Both Vietnam and Indonesia have large populations that promise major markets for e-commerce. The two nations record high internet coverage and large numbers of social media users. Recently, the countries have been trying to support e-commerce with new legal rules. In November 2019, Indonesia’s government introduced Government Regulation No. 80 of 2019 on Trading through Electronic Systems (GR 80, 2019). GR 80 requires e-commerce businesses to obtain business licenses, report taxes, and preserve consumer protections and rights. Similarly, Vietnam has issued a number of resolutions and guidelines since its Decree on E-Commerce in 2013 (Decree No. 52/2013/NĐ-CP). While these legal …

This Primer provides an overview of the debate surrounding non-partisan ranked primaries. In the November 2020 election, Alaskan voters decided whether to adopt Ballot Measure 2 which, among other reforms, would introduce a top-four primary system. Under this system, the top-four vote-getters in the primary election, regardless of partisan affiliation, would advance to the general election. Supporters of the reform argue it offers voters more choices, fosters competition, creates a more representative pool of candidates, and avoids vote splitting. Learning style is one of the factors causing differences in students' spatial literacy. This study tries to investigate the spatial literacy of auditory students in solving spatial geometry problems. This type of research is a case study in one student of class XI MIPA-1 SMA Negeri 1 Taman Sidoarjo with a qualitative approach. The need for human resources who have knowledge and skills in the STEM fields is getting bigger. However, from the results of research by PISA, Indonesian students' scores in science, reading, and mathematics were still low. This research was conducted to develop a physics module based on STEM education for vocational high school students and to test it’s feasibility. This research adapted the Dick and Carey development research design. The data were obtained from questionnaires about the feasibility and were analyzed qualitatively and quantitatively. From the results of the validation and feasibility test, the module was very feasible to use.

The purpose of this article is to examine the various FTAs that Indonesia has been involved in within the last 15 years by looking at the three core elements of trade diplomacy: actors, processes, and goals of FTAs. Based on these elements, this research finds that Indonesia’s FTA diplomacy tends to be dominated by foreign policy interests compared to economic ones, which can be observed through several elements. First, Indonesia’s FTA diplomacy is dominated by state actors and foreign policy players with little involvement from economic players and non-state actors. This article investigates the quality of peace in armed conflicts that occurred in the Southeast Asia region. The authors compared the cases of Aceh, where the armed conflict between the Free Aceh Movement or GAM and the government of Republic Indonesia ended peacefully with the Helsinki Memorandum of Understanding, with the conflict in the southern Philippines, where a peace agreement, the Comprehensive Agreement on the Bangsamoro, was successfully achieved between the government of Philippines and the Moro Islamic Liberation Front. Frente Farabundo Martí Para la Liberación Nacional (FMLN) was a Marxist guerrilla group, known for its activities in the 1980s and 1990s to seize El Salvador’s government through war. Post-peace accords, FMLN transformed into an electoral political party and successfully won to lead the government of El Salvador in 2009-2019, but then they compromised their economic policies to suit neoliberalism. This article uses Gill and Law’s conceptualisation of the theory of direct and structural power of capital to explain the causes of FMLN’s neoliberalism-compromising economic policy adjustment in 2009-2019. Mediation is a form of alternative dispute resolution (“ADR”) where a negotiation is facilitated by a neutral third party. The key feature of mediation is its voluntary nature. Ultra-marathon events (i.e., .42.2-km) continue to grow in popularity; however, little is known regarding the sources of nutrition information which inform their beliefs and habits. The objective of this study was to characterize the acquisition of sport-specific nutrition information among ultra-endurance athletes using a mixed methods design. Qualitative data were collected through focus groups and analyzed using thematic analysis. Three primary higher order themes were identified: Optimal Diet for Ultra-Endurance Athletes, Common Sources of Information, and Barriers to Scientific Information. Precisely predicting the duration time of an incident is one of the most prominent components to implement proactive management strategies for traffic congestions caused by an incident. This thesis presents a novel method to predict incident duration time in a timely manner by using an emerging supervised topic modeling method. Based on Natural Language Processing (NLP) techniques, this thesis performs semantic text analyses with text-based incident dataset to train the model. This article looks at the problem of foreign state cyber and influence operations targeting democratic elections through the lens of the non-intervention principle. The work focuses on the meaning of “coercion” following the 1986 Nicaragua case, wherein the International Court of Justice concluded that “[i]ntervention is wrongful when it uses methods of coercion.” The analysis shows that coercion describes a situation where (1) the foreign power wants the target state to do something and wants to be certain this will happen; (2) the outside power then takes some action, either by issuing a coercive threat, using coercive force, or engaging …

