วิทยานิพนธ์ฉบับนี้ มุ่งศึกษาบทบาทของเกาหลีใต้ในการแก้ไขปัญหานิวเคลียร์บนคาบสมุทรเกาหลี ในระหว่าง ค.ศ. 2000 - 2018 โดยต้องการตอบคำถามว่า เกาหลีใต้ มีบทบาทอย่างไรในการแก้ไขปัญหานิวเคลียร์เกาหลีเหนือ และนโยบายที่เกาหลีใต้เลือกใช้ต้องเผชิญกับปัญหาและอุปสรรคอย่างไร ทั้งนี้ ผู้วิจัยใช้แนวคิดเรื่องนโยบายผูกมิตรเข้าหา (engagement policy) มาเป็นกรอบในการศึกษาบทบาทของเกาหลีใต้ในการดำเนินนโยบายต่อเกาหลีเหนือ ตลอด 5 ยุคสมัยของประธานาธิบดี ได้แก่ คิมแดจุง (ค.ศ. 1998 - 2003) โนมูฮยอน (ค.ศ. 2003 - 2008) อีมยองบัค (ค.ศ. 2008 - 2013) พัคกึนฮเย (ค.ศ. 2013 - 2017) และมูนแจอิน (ค.ศ. 2017 - ปัจจุบัน) ข้อเสนอหลักของการศึกษาวิจัยพบว่า ประธานาธิบดีทั้ง 5 ท่าน ใช้นโยบายผูกมิตรเข้าหาเป็นนโยบายหลักเพื่อจัดการปัญหาเกาหลีเหนือ แต่ใช้คนละรูปแบบ และมีระดับของการผูกมิตรเข้าหาเกาหลีเหนือแตกต่างกัน ซึ่งกลายเป็นตัวแปรปัจจัยภายในที่เป็นอุปสรรคต่อการดำเนินนโยบายของเกาหลีใต้เอง โดยในสมัยประธานาธิบดีฝ่ายหัวก้าวหน้า จะใช้นโยบายผูกมิตรเข้าหาในลักษณะที่เป็นมิตรกับเกาหลีเหนือมากกว่าสมัยประธานาธิบดีจากฝ่ายอนุรักษ์นิยม นอกจากนี้ ยังมีตัวแปรปัจจัยภายนอกที่เป็นอุปสรรคต่อการดำเนินนโยบายของเกาหลีใต้ ได้แก่ การดำเนินนโยบายของสหรัฐฯ ซึ่งเป็นมหาอำนาจและคู่กรณีหลักในประเด็นปัญหานี้ และนโยบายนิวเคลียร์ของเกาหลีเหนือ ซึ่งมีบทบาทหลักในสถานการณ์นิวเคลียร์บนคาบสมุทรเกาหลี

