Adverse Cyber Operations: Causality, Attribution, Evidence, And Due Diligence, Hans-Georg Dederer, Tassilo Singer Nov 2019

Adverse Cyber Operations: Causality, Attribution, Evidence, And Due Diligence, Hans-Georg Dederer, Tassilo Singer

International Law Studies

Adverse cyber operations against States are on the rise, and so are the legal challenges related to such incidents under public international law. This article will not delve into already intensely debated problems of classification, such as whether adverse cyber operations constitute “armed attacks” or “use of force.” Rather, the article will focus on causality and attribution with special regard to problems of evidence. In particular, the article will elaborate on the applicable standards of proof to be met by the victim State when submitting, or having to submit, evidence to justify self-defense or countermeasures against the State of origin. …

Determining The Instructional Effectiveness Of Online Vaccine Education Modules: A Focus-Group Analysis, Sarah Williams, Shannon Clark, Sharon Humiston, Barbara Pahud, Donald Middleton, Kadriye O. Lewis

Manuscripts, Articles, Book Chapters and Other Papers

Vaccine education for pediatric and family medicine residents is inadequate. Implementation of evidence-based instructional design methods for medical education is understudied. We conducted four focus groups with residents who had completed a novel immunization curriculum to explore their satisfaction with design, content and impact on confidence. Data were analyzed using thematic content analysis. Overall satisfaction with the curriculum was high. Residents valued the interactive design and content, reported improvement in confidence in discussing vaccines with parents, and shared recommendations for future iterations of the modules. Technical challenges were reported with the learning management system. Medical education modules developed using best …

The participant is provided with an option, e.g., similar to “tap-to-record” in messaging applications, to record and transmit their message(s) to other meeting participants. Other participants in the meeting are notified that the participant with poor network connectivity is …

American Bolsheviki: The Beginnings Of The First Red Scare, 1917 To 1918, Jonathan Dunning Nov 2019

American Bolsheviki: The Beginnings Of The First Red Scare, 1917 To 1918, Jonathan Dunning

Steeplechase: An ORCA Student Journal

A consensus has developed among historians that widespread panic consumed the American public and government as many came to fear a Bolshevik coup of the United States government and the undermining of the American way of life beginning in early 1919. Known as the First Red Scare, this period became one of the most well-known episodes of American fear of Communism in US history. With this focus on the events of 1919 to 1920, however, historians of the First Red Scare have often ignored the initial American reaction to the October Revolution in late 1917 and throughout 1918. A study …

Pancreatic Islets Communicate With The Brain Via Vagal Sensory Neurons, Madina Makhmutova Nov 2019

Pancreatic Islets Communicate With The Brain Via Vagal Sensory Neurons, Madina Makhmutova

Open Access Dissertations

Sensory denervation affects pancreatic islet function, glucose metabolism and diabetes onset, but how islet endocrine cells interact with sensory neurons has not been studied. In this thesis work we attempted to anatomically and physiologically characterize vagal islet-brain pathway in search of the sensory modality that islet is transmitting to the brain. Here we show that the pancreatic islets are innervated by vagal sensory axons expressing substance P, calcitonin-gene related peptide, and serotonin receptor 5HT3R. Vagal neurons projecting to the pancreas terminate in the commissural nucleus of the solitary tract. These neurons respond to chemical but not mechanical stimulation of the …

The Value Of Fiction: The Aesthetic Politics Of Speculative Design And A Future Poetics, Li Zhang Nov 2019

The Value Of Fiction: The Aesthetic Politics Of Speculative Design And A Future Poetics, Li Zhang

Theoretical Studies in Literature and Art

As AI technology permeates the media society of today, futurology has become one of the most notable topics among various disciplines. In reference to Jacques Rancière's aesthetic politics, this article discusses how speculative design distributes the audience's sensibility by means of fiction and creates Dissenus with props, so that the vigorousness of future poetics can be maintained. As today's most critical cross-media practice, speculative design, based on the logic of "What-If," relies on props and their fictional aesthetics to deduce the side effects of emerging technologies. In this way, people can get away from the consumer-based logical script and turn …

We recruited 185 cases (patients with deliberate self-harm) and 555 age- and sex-matched controls (patients with general medical conditions) from 4 tertiary care hospitals in Kabul. We developed a questionnaire to record the sociodemographic characteristics …

Collaborating Across Campus To Advance Open Access Policy Compliance, Andrew Johnson, Melissa Cantrell, Ryan Caillet

Collaborative Librarianship

In 2018, the Data and Scholarly Communication Services Unit (DSCS) at the University of Colorado Boulder began implementing two open access (OA) policy workflows with the aim of increasing content in the institutional repository CU Scholar, expanding awareness of the campus OA policy that was passed in 2015, and decreasing the burden on researchers for participation in the policy. DSCS leveraged collaborative relationships with other library departments and campus units in order to mobilize the data, infrastructure, procedures, and documentation to execute these workflows. The Directory of Open Access Journals (DOAJ) workflow identifies existing open access publications by CU Boulder …

Ocean Community Warming Responses Explained By Thermal Affinities And Temperature Gradients, Mt Burrows, Ae Bates, Mj Costello, M Edwards, Et Al Nov 2019

Ocean Community Warming Responses Explained By Thermal Affinities And Temperature Gradients, Mt Burrows, Ae Bates, Mj Costello, M Edwards, Et Al

School of Biological and Marine Sciences

As ocean temperatures rise, species distributions are tracking towards historically cooler regions in line with their thermal affinity1,2. However, different responses of species to warming and changed species interactions make predicting biodiversity redistribution and relative abundance a challenge3,4. Here, we use three decades of fish and plankton survey data to assess how warming changes the relative dominance of warm-affinity and cold-affinity species5,6. Regions with stable temperatures (for example, the Northeast Pacific and Gulf of Mexico) show little change in dominance structure, while areas with warming (for example, the North Atlantic) see strong shifts towards warm-water species dominance. Importantly, communities whose …

Seeking An Intentional Crossroads: Working Towards An Understanding Of Community Building In Hawai’I Public Libraries, Vanessa Irvin, Nicholas Cho, Sarah Nakashima

Collaborative Librarianship

Public libraries in Hawai’i serve one of the most diverse populations in the United States. With 51 branch locations across six islands, Hawaii's public libraries are central hubs for citizens, where community building can take place. This paper seeks to explore ways in which community building takes place at public libraries in Hawai’i. Through on-site visits at public libraries, observations of training sessions of participants of a Hawai’i-based public library professional development program (Hui ‘Ekolu), and informal interviews with local public library patrons, key themes, reflections and analysis convey a common question across all groups: “What is a Native Hawaiian …
