librarians have updated teaching practices in response to …

Paradox Of Hierarchy And Conflicts Of Values: International Law, Human Rights, And Global Governance, Jootaek Lee
Paradox Of Hierarchy And Conflicts Of Values: International Law, Human Rights, And Global Governance, Jootaek Lee
Northwestern Journal of Human Rights
In an international society, hierarchies are set up differently among different countries and societies based on different values, which are naturally conflicting and colliding with each other and result in unstable conditions. Is hierarchy really necessary in an international society? Does more hierarchical order in international society mean more peace? Do we need a supranational organization like the European Union whose laws can pierce state sovereignty and bind citizens of each member state? Does the United Nations need to be reformed to create an effective hierarchy, which will give international society more peace, security, and protection of human rights? This …

Traditional Knowledge In Taiwan: A Call For Greater Participation Of Indigenous Peoples In The Global Intellectual Property Marketplace, James M. Cooper
Faculty Scholarship
This Article explores the plight of the Aborigines of Taiwan and the legal protections that exist for their Traditional Knowledge. While Taiwan continues to face international isolation with a diminished number of states recognizing the Republic of China as the seat of China, the island's government has taken limited steps to recognize language, cultural, and economic rights of its Indigenous peoples. International law has not been helpful in protecting Traditional Knowledge, but Taiwan could use its vast economic resources and positive track record in protecting some of these rights to further its goals of international recognition. This Article details the …

Strategies For Teaching Reading Comprehension To Children Of Migrant Workers, Dianne Pennington
Walden Dissertations and Doctoral Studies
A high percentage of migrant students are not meeting state content standards in readability and legibility within a small independent school district located in California's Central Valley. Prior research indicates that if a student is not proficient in reading skills by the 5th grade, academic success will not be attained effecting the student, parents, educators, and economics of the community. The purpose of this exploratory qualitative case study was to explore the teaching strategies that were used to help migrant students increase their reading comprehension skills. This study has its theoretical basis in the learning theories of Dewey, Slavin, and …
Strategies To Increase Per Capita Consumption Of Rosé Wines, Debbian Rose-Marie Spence-Minott
Strategies To Increase Per Capita Consumption Of Rosé Wines, Debbian Rose-Marie Spence-Minott
Walden Dissertations and Doctoral Studies
Some marketing strategies executed to stimulate the consumption of wines and spirits do not affect an increase in per capita consumption. Wine business leaders must find ways to increase per capita consumption to sustain business profitability, as the wine category experienced no new growth. Grounded in the theory of segmentation, the purpose of this qualitative single case study was to explore marketing strategies adult beverage leaders used to increase per capita consumption of rosé wines in New York. The participants were 4 marketing leaders of an adult beverage company with operations in New York, who successfully executed strategies to increase …
Geographic Access To Community Mental Healthcare And Adherence To Treatment Among Patients With Schizophrenia Spectrum Disorders, Marie Smith-East
Geographic Access To Community Mental Healthcare And Adherence To Treatment Among Patients With Schizophrenia Spectrum Disorders, Marie Smith-East
Electronic Theses and Dissertations, 2020-2023
Disparities in access to mental health care for individuals with schizophrenia spectrum disorders continue to exist in the United States despite the creation of mental health policies seeking to improve access to care. As an integral element of healthcare system delivery, access is influenced by spatial (location) and non-spatial (sociodemographic) factors. Highlighting both spatial and non-spatial dimensions of access to mental healthcare, this study employed an innovative approach encompassing the geography of access and the integration of location analyses to bridge the gap between psychosocial dynamics and mental health services for improving cost-effective continuity of care. The aims were as …
Correlates Of War And Sino Revisionism, Douglas Sanders
Correlates Of War And Sino Revisionism, Douglas Sanders
Department of Conflict Resolution Studies Theses and Dissertations
Some conflict resolution and national security professionals contend there is no shortfall of qualitative research on Asia, China, Realism, or war. That said, this doctoral dissertation has two overarching purposes: first, an empirical study of interstate conflict at the regional and systematic levels. Second, is to examine the extent to which the Correlates of War covariates associated with the People’s Republic of China’s revisionist strategies. Combining these objectives led to the formulation of the main research question: What is the relationship between the correlates of war and China’s revisionist strategy in Asia? Realism contends that strong national capability and displays …
The Ship Of Aeneas, Jennifer Finn
The Ship Of Aeneas, Jennifer Finn
History Faculty Research and Publications
The ship of Aeneas, the subject of a single literary attestation in Procopius, has received little serious attention from scholars. In a 1997 article, Pier Luigi Tucci made a plausible case for locating the shipshed for the vessel on the banks of the Tiber in the so-called navalia; he went further to propose that Augustus was the architect behind the ship’s placement there. Here I will expand upon Tucci’s argument by suggesting that Augustus dedicated the ship in 2 BC, simultaneous with the performance of his famous naumachia and the dedication of the Augustan Forum. As the culmination of …

Moving Beyond Race, Gender, And Education: Exploring The Relationship Between Disability, Depressive Symptoms And Long-Term Financial Outcomes, Mellissa K. Wright, Clifford L. Broman
The Journal of Sociology & Social Welfare
Data on poverty status reveals that there is a distinct sub-population of individuals who are at a significantly greater risk of being chronically poor. Although many researchers have examined the demographic characteristics of individuals who are the most likely to be persistently poor, the emphasis has been on race, sex, and education. Little attention has been paid to the role that disability might play in long-term poverty. Therefore, the objective of this paper is to utilize longitudinal Add Health data in order to explore whether or not the presence of a disability might also affect an individual’s likelihood of experiencing …