งานวิจัยชิ้นนี้มีวัตถุประสงค์เพื่อศึกษา (1) ลักษณะที่โดดเด่นของข่าวสารปลอมทางการเมืองบนเฟซบุ๊กในช่วงการเลือกตั้ง พ.ศ. 2562 (2) ปัจจัยที่นำไปสู่การตรวจสอบข้อเท็จจริง และ (3) กระบวนการตรวจสอบข้อเท็จจริงเกี่ยวกับนักการเมืองและพรรคการเมือง โดยใช้วิธีเชิงปริมาณ (Quantitative Methodology) คือ การวิเคราะห์เนื้อหาข่าวสารที่น่าสงสัยว่าจะเป็นข่าวปลอมทางการเมืองที่ปรากฏบนเพจทางการเมืองทั้งสองกลุ่มจำนวน 12 เพจ ได้แก่ (1) กลุ่มเพจที่สนับสนุนพลเอกประยุทธ์ จันทร์โอชาและพรรคพลังประชารัฐ (Pro-military) และ (2) กลุ่มเพจที่สนับสนุนนายธนาธร จึงรุ่งเรืองกิจและพรรคอนาคตใหม่ (Pro-democracy) และใช้วิธีเชิงคุณภาพ (Qualitative Methodology) คือ การสัมภาษณ์ผู้ติดตามเพจทั้ง 27 คน ผลการศึกษาลักษณะที่โดดเด่นของข่าวสารปลอมทางการเมืองที่เกิดขึ้นในช่วงการเลือกตั้ง พ.ศ. 2562 โดยการวิเคราะห์เนื้อหาพบว่า ข่าวปลอมทางการเมืองในช่วงการเลือกตั้งเป็นข่าวสารปลอมที่ถูกจัดว่าเป็นการโจมตีนักการเมืองและพรรคการเมืองและมีวิธีการนำเสนอที่ทำให้ผู้ติดตามเพจทางการเมืองเข้าใจผิด (Misleading) นอกจากนี้ เมื่อพิจารณาผ่านกรณีศึกษาทั้งสองคือ (1) กรณีของพลเอกประยุทธ์จันทร์โอชาและพรรคพลังประชารัฐ นั้นที่เกี่ยวข้องกับพลเอกประยุทธ์ จันทร์โอชา จะเป็นข่าวสารปลอมทางการเมืองด้วยการสร้างเนื้อหาที่เกี่ยวข้องกับการออกนโยบายสาธารณะโดยข่าวปลอมดังกล่าวถูกจัดประเภทเป็นคลิกเบท (Click Bait) ที่มีรูปแบบการนำเสนอคล้ายกับสำนักข่าวกระแสหลัก (Imposter) และมีเนื้อหาที่ถูกประดิษฐ์ขึ้นโดยสมบูรณ์ (Fabrication) (2) กรณีของนายธนาธร จึงรุ่งเรืองกิจ และพรรคอนาคตใหม่ จะเป็นข่าวสารทางการเมืองที่เป็นทฤษฎีสมคบคิด (Conspiracy Theory) และที่ผูกโยงเรื่องราวทางการเมืองเช่น the storyline to major political events such as changes in political regime, mass political conflicts, and interference attempt in the election by the US government ที่มาจาการผู้เขียนบทความที่ไม่มีตัวตนอยู่จริง (fictitious personas) ทั้งนี้ การสัมภาษณ์เชิงลึกชี้ให้เห็นสถานการณ์และแรงจูงใจที่นำไปสู่การตรวจสอบข้อเท็จจริง ได้แก่ (1) การแบ่งขั้วทางการเมือง (Political Polarization) (2) การเปิดรับและติดตามเพจทางการเมือง (3) ความสะดวกในการตรวจสอบบนแพลตฟอร์มออนไลน์ …