In 2010, the Alaska supreme court held that a legally deficient petition summary of a ballot initiative could be corrected and put on the ballot without being recirculated for signatures. The Parental Involvement Initiative at the root of the litigation would prohibit doctors from performing abortions for unemancipated minor women who had not provided notice to or obtained consent from a parent. After the petition was circulated for signatures, the supreme court determined that omissions of fact in the petition summary rendered the summary inaccurate and therefore deficient. Pseudoxanthoma elasticum (PXE), the prototype of heritable ectopic mineralization disorders, manifests with deposition of calcium hydroxyapatite crystals in the skin, eyes and arterial blood vessels. This autosomal recessive disorder, due to mutations in ABCC6, is usually diagnosed around the second decade of life. In the spectrum of heritable ectopic mineralization disorders are also generalized arterial calcification of infancy (GACI), with extremely severe arterial calcification diagnosed by prenatal ultrasound or perinatally, and arterial calcification due to CD73 deficiency (ACDC) manifesting with arterial and juxta-articular mineralization in the elderly; the latter disorders are caused by mutations in ENPP1 and NT5E, respectively. During the Soeharto Era corruption was considered to grease the wheels of growth in Indonesia, a country once considered to be the most corrupt country in the world. Indonesia began to experience instantaneous decentralization and democratization after the Soeharto Era abruptly ended. While vastly celebrated, these episodes have their unintended consequence: coercive regulation. We employed the extensive firm-level Large and Medium Manufacturing (Industri Besar Sedang/IBS) census data combined with the Indonesian Democracy Index (Indeks Demokrasi Indonesia/IDI) at provincial level spanning from 2009 to 2015 and found that bribery hampered Indonesian firm output and productivity growth by 9.8% and 12.6%, respectively. …

Occasionally, tinnitus perception may be severe enough to present debilitating effects on daily activities. Since 1995, the United Nations Commission on International Trade Law (UNCITRAL), has been developing tools to meet the challenges of having different insolvency laws managing a single cross-border insolvency. By 1997, UNCITRAL’s Working Group V completed the Model Law on Cross-Border Insolvency. By September 2020, the original model law has been adopted by 48 countries. In Rubin v. Eurofinance SA, the U.K. Supreme Court cited a lack of authority to recognize a U.S. insolvency-related judgment in the Model Law on Cross-Border Insolvency. This paper describes our implementation of several neural networks built on a field programmable gate array (FPGA) and used to recognize a handwritten digit dataset—the Modified National Institute of Standards and Technology (MNIST) database. We also propose a novel hardware-friendly activation function called the dynamic Rectifid Linear Unit (ReLU)—D-ReLU function that achieves higher performance than traditional activation functions at no cost to accuracy. We built a 2-layer online training multilayer perceptron (MLP) neural network on an FPGA with varying data width. Reducing the data width from 8 to 4 bits only reduces prediction accuracy by 11%, but the FPGA area …

This article first reviews the Sixth Circuit panel decision, settlement agreement, and en banc appellate court action. Then, it explores related recent cases that also address a constitutional right to some level of education. The final section analyzes the viability of arguments asserting a federal right to access to a minimum education under the Fourteenth Amendment and implications of establishing such a federal right.