‘To Awaken The Medical And Hygienic Conscience Of The People’: Cultivating Enlightened Citizenship Through Free Public Healthcare In Haiti From 1915–34, Elliott M. Reichardt
Sociology & Anthropology Faculty publications
This paper addresses the relative scholarly oversight of the history of public health in Haiti through a close examination of the colonial public health system constructed and operated by the United States (US) during its occupation of Haiti from 1915 to 1934. More than simply documenting a neglected aspect of Caribbean history, the paper offers the US occupation of Haiti as a remarkably clear example of a failed attempt to use a free public health service to cultivate a health conscientiousness among the Haitian citizenry through the aggressive treatment of highly visible ailments such as cataracts and yaws. I argue …

The Art Of Contested Histories: "In Pursuit Of Venus [Infected]" And The Pacific Legacy, Deborah Gare, Riley Buchanan, Elizabeth Burns-Dans, Toni Church
Arts Papers and Journal Articles
European artists of the eighteenth century framed an exotic textual and visual narrative of the Pacific, drawing largely on knowledge gained from exploratory journeys of the 1760s and 1770s. Visual representations of the Pacific became socially fashionable and commercially successful. The French wallpaper manufacturer, Dufour, captured this commercial potential in a dramatic, panoramic wallpaper that told stories of European encounters with Pacific peoples: Les Sauvages de la Mer Pacifique (1804). Yet it was selective, defining the Pacific by moments of contact with Cook and other explorers. Lisa Reihana's In Pursuit of Venus [Infected] (2015–17) dramatically interrogates the eighteenth-century narrative of …
The Gamification Framework Of Military Flight Simulator For Effective Learning And Training Environment, Daeho Noh
Electronic Theses and Dissertations, 2020-2023
The purpose of this thesis is to develop a framework for the gamification of flight simulators to provide an active learning and training environment for military jet pilots. Currently, with the development of visual displays and computer processing capabilities, the modern simulator has made great progress in visual and auditory terms that is incomparable to the past. In addition, functions that were previously implemented through supercomputers and complex hardware devices are now available through desktop computers at an affordable cost. Despite these advances, the simulators so far are thought to have been negligent in building an active learning and training …
Rethinking The Conflicts Revolution In Personal Jurisdiction, Jesse M. Cross
Rethinking The Conflicts Revolution In Personal Jurisdiction, Jesse M. Cross
Faculty Publications
It is widely acknowledged that, from roughly 1940 to 1970, a revolution occurred in Conflicts of Law. Referred to as the “Conflicts revolution,” this movement remade nearly every legal test in the field. According to conventional wisdom, this revolution rejected the same idea in each instance: namely, that Conflicts tests should be grounded in a theory of sovereignty. Instead, the argument goes, it pivoted the field to pragmatic tests that focus on practicality, fairness, and convenience.
As this Article explains, this conventional wisdom is incorrect. It misunderstands the intellectual revolution that remade the field, and it has generated needless confusion …

Of American Fragility: Public Rituals, Human Rights, And The End Of Invisible Man, Etienne C. Toussaint
Faculty Publications
The COVID-19 pandemic has exposed the fragility of American democracy in at least two important ways. First, the coronavirus has ravaged Black communities across the United States, unmasking decades of inequitable laws and public policies that have rendered Black lives socially and economically isolated from adequate health care services, educational resources, housing stability, environmental security, stable and living wage jobs, generational wealth, and other institutional structures necessary for resilience. Second, government-mandated social distancing in response to the coronavirus has failed to dampen America’s racially biased, violent, and supervisory policing culture, reigniting demands from the Movement for Black Lives for police …

Attentional Social Media: Mapping The Spaces And Networks Of The Fashion Industry, Ate Poorthuis, Dominic Powers, Matthew Zook
Geography Faculty Publications
In this article we use big data methods to analyze the attention paid to the fashion industry on social media. The article argues that for the fashion industry, like many industries, the core product is a form of knowledge that is dependent on gaining and holding people’s attention. To understand this attentional economy, social media offers a unique window because it is increasingly a central space within which fashion knowledge is created and shared. Using long-term, geotagged big data from Twitter, we analyze the hitherto difficult-to-explore spaces and places of the global fashion industry. The article suggests that the data …
Replacing Death With Life? The Rise Of Lwop In The Context Of Abolitionist Campaigns In The United States, Michelle Miao
Replacing Death With Life? The Rise Of Lwop In The Context Of Abolitionist Campaigns In The United States, Michelle Miao
Northwestern Journal of Law & Social Policy
On the basis of fifty-four elite interviews[1] with legislators, judges, attorneys, and civil society advocates as well as a state-by-state data survey, this Article examines the complex linkage between the two major penal trends in American society during the past decades: a declining use of capital punishment across the United States and a growing population of prisoners serving “life without the possibility of parole” or “LWOP” sentences. The main contribution of the research is threefold. First, the research proposes to redefine the boundary between life and death in relation to penal discourses regarding the death penalty and LWOP. LWOP …

Phylogeographic Insights Into Zika Virus In Puerto Rico, Chaney Christine Kalinich
Public Health Theses
During the larger epidemic in the Americas, Puerto Rico experienced an epidemic of Zika virus (ZIKV) between November 2015 and December 2016. During this period, 39,717 residents tested positive, or 1.1% of the population. Our team sequenced 84 ZIKV genomes directly from archived ZIKV-positive clinical samples from throughout the epidemic period, and from distinct regions of the island, in order to reconstruct the introduction(s) to and geographic spread of ZIKV in Puerto Rico. We found that ZIKV was circulating in the Greater Antilles by April (95% CI: February-June) of 2015, and was introduced to Puerto Rico by August (95% CI: …