This study was conducted to i) investigate the concentrations of total, inorganic and bioaccessible of As in raw rice, ii) investigate the effects of rice processing before human consumption on the concentrations of As in rice, and iii) evaluate the potential health impacts of As exposure through rice consumption. วิทยานิพนธ์นี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของธนาคารกลางของไทยในการกำกับดูแลสถาบันการเงินต่อการบังคับใช้มาตรการความมั่นคงปลอดภัยไซเบอร์และศึกษาถึงแนวทางการสร้างความร่วมมือระหว่างกลุ่มสถาบันการเงิน โดยใช้รูปแบบการวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยเทคนิคการวิจัยเอกสารร่วมกับการสัมภาษณ์เชิงลึก จากกลุ่มตัวอย่าง 3 กลุ่ม แบ่งเป็น ผู้ปฏิบัติงานในด้านเทคโนโลยีสารสนเทศกลุ่มสถาบันการเงิน ผู้ปฏิบัติงานจากสายงานกระบวนการยุติธรรมหรือสายกฎหมาย และผู้เชี่ยวชาญอิสระด้านการจัดการความมั่นคงปลอดภัยทางไซเบอร์ ผลการศึกษา พบว่า 1) บทบาทที่สำคัญของธนาคารกลางของไทย คือ การวางกรอบแนวทางการรับมือภัยคุกคามไซเบอร์ โดยมีการกำหนดเป็นมาตรการและนโยบายต่าง ๆ ร่วมกับการตรวจสอบกำกับดูแล และการเผยแพร่ความรู้ให้แก่ภาคประชาชน 2) ธนาคารกลางของไทยมีการสร้างความร่วมมือกับกลุ่มสถาบันการเงินและองค์กรอื่น ๆ ทั้งภายในประเทศและต่างประเทศ เพื่อแบ่งปันข้อมูลข่าวสารด้านภัยคุกคามทางไซเบอร์ที่เกิดขึ้น ซึ่งจะก่อให้เกิดทักษะความรู้ใหม่ ๆ ในการร่วมมือกันแก้ปัญหาภัยคุกคามไซเบอร์ ข้อเสนอแนะจากการศึกษานี้สามารถแบ่งได้เป็น 2 ด้าน คือ ด้านการปฏิบัติการ สถาบันการเงินควรมีการฝึกซ้อมรับมือภัยคุกคามทางไซเบอร์ ไปพร้อมกับการสร้างความตระหนักรู้ให้แก่ภาคประชาชนในเชิงรุก รวมทั้งสร้างเครือข่ายด้านเทคโนโลยีสารสนเทศในภาคการเงิน ด้านการออกนโยบาย เสนอให้เพิ่มบทลงโทษสถาบันการเงินจากการไม่ปฏิบัติตามมาตรการที่บังคับใช้ และเสนอให้มีการสร้างความร่วมมือกับภาครัฐปรับหลักสูตรการเรียนการสอนให้มีบทเรียนเกี่ยวกับภัยคุกคามไซเบอร์และมาตรการความมั่นคงปลอดภัยทางไซเบอร์

There are many enzymes required for efficient and proper pyrimidine biosynthesis. The two that are most important and were discussed in this thesis are aspartate transcarbamoylase (ATCase) and dihydroorotase (DHOase). Both play an important role in not only pyrimidine biosynthesis production, but also mechanistic regulation of de novo synthesis. Anthrax is an infection caused by Bacillus anthracis. Here we studied ATCase and DHOase in Bacillus Anthracis. In this thesis we understood the effects of the enzymes ATCase and DHOase on pyrimidine biosynthesis. Arikara people had been adapting their tribal structures to European influences since Europeans first arrived on the northern Plains in the early seventeenth century. Their sedentary lifestyle, focused on agriculture and hunting, increasingly included trade with French, British, and American trappers by the seventeenth century. It is widely acknowledged that elevated levels of noise are commonplace in the healthcare environment, particularly in high acuity areas such as the operating room (OR). Excessive ambient noise may pose a threat to patient safety by adversely impacting provider performance and interfering with communication among perioperative care team members. The organization of eighteenth and nineteenth-century British printmaking and publishing was based on economic principles and occurred in the collaborative sphere of the engraver’s studio. Print designers, engravers, printers, and publishers formed a professional network that operated on economic principles, publishing prints that served to generate income for its participants. These ventures faced great challenges in the lengthy and laborious processes of engraving and publishing, and in financing the project for the duration of that time.

The U.S. Supreme Court recently revived its jurisprudence of “leveling down,” that is, curing an equal protection violation of gender discrimination by denying the requested benefit to all rather than extending the benefit to the excluded class. This article challenges the continuation of the conventional acceptance of leveling down as an equally legitimate remedial option for gender discrimination. Instead, it argues for the adoption of an alternative remedial calculus of a strong presumption of leveling up remedies, overcome only by limited equitable considerations. Following a sudden or unexpected death, coroners often communicate the death to the next-of-kin. Death notifications may occur in hospitals, assisted living or dying facilities, homes, offices or workplaces, correctional facilities, schools, or other locations. A death notification has been perceived by outsiders and many researchers as a one-time, unilateral death-telling event. I argue, instead, death notifications are a series of social interactions and processes necessitating multiple actors and mechanisms. By reconstructing the anxious, constitutional dialogue that shaped the administration of military manpower under President Eisenhower’s New Look, this Article explores the role that administrative constitutionalism played in the development of the American national-security state, a state that became both more powerful and more legalistic during the pivotal years of the Cold War. The Article also questions the frequent identification of administrative constitutionalism with the relative autonomy and opacity of the federal bureaucracy. The back-and-forth of administrative constitutionalism continually recalibrated the degree of autonomy and opacity that characterized the draft apparatus. Bernard E. Harcourt expands the thesis about the illusion of insurgency in the United States to the current day. What, he asks, could alter fraudulent and overblown perceptions about the sanctity and importance of the national security state? He suggests that the way forward might begin with relinquishing the institutionalized practice of predicting danger. How to do this and what the consequences might be for his three-pronged analysis of state counterinsurgency strategy provides fresh thinking for future analysis and policymaking.

