Background: Substance use disorders (SUD) have steadily increased over the last two decades. Seeking SUD treatment involves searching SUD treatment facility types (inpatient, outpatient and intensive outpatient, residential and family residential, and detoxification facilities) that offer specialized SUD treatment depending on individual needs and preferences. Referrals to SUD treatment require innovative strategies that rapidly link individuals to SUD treatment when they are at the critical stage of readiness. The aim of this study was to develop, implement, and evaluate a user-friendly SUD treatment facility opening availability website called FindHelpNowKY.org. The objectives of the study were to 1) recruit SUD treatment …

Risk Analysis In Refugee Resettlement, Kelsey Glover
Duke Journal of Comparative & International Law
Refugees are individuals who hold a well-founded fear of persecution based upon their race, religion, nationality, political opinion or membership in a particular social group and who have resultingly been forced to flee their country. Public awareness of refugee resettlement has grown exponentially in the wake of the Syrian refugee crisis, raising questions about the risks and costs that arise from providing refuge and resettling foreigners. This article takes a look at the most frequently cited risks of the resettlement process and analyzes how they are weighted by the public and regulatory bodies. It compares the approach of the United …
The African American Political Party Flip, Shanna Riley
The African American Political Party Flip, Shanna Riley
Africana Studies Student Research Conference (2013-2019)
My paper discusses the African American political party flip during the 1930s-1960s. Throughout my research, I found that there were many factors in the African American political party flip which began in the 1930s and continued into the 1960s. After analyzing the origin of the Democratic and Republican parties, I found that the latter supported freeing slaves during the 1800s. I will discuss how presidents Roosevelt, Truman, Eisenhower, Kennedy, and Johnson each handled Civil Rights during their times in office, and how this impacted the African American vote. Each president saw the power of African American voters, and knew that …

1849 - California Constitution
Miscellaneous Documents and Reports
The original Constitution for California was adopted at the California Constitutional Convention on October 10, 1849, and ratified on November 13, 1849. The United States Congress in 1848 failed to set up any government for California either territorial or state, and adjourning early in 1849 without taking any action. BVT Brigadier-General Bennet Riley, then the Military Governor, issued a proclamation calling for the establishment of a state constitution or a territorial government. A new constitution was adopted in 1879.

Supervised Injection Facilities: Legal And Policy Reforms, Lawrence O. Gostin, James G. Hodge, Chelsea L. Gulinson
Georgetown Law Faculty Publications and Other Works
The US Centers for Disease Control and Prevention reported that more than 70 000 deaths from drug overdoses occurred in 2017, including prescription and illicit opioids, representing a 6-fold increase since 1999. Innovative harm-reduction solutions are imperative. Supervised injection facilities (SIFs) create safe places for drug injection, including overdose prevention, counseling, and treatment referral services. Supervised injection facilities neither provide illicit drugs nor do their personnel inject users. Supervised injection facilities are effective in reducing drug-related mortality, morbidity, and needle-borne infections. Yet their lawfulness remains uncertain. The Department of Justice (DOJ) recently threatened criminal prosecution for SIF operators, medical personnel, …

Biometric Identification In India Versus The Right To Privacy: Core Constitutional Features, Defining Citizens’ Interests, And The Implications Of Biometric Identification In The United States, Madison Julia Levine
University of Miami Law Review
In 2009, the Indian government introduced a widespread biometric identification system called Aadhaar—a national scheme that issues Indian citizens and residents a unique identification number while collecting and storing their most personal biometric and demographic information. As the Aadhaar system was implemented and promoted in India, widespread concerns grew regarding the storage and protection of such private information. How can Indian citizens enforce and protect their privacy rights? In 2017, the Indian Supreme Court attempted to address this issue by holding that an individual’s right to privacy is an inherent part of the right to life and personal liberty and …
