Arctic Thaw: Environmental Exploitation For Economic Profit, Stephen F. Moulton Dec 2019

Arctic Thaw: Environmental Exploitation For Economic Profit, Stephen F. Moulton

HCNSO Student Capstones

“Arctic Thaw: Environmental Exploitation for Economic Profit,” is a comprehensive, interdisciplinary assessment of Arctic climate change (CC) impacts. Arctic CC alters the regions’ temperature, annual ice cover, and sea levels. This alteration influences the global economy through enriched international trade and fossil hydrocarbon extraction developments. This capstone examines the Arctic’s response to CC through economic statistical analysis, tracking relative sea-level (RSL) trends, as well as performing hydrographic and modeling reviews. The Northern Rim Countries (NRCs) economic analysis assesses potential CC and GSLR impacts by applying statistical techniques to calculate its effect on each country’s gross domestic product (GDP). The tidal …

Dronescape:Distributed Rapid On-Site Network Self-Deploying Cellular Advanced Phone Environment, Daryl Johnson, Bill Stackpole

Presentations and other scholarship

When disasters happen, the speed with which first responders and emergency personnel can contact and be contacted by the people affected by the disaster during the first minutes or hours is critical. Early communications can make the difference between life and death. During a disaster communications infrastructure of the affected area is likely to be compromised. This project proposes an inexpensive, rapidly deployable cloud of autonomous drones, each coupled with a micro-cellular base station that deploys from a transportable deployment module. The goal is to temporarily restore communications for both first responders to communicate amongst themselves as well as for …

Exploring Student And Faculty Perceptions Regarding The Availability Of On-Campus Counseling Services, Stephen Wade Baker

Dissertations

This study sought to explore undergraduate and faculty perceptions about oncampus counseling services. On-campus counseling services for clarification purposes, could be understood as a behavioral health service used by undergraduate students to discuss and address identified personal issues during a semester-based academic school year. The data was collected via a written response survey and it was administered at a private Midwestern university throughout the spring, summer, and fall traditional undergraduate semesters of 2018. The study looked to understand students’ perceptions on the overall need and functionality of the current counseling services promoted at their university. Furthermore, faculty interviews were conducted …

A Program For All Seasons, Sara Rosenbaum Dec 2019

A Program For All Seasons, Sara Rosenbaum

Saint Louis University Journal of Health Law & Policy

From its beginnings as a modest health care companion to cash welfare assistance, Medicaid has become foundational to the American health care system. Medicaid’s success in insuring the poor while continually evolving in response to countless emerging health needs is the result of its public health character, which represents a fundamental departure from the eligibility and coverage strictures and norms on which other forms of insurance depend.

Medicaid’S Role For Seniors And People With Disabilities: Current State Trends, Marybeth Musumeci Dec 2019

Medicaid’S Role For Seniors And People With Disabilities: Current State Trends, Marybeth Musumeci

Saint Louis University Journal of Health Law & Policy

Medicaid fills a gap in the U.S. health care system as the primary payor for long-term services and supports (LTSS). These services enable seniors, people with disabilities, and those with chronic illnesses to live independently in the community, outside of nursing homes and other institutions. Most Medicaid home and community-based services (HCBS) are covered at state option, unlike nursing home care, which all state Medicaid programs must cover. States have substantial flexibility in designing their Medicaid HCBS programs under federal law, and Medicaid provides an important source of federal funding to states to help meet the LTSS needs of seniors …

Justice And The Struggle For The Soul Of Medicaid, Dayna Bowen Matthew Dec 2019

Justice And The Struggle For The Soul Of Medicaid, Dayna Bowen Matthew

Saint Louis University Journal of Health Law & Policy

The soul of Medicaid is and always has been to achieve justice in health care. Medicaid at its inception was designed to ensure that the most vulnerable members of society are not excluded from access to good health that all others enjoy. Yet, as the title of this symposium aptly reflects, “The Struggle for the Soul of Medicaid” remains vulnerable to repeated and relentless political attacks. Why is this so, given that the program finances care for nearly sixty-four million Americans?

