The Eastern Wheatbelt Biosecurity Group is playing a key role in assisting land managers to manage declared pests in the region. Data from a range of sources shows that the Eastern Wheatbelt region has significant populations of declared animal pests that pose substantial environmental and economic risks to privately held farmland, unallocated crown land and river systems.

The Kimberley Rangelands Biosecurity Association (KRBA) has an annual Large Feral Herbivore culling program that includes feral donkeys, horses and camels with other animals such as water buffalo and pigs targeted when located. The program focusses primarily on donkeys, using the radio telemetry technique with horses and camels culled opportunistically during tracking. Currently there are approximately 50 active collars throughout the region including three satellite collars utilised for research purposes.

I am pleased to present the final report to the Department of Primary Industries and Regional Development, for the project “Development of the Midlands Recognised Biosecurity Group”. Through this project the Midlands Biosecurity Group has progressed from a seed of an idea to a stand-alone incorporated organisation, recognised as a Biosecurity Group by the Honourable Alannah MacTiernan, Minister for Agriculture and Food, and having a Declared Pest Rate gazetted, all within the space of 18 months.

The Meekatharra Rangelands Biosecurity Association Inc (MRBA) is an industry body with a membership of all pastoralists in the Shires of Yalgoo, Mount Magnet, Cue and Meekatharra. The Association is established under the Biosecurity and Agriculture Management Act 2007 with a charter to manage and control declared pests, both animal and plant.

The Northern Biosecurity Group (NBG) became formally recognised by the Minister for Agriculture and Food in July 2018.The group aims to take a proactive approach to facilitate declared pest management with a coordinated effort across the region and by working with landholders, government departments, industry groups and neighbouring biosecurity groups to ensure efficient and effective pest management on a regional scale or where appropriate.

The Pilbara RBG is a not for profit association formed under the Associations Incorporation Act 2015, providing declared pest control programs for land managers, particularly in the pastoral zone. The associations’ primary purpose is the control of declared pests using funding from Declared Pest Rates paid by landholders on pastoral stations. These Declared Pest Rates funds are matched dollar for dollar by the WA Government to reflect the public benefit of controlling declared pest animals and weeds. The association is formally recognised by the Hon Minister for Agriculture and Food as a recognised biosecurity group (RBG).

The Southern Biosecurity Group (SBG) is established as a subcommittee of Ravensthorpe Agricultural Initiative Network (RAIN) for the purpose of being a Recognised Biosecurity Group (RBG) under the Biosecurity Agriculture Management Act 2007. A report is provided by the group to each RAIN meeting. The sub group structure allows the SBG to operate under the banner of a well-established community group with similar interests and avoids the need for an additional incorporated not for profit body in a small community.

The ability of some organisms to regenerate tissues and organs has fascinated naturalists since antiquity, dating back to the earliest accounts of scientific inquiry with Aristotle in Ancient Greece. Then, Darwin’s theory invigorated some scientists’ dream of stimulating (or reactivating) regenerative capacities in human beings by showing that we are related to highly regenerative organisms. More recently, a renewed interest in discovering the molecular and genetic basis for organ and tissue regeneration has led biologists to focus more specifically on a restrictive set of model organisms.

Circadian rhythms are approximately 24-hour oscillations of nearly every biological process in the body. The circadian system coordinates these rhythms of physiology and behavior with environmental cycles such as the light-dark cycle. Shift workers, who experience irregular exposure to the light-dark cycle, have chronically disrupted circadian rhythms and increased risk of developing cardiovascular disease, but the mechanisms are unknown. Our studies investigated the effects of light-induced circadian disruption on atherosclerosis in ApolipoproteinE-deficient (ApoE-/-) mice. We found that male ApoE-/- mice housed in constant light for 12 weeks, which results in severe disruption of circadian rhythms …

The Drosophila micropyle is a conserved formation utilized to allow sperm passage past the robust eggshell structure for fertilization. Micropyle formation follows a unique acellular tubulogenesis method where it is secreted and shaped by specialized follicle cells including the border cells and polar cells. In late oogenesis, the polar cells form extensions that are necessary to create the micropyle pore through which sperm enters. Previous work established that polar cell extension presence is required for micropyle pore formation. We investigated temporal requirements of extensions throughout chorion deposition and found extensions are required during the beginning and middle of choriogenesis, but …

Copyright infringement doctrine currently overprotects copyright owners against the perceived wrong of copying, failing to adequately countenance copying as an essential part of the authorial creative process. Drawing on existing infringement doctrine in the United States and Canada, this Article will offer an interpretation of "substantial similarity" that opens up (or at least better safeguards) space for creative copying that is to say, copying that substantially transforms the original copied work and, in doing so, advances the public interest goals of the copyright system. The release of the world'sfirst-ever black hole image generated an immediate copyright dispute and revealed multiple copyright issues that remain unsettled This Article argues that the black hole image should be left in the public domain without copyright protection for the following reasons: First, the image 's copyrightability and copyright ownership are too uncertain to warrant legal protection, making fair use and compulsory licensing largely irrelevant; second, the image is a work of worldwide significance that was created through broad international collaboration with substantial public funding, which strongly implies a public interest in access to the work; and third, a …

As the nature of public library services expands and transforms, continuing education (CE) for both degreed and non-degreed library staff is critical. An ongoing challenge for the LIS community is to identify the key areas in which to increase professional knowledge and skills. The purpose of this study was to identify what working library staff considered valued competencies for youth services, reference services, director, and non-degreed library staff positions, as well as their preferred delivery format for CE. Dicamba-resistant soybean along with lower volatility dicamba formulations have been introduced in an attempt to control herbicide resistant weeds such as Amaranthus palmeri. This introduction has increased the amount of dicamba being applied later in the growing season increasing the prevalence of dicamba off-target movement. Dicamba damage was simulated by applying low rates of dicamba directly on soybeans at rates (0.5 g ae ha-1, 1 g ae ha-1 and 5 g ae ha-1 dicamba) and five-exposure timings from June 1 to July 10. Background: Group B Streptococcus (GBS) colonization in the genital tract of pregnant women is a known contributory factor for infection in the neonate, having an impact on morbidity and mortality especially if unrecognized and untreated prior to vaginal delivery. Climate change has already begun wreaking havoc on coastal communities across the globe, including Miami, Venice, and the Philippines. Adaptation mechanisms may be the most powerful weapons these communities have to combat sea level rise and the other disastrous effects of a warming planet. However, these adaptation programs must fit within each nation's unique federal and local regulatory schemes. Additionally, when they are funded by the federal government or foreign sources, these communities may have to sacrifice some autonomy over their implementation. In the 1803 The Schooner Charming Betsy case, Chief Justice Marshall announced a canon of interpretation that "an act of Congress ought never to be construed to violate the laws of nations if any other possible construction remains." The Charming Betsy canon has become as venerable as its name is felicitous: as recently as 1988 the Supreme Court noted that the doctrine "has for so long been applied by this Court that it is beyond debate."

Acoustic-to-Articulatory Inversion, the estimation of articulatory kinematics from speech, is an important problem which has received significant attention in recent years. Estimated articulatory movements from such models can be used for many applications, including speech synthesis, automatic speech recognition, and facial kinematics for talking-head animation devices. Knowledge about the position of the articulators can also be extremely useful in speech therapy systems and Computer-Aided Language Learning (CALL) and Computer-Aided Pronunciation Training (CAPT) systems for second language learners.
