Seeding Hydrogen Propellant In Nuclear Thermal Propulsion Engines, Daria Nikitaeva

Using the NASA Design Reference Architecture, Nuclear Thermal Propulsion engine and Mars transfer vehicle models were developed to numerically examine the effects of adding heavy noble gases into the hydrogen propellant stream (seeding) on round trip transit times (baseline of 357 days). Seeded hydrogen, up to maximum seed mass concentration (MSMC) 55.85%, increased engine and vehicle performance by reducing pressure losses, decreasing reactor power, and increasing the overall change in velocity while assuming constant vehicle volume and dry mass. The tradeoff was lowered specific impulse and increased net propellant mass, resulting in increased vehicle wetted mass. Vehicle performance increased at …

School Choice, Youth Voice: How Diverse Student Policy Actors Experience High School Choice Policy, Kate L. Phillippo, Briellen Griffin, Bryan J. Del Dotto, David Castro, Ekram Nagi

School choice research is abundant, but rarely incorporates students’ experiences or perspectives. This study investigates a diverse group of students’ school choice experiences as they applied to, gained admission to and enrolled in high school in Chicago Public Schools, which offers over 130 options. Adapting Ball and colleagues’ (2012) concept of policy actor positionality, we analyzed the role of students’ developmental and social statuses in students’ school choice experiences. Students’ policy encounters were developmentally consistent, but their admissions results and subsequent academic trajectories diverged by their socioeconomic status. We discuss these findings’ developmental and equity implications for school choice policy.

This dissertation outlines the development of a disaster typology that could be used as a tool for developing operational emergency plans for K-8 public schools with the potential to be applied more generally to other facilities that host vulnerable groups. The theoretical framework used to inform this study is the theory of the social construction of disasters. It’s bad. We know. The dawn of “deep fakes” — convincing videos and images of people doing things they never did or said — puts us all in jeopardy in several different ways. Criminal cartels and gangs dominate the illicit economy in Mexico. These organized crime groups challenge the solvency (specifically capacity and legitimacy) of the state in Mexico. Organized crime in Mexico is involved in a range of activities including extortion, drug trafficking, human trafficking, and petroleum theft. Criminal cartels, often called drug trafficking organizations, have diversified into other illicit activities specifically petroleum theft. This paper provides an overview of the rise of a specialized organized criminal entity: huachicoleros. This applied dissertation was designed to examine stigma associated with firefighters seeking social support after experiencing a traumatic event. This quantitative study employed a survey approach with a cross-sectional design. The researcher self-selected 26 active career firefighters from a medium-sized fire department located in the southeastern United States to participate in the study. Firefighters responded to an array of emergency incidents and were repeatedly exposed to traumatic events. The Secondary Trauma Exposure Scale was employed to answer the first research question: What are the most frequent types of traumatic events that firefighters have experienced? This paper examines the perceived and practical schism between deaf society and the police when the deaf attempt to obtain police services. The paper challenges current police culture and operating procedures, which tend to marginalize deaf society and largely ignore the mandates contained in the Americans with Disabilities Act (ADA). This qualitative research project is focused upon perceived law enforcement practices and culture through a multi-layered study of police customs, law, policy, and standard operating procedures as experienced, perceived, and reported by deaf individuals.

Hidden within the day-to-day routine responses of fire departments are possible multiple fires set by individuals in a small area with an unusual frequency. These fires may be the initial announcement of an emerging serial offender who is declaring a wound, an intolerable life situation, or is triggered by unknown events. This study sought to predict incendiary fires within a known cluster by using observable variables, both prior to and after the cluster event. One out of five women in college are victims of sexual assault. The uptick in cases being brought before the US Department of Education for the mishandling of sexual assault cases on college campuses raises a question about the adequacy of the training and support being received by Title IX Coordinators. Artificial structures are proliferating in the marine environment, resulting in ‘ocean sprawl’. In light of the potential environmental impacts of this, such as habitat loss and alteration, it is becoming increasingly important to incorporate ecologically-sensitive design into artificial marine structures. The principles of eco-engineering and green infrastructure are embedded in urban planning practice for terrestrial and freshwater development projects. In marine planning, however, eco-engineering of blue-green infrastructure remains an emerging concept. Governments and companies often use consent to justify the use of facial recognition technologies for surveillance. Many proposals for regulating facial recognition technology incorporate consent rules as a way to protect those faces that are being tagged and tracked. But consent is a broken regulatory mechanism for facial surveillance. The individual risks of facial surveillance are impossibly opaque, and our collective autonomy and obscurity interests aren’t captured or served by individual decisions.

Contemporary global crime and cross-border law enforcement cooperation have multiplied “foreign affairs prosecutions,” cases that encompass foreign apprehension, evidence gathering, and criminal conduct, as well as cases that implicate foreign nations’ criminal justice interests. Robert Mueller’s Russia investigation, the fugitive Edward Snowden, and the cross-border crimes of FIFA and El Chapo all exemplify such foreign affairs prosecutions. This Article argues that foreign affairs prosecutions represent a consequential shift in U.S. criminal law, offering the promise of closing global impunity gaps. At the same time, however, such cases risk defendant interests at home and U.S. foreign policy abroad. This Article calls …

The use of an individual’s biometric characteristics to advance authentication and verification technology beyond the current dependence on passwords has been the subject of extensive research for some time. Since such physical characteristics cannot be hidden from the public eye, the security of digitised biometric data becomes paramount to avoid the risk of substitution or replay attacks. In the aftermath of the 2016 election, the shortcomings of existing sanctuary protections came sharply into focus.1 Historically, cities enacted sanctuary protections to extricate their law enforcement agencies from activities related to federal immigration enforcement. In sanctuary cities, local government agencies are typically restricted from sharing information with federal immigration authorities or from cooperating in apprehending individuals targeted for removal. 2 After the White House issued an Executive Order (EO) in late January 2017, many immigrant rights advocates recognized that external facing policies that proscribed direct cooperation would not suffice. 3 The EO announced that Immigration and Customs Enforcement …
