Alaskan Exceptionalism In Campaign Finance, Chad Flanders
Alaska Law Review
This article argues that Alaska’s efforts in campaign finance reform are closely tied to a philosophy of “Alaskan Exceptionalism”: the view that Alaska is fundamentally different from other states. A recent decision from the Supreme Court, Thompson v. Hebdon , may, however, weaken Alaska’s right to justify its reforms through an “exceptionalist” lens. The same decision suggests the Supreme Court is further narrowing its campaign finance jurisprudence more generally. Without these campaign finance limits, Alaskan politics may continue to be dominated by the oil and gas industry, the very problem those limits sought to address in the first place

Retaining Judicial Independence: Solutions To Increasing Threats To Alaska’S Judicial Merit System, Ryan Kuchinski

While the judicial merit system in Alaska has effectively balanced accountability with the competing need for independence in the judiciary, the growing trend of politicized retention elections threatens that independence. This Note examines the threat to the Alaskan judicial merit system, argues for the importance of protecting an independent judiciary, and proposes a number of potential solutions to reform or replace the current retention election system.

When Misrepresentation Becomes Deceptive: Analyzing Petition-Signer Inadvertence Post-Cambell, Melissa English, Daisy Gray

In 2010, the Alaska supreme court held that a legally deficient petition summary of a ballot initiative could be corrected and put on the ballot without being recirculated for signatures. The Parental Involvement Initiative at the root of the litigation would prohibit doctors from performing abortions for unemancipated minor women who had not provided notice to or obtained consent from a parent. After the petition was circulated for signatures, the supreme court determined that omissions of fact in the petition summary rendered the summary inaccurate and therefore deficient. Stunting, the inability to reach one's full potential, still remains common in Indonesia. As a result of stunting’s intergenerational consequences, many strategies have been conducted by both government and non-government organizations to tackle this issue, including nutrition-specific and sensitive interventions, with Integrated Health Service Post (Posyandu) revitalization as one of the key measures to provide valid, reliable, and up-to-date data to establish the early detection and management of stunting. The geriatric minimal service standard (SPM) coverage in Depok has steadily decreased from 37.53% in 2013 to 11.8% in 2018. One factor affecting the problem is a lack of patient participation and the inability of posbindu (integrated service post for older people) cadres to perform their tasks. To increase the coverage of older people visiting posbindu, it is necessary to raise the knowledge and skill levels of posbindu cadres and community health centre staff in Depok. Pseudoxanthoma elasticum (PXE), the prototype of heritable ectopic mineralization disorders, manifests with deposition of calcium hydroxyapatite crystals in the skin, eyes and arterial blood vessels. This autosomal recessive disorder, due to mutations in ABCC6, is usually diagnosed around the second decade of life. In the spectrum of heritable ectopic mineralization disorders are also generalized arterial calcification of infancy (GACI), with extremely severe arterial calcification diagnosed by prenatal ultrasound or perinatally, and arterial calcification due to CD73 deficiency (ACDC) manifesting with arterial and juxta-articular mineralization in the elderly; the latter disorders are caused by mutations in ENPP1 and NT5E, respectively. The freshwater algae grow in a wide range of aquatic habitats across the globe and are rich in secondary metabolites. The present study was designed to conduct the phytochemical screening, proximate analysis, antioxidant and antibacterial activities of water net (Hydrodictyon reticulatum), an algal weed from Pakistan. The pure and dried algal mass was crushed into a fine powder and four solvent-based extracts were used for phytochemical screening. The results of preliminary qualitative screening indicated the presence of flavonoids, phenols, quinones, steroids, resins, anthraquinones, glycosides, lignin, proteins, saponins, tannins, reducing sugars, alkaloids, terpenoids, fats, and oils, whereas the quantification …

Objectives: To describe the implementation of a hybrid and an online active-learning-based science activity originally designed for face-to-face instruction. The goal was to verify if students used appropriate science practices while engaged in a problem solution through hybrid and fully online modalities. Epistemic practices are important markers of scientific literacy because they reflect ways of thinking and working that are similar to those performed by scientists.