This research analyzes selected passages in Deuteronomy-Kings in order to determine the characteristics and roles of supernatural sub-divine beings within these books. Then this data is compared with the angelology of the Second Temple period in order to identify the similarities and the extent of the differences between them.

Deuteronomy contains references to supernatural sub-divine beings, such as “demons” and “holy one(s)”. While Deuteronomy affirms the existence of sub-divine beings, it forbids the Israelites to worship them. This work is an exploration of shifting American attitudes toward key cultural myths during and after the Vietnam War from 1965-1975. Using sources such as memoir, film, and relevant historiography of the time this thesis emphasizes an exploration of the shifting attitudes of Americans during the Cold War. An epoch defined by a “utopian” vision of American history that was codified in a Post War period. This included a tradition of enlightenment values, liberal consensus, a technocratic order, and a deep abiding myth in progress. This research examines the career of Robert Searle, an English privateer, that conducted state-sponsored attacks against the Spanish and Dutch in the Caribbean from 1655 to 1671. Set within the Buccaneering Period of the Golden Age of Piracy (1650-1680), Robert Searle’s personal actions contributed to the rise of the English in the Caribbean to a position of dominance over Spain, which dominated the region from 1492 until the 1670s. Searle serves as a window into the contributions of thousands of nameless men who journeyed to the Caribbean as a member of Oliver Cromwell’s Western Design Fleet. These men failed in …

Binaries are helpful but deceptive, and this may be particularly true of simplistic theological dichotomies purporting to show that the Talmud is "Nitpicking" and Christian Biblical understandings "Expansive", or that Jews believe in the "letter" and Christians in the "spirit", Jews in strict Justice and Christians in "mercy", etc. This essay, which focuses on the character of Shylock and the legalistic cruelty inflicted upon him by Venice's Christians, dissolves such Binaries, leaving in their wake greater clarity about the contrary need to "re-binarize" the falsely unified hyphenated adjective "Judaeo-Christian".

Seventeen years into the United States’ engagement in what America has controversially understood as a global, non-international armed conflict against a shifting set of terrorist groups, a growing array of scholars has called for a reassessment of the significance of the “armed conflict” classification under international humanitarian law (IHL). This review essay examines Stephen Kotkin’s account of Stalin’s leadership, Soviet foreign policy, and military strategy during the increasingly dangerous international environment of the 1930s and the approach of war in 1941. It focuses on three problems of particular relevance to international relations and military and diplomatic history: Stalin’s difficulty in balancing against Nazi Germany through alliances with the Western democracies; the Soviet turn toward internal balancing through military modernization and defense preparations; and the political-military failures that contributed to the catastrophe of 1941. A central aim of online abuse is to silence victims. That effort is as regrettable as it is successful. In the face of cyber harassment and sexual privacy invasions, women and marginalized groups retreat from online engagement. These documented chilling effects, however, are not inevitable. Beyond its deterrent function, law has an equally important expressive role. In this article, we highlight law’s capacity to shape social norms and behavior through education. ISIS's use of social media presents a new challenge for counterterror efforts. The organization aims to recruit followers and incite violence through social media. Given that this is a new medium for terrorist organizations, social media companies have come under fire for indirectly providing ISIS with farreaching platforms to spread its content. The companies, as well as national governments and international entities, have attempted to respond to the threat posed by such content. These responses, however, have proven ineffective.
