How Foot Voting Enhances Political Freedom, Ilya Somin
San Diego Law Review
To the extent we value political freedom in any significant sense, we should also assign a high value to foot voting. Freedom of choice through foot voting, and the freedom of movement that make it possible, cannot be absolute principles that always trump other considerations. But there should be at least a substantial presumption in their favor.
My analysis also emphasizes the fundamental similarity between three different types of foot voting that are usually considered to be very different from each other: interjurisdictional foot voting in federal systems, foot voting through international migration, and foot voting in the private sector. …

Georgia’s forests are under threat from numerous invasive species of plant, both herbaceous and woody. A primary factor in the invasive potential of any given non-native plant is the lack of natural predators and rapid reseed and regrowth cycles. To combat invasive plants, this thesis proposes an artificial, robotic predator to provide a means of controlling invasive species. Although autonomous robots are currently being developed for similar agricultural purposes, none have emerged for forestry related tasks, such as proposed in this work. Wildfires pose a danger to both ecologies and communities. To this end, many large-scale analyses of wildfire patterns and behavior rely on the aggregation of point data to polygons, typically those based on distinct disparate ecological areas. However, the sizes, shapes, andorientations of the polygons to which data are aggregated are not neutral factors in the resulting analysis. The influence of the aggregation polygons on calculated results is known as the modifiable areal unit problem (MAUP), which is well-documented in the spatial statistics literature. This article is presented an overview of hydro mechanical and electromechanical processes. Little attention was paid to the study of these two areas at the same time. The two directions above are the results of a simultaneous study. A joint study of these components of a single process received little attention. In conclusion, conclusions are drawn on the effect of AER (automatic excitation regulator) on the damped operational parameters and ensuring the stable operation of hydropower plants. The article discusses the development of organomineral materials for the protection of metal parts of technological machines and structures operating mainly under the influence of an electrochemical environment. A technology has been developed for producing modified organomineral materials for anticorrosive coatings using micro- and nanosized particles of layered silicates (mineral fillers). The mechanism of the formation of nanocomposites using layered silicates and organic materials for anti-corrosion coatings formed by the activation-heliotechnological method is investigated. The results of the study of optical absorption of metal films YBa2Cu3O6+x when passing through the film direct current to 100 mA are presented. Analysis of the data indicates that the relationship between absorption and current arises due to the possibility of filling the localization areas with carriers in the current mode (or vice versa, due to the emission of localized carriers to the mobility level). Fdor films with substantially nonlinear voltammper characteristic, a strong effect of current on the value of interzone absorption was found. Mosquito-borne disease is a public health challenge that warrants an active surveillance program for the identification of mosquito populations and the education of the public for prevention and protection against disease-transmitting arthropods. The communication of science to the public is necessary to prevent disease, change behavior, and promote a dialog between scientists and the public.

Few adequate educational leadership trainings are available for school leaders in Africa (Bush & Oduro, 2006). Due to the lack of professional development in leadership, the use of a Training of Trainers (TOT) model appears to an effective way to build the capacity of large numbers of school leaders. For the past few years, Dr. Paula Cordeiro and I have worked on a TOT model in Burkina Faso, Ghana, Liberia, Ethiopia and Rwanda. This article provides key lessons we learned from our experience with TOT.

One of the most common conditions that affects people as they get older is presbycusis, the gradual loss of hearing (“Age-Related Hearing Loss”). Because of this, components of American Sign Language (ASL) were taught to elderly persons at Stillwater Senior Living assisted living facility in Edwardsville, IL with the purpose of improving access to communication. Helpful words to know in assisted living such as “want, food, hurt, and better” were taught. In addition, students were taught to feel comfortable with gestures such as pointing or thumbs up as a way to communicate. After learning how to sign certain words, students …

In certain parts of the Midwest “DIY,” or the underground/alternative music scene, there is not enough representation of women, people of color and LGBTQ+ individuals in music, whether onstage as a band or musician, or in venue ownership and leadership. This study looks at where these diverse people are, and the setbacks they’ve faced along the way of becoming a musician, promoter or venue owner. Three emerging themes through this journalistic research include all-ages venues and music scenes as integral to getting people involved in music; a “DIY” attitude or ethos as a push for these musicians and promoters to …

Abstract: Aiming at the two difficulties in characteristic index digging of combat system of systems (CSoS), namely operation data generation and digging method selection, this paper proposes a new digging method, that is, using the simulation testbed to generate operation data, then adopting the machine learning to dig characteristic index. Abstract: A novel jammer placement algorithm based on particle swarm optimization is proposed to solve the problems of nodes’ mobility and restrictions on placement areas in ad-hoc network. There are three steps in this algorithm: network simulation, jamming simulation, and optimization. The algorithm simulates the network communication process and movement of nodes with discrete simulation method. Simple particle swarm optimization is applied to compute the exact coordinates of jammers. Experiment results show that this algorithm is good at jamming network nodes moving in different ways. Abstract: Hardware-in-the-loop simulation is an effective way and experimental method to evaluate and verify the performance of the aircraft system. To satisfy the requirements of real-time, scalability, high reliability simulation of a certain aircraft control system, a new design of low-cost hardware-in-the-loop real-time scene simulation system consisted of IPC, DSP, three-axis turntable, steering engine and visual simulation computer was put forward. Abstract: In order to analyze the fire evacuation efficiency of vertical ship lift, the influence of population characteristics on evacuation is analyzed quantitatively from three aspects, such as age structure, population density and flow velocity. According to the emergency evacuation path of vertical ship lift, the three-stage evacuation time is divided into three parts. This paper analyses the independence of National Competition Authorities under legislation before Directive 2019/1 and after Directive 2019/1. The aim of the paper is to find out whether Directive 2019/1 addresses the problem of independence properly or not.
