An Examination Of The Roles Of Classroom Quality And Approaches To Learning On The Early Academic Skills Of Latino Dual Language Learners Enrolled In Head Start, Marcela A. Galicia

USF Tampa Graduate Theses and Dissertations

This thesis examined the relationship between classroom quality, approaches-to-learning, and early academic skills among 384 Latino dual language learners (DLLs) enrolled in Florida Head Start programs. The children were living in low-income homes where Spanish was the primary language spoken by at least one parent. The study analyzed the extent to which approaches-to-learning behaviors moderate early literacy and numeracy skills in Head Start classrooms of varying quality. During the spring of their prek-4 year, the children were administered the English and Spanish Letter-Word Identification and Applied Problems subtests of the WJ-III (Woodcock, McGrew, & Mather, 2001) and the Batería III …

Bias In, Bias Out, Sandra G. Mason Jun 2019

Police, prosecutors, judges, and other criminal justice actors increasingly use algorithmic risk assessment to estimate the likelihood that a person will commit future crime. As many scholars have noted, these algorithms tend to have disparate racial impact. In response, critics advocate three strategies of resistance: (1) the exclusion of input factors that correlate closely with race, (2) adjustments to algorithmic design to equalize predictions across racial lines, and (3) rejection of algorithmic methods altogether.

This Article’s central claim is that these strategies are at best superficial and at worst counterproductive, because the source of racial inequality in risk assessment lies …

Primo Levi’S Journey Home From Auschwitz In The Light Of Ancient Civic Pilgrimage: Levi’S The Truce As A Form Of Theōria, Robert Pirro Jun 2019

Primo Levi’S Journey Home From Auschwitz In The Light Of Ancient Civic Pilgrimage: Levi’S The Truce As A Form Of Theōria, Robert Pirro

International Journal of Religious Tourism and Pilgrimage

Primo Levi, a Jewish-Italian chemist captured with other members of a partisan band in German-occupied northern Italy and deported to Auschwitz, survived his ordeal to write one of the more acclaimed testimonies of Nazi inhumanity, Se questo è un uomo (Survival in Auschwitz). Taking as a starting point a parallel Levi explicitly draws between the aims of postwar pilgrimages to Auschwitz commemorations and the effect he hoped his books would have on his readers, this article shows how his second book, La tregua (The Reawakening), which relates his roundabout and oft-delayed journey home to Turin after the Red Army’s liberation …

Immigration Detainers, Local Discretion, And State Law’S Historical Constraints, Kate Evans Jun 2019

Immigration Detainers, Local Discretion, And State Law’S Historical Constraints, Kate Evans

Brooklyn Law Review

The Trump administration’s aggressive immigration enforcement campaign calls on hundreds of thousands of local police officers and county sheriffs to identify and detain people suspected of violating federal civil immigration law. The immigration detainer is a key mechanism of Trump’s campaign and is on the rise. A detainer asks local law enforcement officers to hold individuals beyond the period authorized by local law so that federal immigration officials have additional time to take custody of the person. In practice, detainers attach the threat of deportation to any contact with local police. Immigrant rights advocates have challenged the use of detainers …

Introducing Disruptive Technology To Criminal Sanctions: Punishment By Computer Monitoring To Enhance Sentencing Fairness And Efficiency, Mirko Bagaric, Dan Hunter Jun 2019

Introducing Disruptive Technology To Criminal Sanctions: Punishment By Computer Monitoring To Enhance Sentencing Fairness And Efficiency, Mirko Bagaric, Dan Hunter

Brooklyn Law Review

The United States criminal justice system is the most punitive on earth. The total correctional population is nearly seven million, equating to a staggering one in thirty-eight adults. Most of the correctional population comprises offenders who are on parole or probation, and a high portion of these defendants who are on parole or probation reoffend during the sanction period. There has been a growing consensus among lawmakers and the wider community that reforms need to be implemented to reduce the cost of criminal sanctions and to improve their effectiveness. For example, the United States Sentencing Commission has recently proposed an …

Give Me Liberty Or Give Me . . . Alternatives?: Ending Cash Bail And Its Impact On Pretrial Incarceration, Muhammad B. Sardar Jun 2019

Give Me Liberty Or Give Me . . . Alternatives?: Ending Cash Bail And Its Impact On Pretrial Incarceration, Muhammad B. Sardar

Brooklyn Law Review

Every day in the United States, thousands of pretrial defendants are imprisoned due to their inability to afford bail. These individuals have not been convicted of an offense, yet are incarcerated for the crime of being poor. Pretrial incarceration wreaks havoc both on the individual detainee and society at large. Pretrial detainees are more likely to plead guilty, receive higher sentences, and face grave future economic prospects. The cash bail system in particular disproportionately affects racial minorities, furthering the already racially disparate outcomes inherent in the U.S. criminal justice system. From a societal perspective, the increased rate of incarceration due …

Forget The Olive Branch, What About The Bank Branch? An Examination Of The Relationship Between Financial Access And Community Crime, Marc D. Glidden

Theses and Dissertations

Previous literature has concluded that the structural characteristics of neighborhoods, namely measures of concentrated disadvantage, racial and ethnic heterogeneity, and residential stability, are significant predictors of the variance in crime within communities. Guided by a neighborhood approach, this study introduces a measure of access to mainstream financial institutions within the social disorganization theoretical framework. Specifically, this dissertation examines the relationship between access to banks and violent, property, and total crime rates within 3,039 counties in the United States. Findings indicate a significant association between bank access and community crime.