Introduction: Tinnitus is the subjective sensation of noise perceived at the peripheral or central level. Occasionally, tinnitus perception may be severe enough to present debilitating effects on daily activities. The occurrence of tinnitus can be related to occupational or non-occupational hazardous noise exposure. Case Presentation: A 60-year-old male presented with bilateral tinnitus with an initial onset at age 21. The progression of his tinnitus has caused disruptions in sleeping patterns and concentration. His history included extensive occupational and non-occupational noise exposure. Background: Type 2 diabetes mellitus (T2DM) condition could affect the skin. The disease is among the greatest risk factors of skin infection such as cutaneous candidiasis and is also associated with autoimmune skin diseases such as psoriasis, which lesion morphologies and predilection areas are quite similar. Since 1995, the United Nations Commission on International Trade Law (UNCITRAL), has been developing tools to meet the challenges of having different insolvency laws managing a single cross-border insolvency. By 1997, UNCITRAL’s Working Group V completed the Model Law on Cross-Border Insolvency. By September 2020, the original model law has been adopted by 48 countries. In Rubin v. Eurofinance SA, the U.K. Supreme Court cited a lack of authority to recognize a U.S. insolvency-related judgment in the Model Law on Cross-Border Insolvency. Neural Networks On An Fpga And The Exploration Of Hardware Friendly Activation Functions, Jiong Si, Sarah L. Harris, Evangelos Yfantis

This paper describes our implementation of several neural networks built on a field programmable gate array (FPGA) and used to recognize a handwritten digit dataset—the Modified National Institute of Standards and Technology (MNIST) database. We also propose a novel hardware-friendly activation function called the dynamic Rectifid Linear Unit (ReLU)—D-ReLU function that achieves higher performance than traditional activation functions at no cost to accuracy. We built a 2-layer online training multilayer perceptron (MLP) neural network on an FPGA with varying data width. Reducing the data width from 8 to 4 bits only reduces prediction accuracy by 11%, but the FPGA area …

This article first reviews the Sixth Circuit panel decision, settlement agreement, and en banc appellate court action. Then, it explores related recent cases that also address a constitutional right to some level of education. The final section analyzes the viability of arguments asserting a federal right to access to a minimum education under the Fourteenth Amendment and implications of establishing such a federal right.

This study aims to examine the discourse on authoritarianism in the Halal Product Guarantee Act of Indonesia. The issue raised concerns opinions on or accusations of the Halal Product Guarantee Act of Indonesia reflecting authoritarianism and threatening human rights, specifically, religious beliefs. Furthermore, the discourse on authoritarianism in the Halal Product Guarantee Act of Indonesia states efforts to impose a single interpretation of the provisions in Islamic law. Thermopsis divaricarpa (Fabaceae) is a common wildflower in the montane zone of the Colorado Rocky Mountains, but its reproductive ecology is still largely unknown. Montane meadows are recognized for their relatively high species richness and important ecosystem services. Thus, knowledge of the reproductive ecology of T. divaricarpa is useful when assessing community-level responses to climate change in the montane zone of the Rockies. We investigated the phenology, breeding system, and pollination of this species in the southern Rocky Mountains of Colorado. Our results suggest that T. divaricarpa flowers from early June to mid-July, exhibits a facultative xenogamous breeding system, and …

This study aims to understand the role of Facebook access and partisan bias on the belief in misinformation in the political context of the 2019 Presidential Election. Frequent use of Facebook and partisan bias for presidential candidates were predicted to influence belief in misinformation about illegal migrant workers from China in Indonesia. Using a structured questionnaire, a total of 1,818 participants who were representative of the Indonesian voter population were interviewed using a structured questionnaire asking about their frequency of Facebook use, political support, awareness, and belief in misinformation about thousands of illegal migrant workers from China, as well as …