This article posits that Medicaid is vulnerable because our nation’s commitment to justice in health care remains uncertain. Historically, …

The Administration’S Medicaid Waivers: Exploding In The Guise Of Experimenting, Jane Perkins Dec 2019

The Administration’S Medicaid Waivers: Exploding In The Guise Of Experimenting, Jane Perkins

Saint Louis University Journal of Health Law & Policy

Congress enacted the Medicaid Act with the stated purpose of furnishing medical assistance to low-income people. Medicaid participation is not required of a state, but if a state does choose to participate—which they all do—the federal government will contribute the lion’s share of the cost of providing care. In return, the state agrees to pay the remaining costs of care. The state must also adhere to the detailed regulatory scheme Congress placed in the Medicaid Act, including requirements for determining eligibility for the program and the scope and affordability of coverage. Section 1115 of the Social Security Act authorizes the …

Social Work As An Important Collaborator In Transdisciplinary Public Health Law: Why Does It Matter And Where Does It Fit?, Heather A. Walter-Mccabe Dec 2019

Social Work As An Important Collaborator In Transdisciplinary Public Health Law: Why Does It Matter And Where Does It Fit?, Heather A. Walter-Mccabe

Saint Louis University Journal of Health Law & Policy

Public health law has been a growing field over the last few decades. From the early days of its initial recognition as an academic and professional field to its more recent texts and treatises, public health law is continuing to define itself. To that end, Burris et al. recently published two works describing a transdisciplinary model of public health law and five essential services of public health law.

This article examines how the inclusion of social work in the model can be instrumental in forming better public health laws. The intentional inclusion of social work collaborators would supplement legal and …

Hypothesizing A Small Opioid Mdl Settlement: An Argument For Local Public Health Action And Lessons From Big Tobacco, Ashton K. Dietrich Dec 2019

Hypothesizing A Small Opioid Mdl Settlement: An Argument For Local Public Health Action And Lessons From Big Tobacco, Ashton K. Dietrich

Saint Louis University Journal of Health Law & Policy

In response to the opioid epidemic, counties and cities across the United States waged In re: National Prescription Opiate Litigation, better known as the opioid MDL, against manufacturers and distributors of opioids. The county and city plaintiffs appear to have taken their litigation strategy straight from Big Tobacco playbook of the 1990s. This is to the great disdain of state attorneys general, who fronted Big Tobacco litigation with state-sponsored parens patriae litigation.

The state attorneys general vehemently assert that the MDL claims are the province of state governments rather than local governments. However, the attorney general-led Big Tobacco litigation …

Painfully Prescribed: Could Taking Opioids As Legal Treatment Result In Discrimination Uncovered By The Ada?, Rachael Elyse Palmer Dec 2019

Painfully Prescribed: Could Taking Opioids As Legal Treatment Result In Discrimination Uncovered By The Ada?, Rachael Elyse Palmer

Saint Louis University Journal of Health Law & Policy

Amended in 2008, the Americans with Disabilities Act (ADA), with its sole mission to protect individuals with disabilities, is still gaping with holes in coverage due to recent court interpretations. One such interpretation is the lack of protection for patients being treated with legally prescribed medications. With widespread misconceptions about opioid use and its effects, employers take adverse action upon their employees seeking necessary treatment. This paper will discuss the harmful consequences of courts narrowly interpreting the ADA against coverage of these patients, as well as the potential revitalization of the ADA’s mission in pending actions.

