Despite widespread attention to China's interest in the Arctic, little research examines how the country approaches the region. This thesis uses an inductive and qualitative approach to examine China's relationships with the eight Arctic states and major international institutions in the Arctic. This thesis asks: How is China integrating into the Arctic? How do Arctic states view China's integration? Through content analysis, narratives tell the story of China's relationship with the Arctic 8 and Arctic institutions. China's integration is explored on a fundamental level through the comparison of bilateral and multilateral relations, followed by more strategic undertones including threat, opportunity, …

Brian Reynolds, Public Visibility, And Gay Stardom, Finley Freibert

Once gracing the covers of numerous gay newspapers and magazines, Brian Reynolds was a key figure of Los Angeles’ emergent gay adult film industry of the late 1960s. He had all but disappeared from gay adult film historiography until he re-emerged as a cover model for a scholarly journal in 2012, to illustrate pioneering scholarship that initiated contemporary Pat Rocco studies. This article puts the story of Brian Reynolds in dialogue with critical star studies in order to offer a recovery history of Reynolds. Modeling Permafrost Dynamics And Water Balance Of Arctic Watersheds In A Changing Climate, Matvey Vladimirovich Debolskiy

Changes in climate across the Arctic in recent decades and especially the increase of near-surface air temperature promote signicant changes in key natural components of the Arctic including permafrost (defined as soil experiencing subzero temperature for more than two consecutive years). Recent borehole observations exhibit signicant increase in ground temperatures below the depths of seasonal variations. Modeling studies on a global scale suggest a steady decrease in area underlain by near-surface permafrost in the northern hemisphere in recent decades. Global projections for the next century predict further permafrost degradation depending on the greenhouse gas concentration trajectory. Permafrost degradation is not …

The Low-Income Housing Tax Credit (“LIHTC”) program remains the na- tion’s largest affordable housing production program. LIHTC units are under-represented in the neighborhoods that both promote movement to high- opportunity neighborhoods and affirmatively further fair housing. State and local officials should play an active role in guiding site selection decisions and ensuring that LIHTC developments are located in a manner that affirmatively furthers fair housing. Planners can use newly available data discussed herein to identify high-opportunity tracts.

Purpose
This paper investigates the effect of Walmart presence on professional service firms within the finance and insurance sector. This paper also discusses the finance and insurance industry’s place within the Walmart ripple effect—changed retail sector leads to changed professional support services resulting in altered levels of social capital within the community.
Design/Methodology
The study uses county-level data from the state of Nebraska to examine the relationship between cumulative Walmart exposure and the number of firms, number of employees, and payroll levels within the finance and insurance (F&I) sector. This study examines the monetary impact of tariffs on consumer internet access via a digital subscriber line (DSL). Historically, the Communications Act of 1934 mandated that telephony services be provided to everyone, without exclusion. With the rapid emergence of the internet, the Connect America Fund was recently implemented to ensure equal access to both voice and broadband services. Since many telephony companies have emerged as internet service providers, DSL internet service is often bundled together with a landline telephone, especially in rural areas. The safe, highly effective measles vaccine has been recommended globally since 1974, yet in 2017 there were more than 17 million cases of measles and 83,400 deaths in children under 5 years old, and more than 99% of both occurred in low- and middle-income countries (LMICs). Globally comparable, annual, local estimates of routine first-dose measles-containing vaccine (MCV1) coverage are critical for understanding geographically precise immunity patterns, progress towards the targets of the Global Vaccine Action Plan (GVAP), and high-risk areas amid disruptions to vaccination programmes caused by coronavirus disease 2019 (COVID-19). Many studies examine the correlation between the use of resources such as water, energy and land, and the production of food. These nexus studies focus predominantly on large scale systems, often considering the social dimensions only in terms of access to resources and participation in the decision- making process, rather than individual attitudes and behaviours with respect to resource use. Such a concept of the nexus is relevant to urban agriculture (UA), but it requires customisation to the particular characteristics of growing food in cities, which is practiced mainly at a small scale and produces not only food but also …

The Canonization Of Carmen: Reflections On A Basque Pastorale, William A. Douglass

This article explores many of the ways in which performance of a modern Basque pastorale, or morality play—an art form with medieval roots—explores issues and conundrums of contemporary Basque society and culture. These include maintenance of the Basque language and identity, the attitude of Basques towards others, notably Spaniards and gypsies, and vice versa, and the survival of Basque rural life in the face of the many challenges to it.
