Article 9 has been the focus of legislative debate since Japanese leaders concluded the San Francisco Peace Treaty in 1952, ending the U.S. Occupation of their country. Conservatives and progressives alike sought to consider what this new constitution meant for Japan’s postwar defenses, and how it was to be translated into a rearmament policy. Until a new law was passed to create the Self Defense Force in 1954, these Diet debates offer a fascinating window on the effort to define what Article 9 meant, and the issues that provoked contention among political parties.

This Article offers a new way to think about the military. In doing so, I argue that there are, in fact, two militaries residing within the Department of Defense (DoD): an “operational” and an “administrative” military.

In Part II, I propose this new two-military analytical framework. This Part begins with a brief historical overview of the dual-military state and argues that these two militaries coexisted in some form since the nation’s founding, grew further apart following World War II and the National Security Act, and effectively separated following the passage of the 1986 Goldwater-Nichols Act.

Time has shown that it can be difficult for military personnel to resume their typical life roles within civilian life. The wars in Iraq and Afghanistan were the longest wars in United States history and involved some of the most intense ground engagements since Vietnam (Cogan, 2014). This left many soldiers to deal with the traumatic experiences they went through. This study aimed at developing a screening tool to address the difficulties experienced by veterans during their transition into civilian life.

Quality of life (QOL) is an emerging significant public health concern. The QOL among the women living in the U.S.-MX border region is different than that of other parts of the United States. The unique characteristics of U.S.-MX border include lower socioeconomic status, immigration and acculturation challenges. These along with social, structural, and regional norms place individuals, particularly women, living in this region at high-risk for post-traumatic stress disorder (PTSD), substance use disorder (SUD), weakened social connectedness, and domestic violence, which in turn affect their QOL. Indigenous Masculinities And The Tarascan Borderlands In Sixteenth-Century Michoacán, Daniel Santana

This Dissertation studies the hypermasculine narratives related to the expansion of the Tarascan state and its borderlands in early colonial Michoacán. Colonial texts such as the Relación de Michoacán and the relaciones geográficas depict the ascendance of the powerful Uacúsecha dynasty whose solar deity and male rulers oversaw the conquest of the Lake Pátzcuaro Basin and succeeded in holding back the Mexica (Aztecs) from penetrating their territories. The Dissertation pays particular attention to how contemporary political events, namely the Spanish conquest of Michoacán, endemic warfare in center-west Mexico, and political rivalries amongst Indigenous elites, influenced these accounts. Gender, Nonverbal Communication, And Televised Debates: A Case Study Analysis Of Clinton And Trump’S Nonverbal Language During The 2016 Town Hall Debate, Ben S. Wasike

This case study analyzed nonverbal cues during the 2016 town hall debate between Hillary Clinton and Donald Trump. Variables were facial expressions, posture, eye contact, and spatial distance. Clinton was friendlier, took more expansive postures, and maintained more eye contact. The candidates largely kept within social distance, except for an instance that created postdebate controversy. Whereas some of Clinton’s nonverbal behavior conformed to established gendered cues, her nonverbal behavior largely transcended gender norms. Also addressed are the media’s shortcomings in contextualizing debate visuals.

This thesis examines the story of Philadelphia’s elite French West Indian catering families. It takes into consideration multiple perspectives to supplement scholarship that focuses on the families solely as West Indian refugees, Creole elites, or exceptional caterers. The history of the Augustin, Baptiste, and Dutrieuille families nuances previous works on West Indian immigrants, racial hierarchies, and foodways in late nineteenth- and early twentieth-century Philadelphia and builds on scholarship about people of mixed racial origins in the Atlantic world. I contend that these families carefully navigated their liminal position in segregated Philadelphia as mixed-race French Creoles to the effect that they …

This thesis explores shell shock--a common but misunderstood disorder seen in soldiers of World War One--through a Medical Humanities framework. Chapter 1 conducts a traditional medical review of scientific articles published on the pathology, symptoms, and treatment of shell shock between 1914-50. Chapter 2 builds upon this by offering a literary reading of Rebecca West's novel, The Return of the Soldier, which was published as the war drew to a close in 1918. What is the impact of military institutional tendencies and habits on U.S. Army senior officer forecasting accuracy and how does this forecasting ability shape success in battle? Military leaders plan operations based on the forecasted strengths and vulnerabilities of their adversary. Negative habits, such as limited option development, confirmation bias, doctrinal overreliance, and over-consideration of sunk costs, inhibit effective forecasting. The tempo of the modern battlefield, hierarchical culture, and institutional tendencies of the US Army may promote and reinforce these habits. In pre-Hispanic Central Mexico, communities frequently practiced various forms of embodying social identity through the use of facial adornments. Ornaments were placed in the ears, nose, and lips to materialize aspects of both self and collective identity. Important characteristics, such as age, gender, status, kinship, and ethnicity can be better understood through analysis of facial ornaments recovered from archaeological sites. Recent research at the Late Postclassic (AD 1420-1521) city of Tlaxcallan has provided insight into how facial ornamentation varied within the central highlands of Mexico. The End Times is a collection of apocalyptic short stories set within the same universe. The stories employ elements of magical realism and grit lit. It is the author's hope that each story deal with at least one external societal issue (such as digital discourse and sexual aggression) and one internal psychological issue (such as depression, obsession/compulsion, and survivor's guilt). In the United States, the language of education is American English; although everyone speaks a dialect, the institution of education values a standard, which devalues nonstandard varieties of English like African American Vernacular English (AAVE). Because language is intricately connected to identity, the way that AAVE is or is not included in classroom pedagogy points to the inclusion, or lack thereof, of students who speak vernaculars of English. There are tremendous disparities between high stakes original actions between states before the US. Supreme Court, where there is no waiver of federal sovereign immunity, and other types of cases in the lower courts, where a plethora of immunity waivers allow states and other parties to seek relief from the federal government for Fifth Amendment takings, unlawful agency action, and tort claims. Federal actions or omissions are often at the heart of the dispute, and federal involvement may be crucial for purposes of providing an equitable remedy to the state parties, but there is no reliable mechanism for bringing the …

Since World War II, it has become increasingly common practice for presidents to use non-defensive military force abroad without obtaining congressional pre-approval, thereby leaving Congress with no meaningful role in the decision. This modern practice is clearly at odds with the Constitution’s text and original meaning. A wealth of scholarly commentary concludes that the Constitution grants Congress alone the power to authorize non-defensive military force. Although not expressly mentioned in the Constitution, ample commentary also concludes that a president has inherent constitutional power only to defend the nation from an actual or impending attack.

Tularemia is a vector-borne disease of global concern with diverse regional foci. Arkansas is an endemic state with differences in case distribution and land suitability supporting host and vector sustainment. The aim of this study was to conduct a geospatial and spatiotemporal assessment of factors associated with case distribution and timeliness and completeness of public reporting. Guided with direction from spatial epidemiology and nidality, referring to the association of ecology, climate, and proximity of disease, analysis included secondary data collected from the Arkansas Department of Health between 1995 and 2018.