Deworming Children For Soil-Transmitted Helminths In Low And Middle-Income Countries: Systematic Review And Individual Participant Data Network Meta-Analysis, Vivian Andrea Welch, Alomgir Hossain, Elizabeth Ghogomu, Alison Riddle, Simon Cousens, Michelle Gaffey, Paul Arora, Robert Black, Donald Bundy, Zulfiqar Ahmed Bhutta Dec 2019

Woman and Child Health

Intestinal parasites affect millions of children globally. We aimed to assess effects of deworming children on nutritional and cognitive outcomes across potential effect modifiers using individual participant data (IPD). We searched multiple databases to 27 March 2018, grey literature, and other sources. We included randomised and quasi randomised trials of deworming compared to placebo or other nutritional interventions with data on baseline infection. We used a random-effects network meta-analysis with IPD and assessed overall quality, following a pre-specified protocol. We received IPD from 19 trials of STH deworming. Overall risk of bias was low. There were no statistically significant subgroup …

Plant-derived aldehydes are constituents of essential oils that possess broad-spectrum antimicrobial activity and kill microorganisms without promoting resistance. In our previous study, we incorporated p-anisaldehyde from star anise into a polymer network called PANDAs (Pro-Antimicrobial Networks via Degradable Acetals) and used it as a novel drug delivery platform. PANDAs released p-anisaldehyde upon a change in pH and humidity, and controlled growth of the multi-drug resistant pathogen Pseudomonas aeruginosa PAO1. In this study, we identified cellular pathways targeted by p-anisaldehyde, by generating 10,000 transposon mutants of PAO1 and screened them for hypersensitivity to p-anisaldehyde. To improve the …

Biologic And Hydrologic Controls Of Water Quality In Urbanizing Semi-Arid Watersheds, Erin Fleming Jones Dec 2019

Biologic And Hydrologic Controls Of Water Quality In Urbanizing Semi-Arid Watersheds, Erin Fleming Jones

Theses and Dissertations

This dissertation analyzed the effect of biologic and hydrologic processes on water quality in urban, semi-arid watersheds. In the first chapter, we analyzed bacterioplankton and water quality along elevation and urbanization gradients in three Wasatch Mountain watersheds across three seasons. We found that trace metals correlated with bacterioplankton composition and that the typical dispersal of bacteria from headwater sources (soil or groundwater) along the longitudinal pathway was drastically disrupted by the presence of large reservoirs. In the second chapter, we used high-frequency sensor data collected in streams above and below the urban center in the three watersheds to estimate the …

Back-Squat Exercise And Its Correlation With Vertical Jump In Division I Female Volleyball Players, Taylor-Annette Kathryn Lindberg

Theses and Dissertations

The purpose of this study was to analyze the back-squat exercise and determine how this exercise correlates with vertical jump in Division I female volleyball players. Athletic data from current and previous collegiate volleyball athletes from the University of Arkansas at Little Rock Volleyball Program were obtained, analyzed, and reviewed during the spring training/conditioning cycle. Squat maxes, standing vertical jump, and approach vertical jump were tested on the first day of the spring training session (first day of January training), and then retested after a six-week training cycle.

Designing The Pion Degrader For The Mu2e Experiment At Fermi National Accelerator Laboratory, Nathanael J. Dille Dec 2019

Designing The Pion Degrader For The Mu2e Experiment At Fermi National Accelerator Laboratory, Nathanael J. Dille

Honors Capstones

This paper focuses on the effects of a pion degrader for the Mu2e experiment at Fermilab. The Mu2e experiment will be sending a beam of negatively charged pions and muons into an aluminum (Al) target in order to observe the decay of muons directly into electrons without emitting any neutrinos, which would be an example of Charged Lepton Flavor Violation (CLFV). In order to detect the presence of CLFV decays, the energy of the electrons leaving the target material must be found and measured as accurately as possible. We will calibrate the energy with positive pions that stop in the …

Androgynous Mothers And Social Discomforts, Part B, Kora Carlson

B.F.A. Practicum Exhibition (ART 498)

The sun is our grandest mother. No one really knows who our greatest grandmother is anyway. But we know that they rose and fell each day, just like our view of the sun. But some days, their lights completely disappear. Those days, dark clouds come carrying storms and rain always finds its way down. Other days our skin smolders with how bright the shine. Bright she burns, so bright we burn. I think that this heat will never slow down.

What I mean is, I’m a grounded space cadet. I’m extremely fascinated by the act of bewildering. I want to …
