Dangerous Drivers Still On City Streets Despite Thousands Of Speeding Tickets, Liam Quigley

A months-long investigation of a vehicle in New York City with many speeding tickets led to a Nassau County address and a man who claims his employer paid all the tickets. It’s one of a limited number of cases where thousands of dollars in fines have proven ineffective at changing behavior and highlights a blind spot of the city’s Vision Zero initiative. This article explores a bill that lawmakers are hoping to use to get the worst drivers off the road and into a safety course.

Green Means Go: Tribes Rush To Regulate Cannabis In Indian Country, Julie Kim, Jessica Roberts

During the Obama administration, the United States Department of Justice (DOJ) issued a series of memos stating that the federal government would not interfere with state laws legalizing cannabis. The United States Attorney General later expressly extended this policy to Indian Country. As a result, tribes began debating potential advantages and disadvantages of participating in the cannabis market. Then, in January 2018, the DOJ rescinded the memos and publicly recommitted itself to prosecuting the possession, cultivation, and distribution of marijuana. Since the early days of electrification, New York City has been rattled by manhole explosions –– underground blasts that injure residents, damage buildings, force evacuations, cause power outages and traffic disruptions.
Consolidated Edison, the city's largest electric provider, has for decades blamed manhole issues on bad weather and road salt that erodes underground wires. But some experts and former utility workers say lack of maintenance is at the root of the problem.
Meanwhile, city and state officials have failed to rein in the problem through weak laws and loose oversight. As a result, unsuspecting drivers and pedestrians continue to be …

Structural health monitoring (SHM) of an instrumented structure provides numerous benefits when assessing the long-term condition of the structure against degradation, or the short-term condition after an extreme event, such as an earthquake. The Nevada Department of Transportation (NDOT) has an interest in expanding the use of SHM for such assessments. Accordingly, the objective of the current study is to develop and implement a permanent SHM system for the Galena Creek Bridge, the largest concrete cathedral arch bridge in the world, to monitor its response to routine traffic and seismic activity. Abstract: Chemical production safety accidents often lead to harmful gas leakage, causing serious environmental damage and casualties. Mastering the information of leaking source quickly can assist in emergency disposal decisions and reduce the harm of accidents. In this paper, Entrotaxis algorithm is used to guide the ground source seeking equipment to move to the vicinity of the leaking source quickly and autonomously in a chemical park scene, and to master the source information. Abstract
This paper explore the mental health needs of juveniles in the juvenile justice system. The need for mental health services in detention centers has been identified consistently throughout the United States. It is clearly noted in research that meeting the needs of youth in local community detentions centers are inadequate. With 65% to 70% of youth in contact with juvenile justice system having a diagnosable mental health disorder; over 60% of youth with a mental health disorder also having a substance abuse disorder (Mental Health and Juvenile Justice Collaborative for Change, 2015). In July 2019, Governor Cuomo signed legislation that would clear criminal records for over 200,000 people with marijuana related convictions and reduce punishment for possession. But, there’s one group of New Yorkers who are left out — and that’s immigrants. With over 4 million immigrants in New York State, the lives of those with prior marijuana convictions are still in limbo. This is the fourth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to collect data from two probability samples of residents in public housing developments in New York City. American Medical Response (AMR) Tukwila is the hub of its Western Washington operations. With over 400 employees and multiple customers and guests at any given time, they must have measures in place to ensure the safety and security of those on the premises. In the summer of 2019, AMR Tukwila experienced a possible active shooter incident. While this is a low occurrence event it proves the need for having a plan and procedures in place. Abstract: The generation of large-scale artificial population is the fundamental data of high-resolution agent-based artificial society. By the comparison of typical artificial population models, the basic elements, generating methods, and evolving rules, the development of artificial society, generation of population database, the establishment of spatial-temporal relationship, evolving rules of behavior, and reconstruction of social relationship are analyzed. Furthermore, data-driven method and open interface framework of artificial population are discussed, and the future direction and development are listed.