Ramos V. Louisiana: Brief Of Law Professors And Social Scientists As Amici Curiae In Support Of Petitioner, Phoebe C. Ellsworth, Richard O. Lempert

Appellate Briefs

Amici are law professors and social scientists whose research and teaching address empirical and constitutional questions about jury unanimity. They have a strong interest in ensuring that this Court is fully informed about the empirical evidence that demonstrates that allowing non-unanimous verdicts in criminal cases undermines the right to a jury trial, as well as the Framers' recognition that a unanimous jury verdict is fundamental to the Sixth Amendment jury-trial right. Accordingly, they also have an interest in ensuring that the Sixth Amendment right to a unanimous jury verdict, which this Court has held is guaranteed in federal criminal trials, …

University of Baltimore Law Review

Governing Topic: In recognition of the 400 years which have passed since enslaved people were first brought to the U.S., University of Baltimore Law Review’s Fall Symposium will use the history of American enslavement as a lens to discuss slavery’s evolution and its effects on our criminal justice system. Defining The American System, Andrea Bellovary Jun 2019

Defining The American System, Andrea Bellovary

College of Science and Health Theses and Dissertations

American systems are commonly discussed in system justification literature; however, little is known about what subsystems are important to Americans’ understanding of the overall American system and what impact status has on forming these perceptions. This study attempts to answer these questions by asking Americans about their perceptions of the overall American system and seven underlying subsystems (political, economic, employment, education, criminal justice, social services, and health care). Three hundred and forty three community members from the Chicagoland area and Mechanical Turk were recruited to participate in the survey. It was hypothesized that high-status participants would prioritize the subsystems that …

Social Networks As Mediators Of Proximal Recovery Outcomes For Veterans Living In Recovery Homes, Mayra Guerrero Jun 2019

Social Networks As Mediators Of Proximal Recovery Outcomes For Veterans Living In Recovery Homes, Mayra Guerrero

College of Science and Health Theses and Dissertations

Although the prevalence of alcohol and substance abuse among veterans has been long documented (Kulka et al., 1988; Tanielian et al., 2008), insufficient work has been done on veterans living within recovery homes such as Oxford House (OH). Approximately 18% of OH residents in the United States are veterans (Oxford House, 2015); however, only one study has looked at veteran status within OH (Majer, Jason, Ferrari, Venable, & Olson, 2002). In addition, no study has examined the social networks of veterans within recovery homes. Furthermore, although the relationship between length of stay (LOS) in an OH and various positive outcomes …

How Women Navigate Safety In The Dominican Bateyes, Mary Margaret Tull Jun 2019

How Women Navigate Safety In The Dominican Bateyes, Mary Margaret Tull

College of Science and Health Theses and Dissertations

Research has demonstrated that individuals of Haitian descent in the Dominican Republic are at high risk of violence and experience multiple levels of structural oppression. However, less research exists specifically for women of Haitian descent, who are at unique risk of violence due to the complex political history between Haiti and the Dominican Republic, as well as structural and gendered violence. I use frameworks of socio-ecological systems, intersectionality, structured violence, and gendered violence to consider how women of Haitian descent in the Dominican Republic construct safety and prioritize different needs for their survival. I used thematic analysis to analyze life …

Structural Racism And Severe Maternal Morbidity In New York State, Sze Yan Liu, Christina Fiorentini, Zinzi Bailey, Mary Huynh, Katherine Mcveigh, Deborah Kaplan

Department of Public Health Scholarship and Creative Works

ABSTRACT

Objective: We examined the association between county-level structural racism indicators and the odds of severe maternal morbidity (SMM) in New York State.

Design: We merged individual-level hospitalization data from the New York State Department of Health Statewide Planning and Research Cooperative System (SPARCS) with county-level data from the American Community Survey and the Vera Institute of Justice from 2011 to 2013 (n = 244 854). Structural racism in each county included in our sample was constructed as the racial inequity (ratio of black to white population) in female educational attainment, female employment, and incarceration.ReSulT S: Multilevel logistic regression analysis …

Rethinking Services With Communities Of Color: Why Culturally Specific Organizations Are The Preferred Service Delivery Model, Ann Curry-Stevens, Gerald Deloney, Matt Morton

School of Social Work Faculty Publications and Presentations

Racial disparities in social, education and health services continue unabated despite efforts to address them. At the margins of the service delivery system are lesser-known and minimally researched programs known as “culturally specific organizations” that have been developed by and with communities of color. These are organizations that have been developed by a specific community of color and continue to serve that same community of color. This article shares the insights of three leaders in racial equity, who have been immersed in Portland-based organizations for many years: two as organizational leaders and one as an academic research partner. The paper …
