Warning! Tiered Internet Ahead: Expect Delays, Courtney Loyack

Notre Dame Law Review Reflection

As the topic of net neutrality becomes increasingly polarized, the question becomes: Who should decide how consumers use the internet? Are usage determinations best left unregulated and to the discretion of massive corporations, or should usage be determined by regulations that aim to ensure an open and freely accessible internet? The answer to this question has far-reaching and deeply meaningful implications for the lives of every American.

The ways in which consumers communicate, access information, and participate in social media are all subject to change as the future of net neutrality regulation becomes uncertain. Part I of this Essay will …

Post-Partition Sikh Immigrant Experiences In The United States, Athamjit Singh Dhaddey May 2019

Post-Partition Sikh Immigrant Experiences In The United States, Athamjit Singh Dhaddey

History

The project titled, "Post-Partition Sikh Immigrant Experiences in the United States," begins to explore the different factors that contributed to the migration of Sikhs to the United States. Beginning during the first decade of the 1900s, Sikhs began to migrate to the United States for a variety of reasons. It wasn't until the partition of India and Pakistan in 1947 that we began to see these numbers increase dramatically. The main primary sources in this paper are oral histories from three of those immigrants during that time. With their stories, we are able to dive deeper into the different experiences …

Recollection And Social Status, Edward Brennan May 2019

Recollection And Social Status, Edward Brennan

Books/Book chapters

Television sets appeared in homes across the world during the 1950s and 1960s. Early audiences were researched in terms of ratings and so on, but the perceptions and experiences of early television viewers went unrecorded. There are no ready-made, bottom–up companion pieces to top–down institutional histories. In the absence of such work, life- story research offers one of our best means of attempting to capture the experiences of early viewers. This chapter offers an argument about the nature of memory. It argues that personal recollection, in memory interviews and other contexts, is practical; that people announce their pasts in a …

Population Decline And School Closure In Puerto Rico, Jennifer Hinojosa, Edwin Melendez, Kathya Severino Pietri

CUNY Centro, The Center for Puerto Rican Studies

According to the 2018 U.S. Census Bureau’s Population Estimates, Puerto Rico’s population is 3.1 million, having declined 4% since 2017 (3.2 million).1 This is the first official estimate by the U.S. Census Bureau since Hurricane Maria struck Puerto Rico on September 20th, 2017. Since Hurricane Maria, migration has intensified, especially among adults and the children accompanying them (family units), and this pattern shifted the Island’s demographic structure. This declining population has had a series of social and demographic impacts, such as increasing vacancy rates for housing units, lower growth rates in child population, and school closures throughout the Island. In …

A Genetic Counseling Needs Assessment Of Mexico., Daiana Bucio, Kelly E Ormond, Daisy Hernandez, Carlos D Bustamante, Arturo Lopez Pineda

Articles, Abstracts, and Reports

BACKGROUND: While genetic counseling has expanded globally, Mexico has not adopted it as a separate profession. Given the rapid expansion of genetic and genomic services, understanding the current genetic counseling landscape in Mexico is crucial to improving healthcare outcomes.

METHODS: Our needs assessment strategy has two components. First, we gathered quantitative data about genetics education and medical geneticists' geographic distribution through an exhaustive compilation of available information across several medical schools and public databases. Second, we conducted semi-structured interviews of 19 key-informants from 10 Mexican states remotely with digital recording and transcription.

RESULTS: Across 32 states, ~54% of enrolled medical …

The Effects Of Radical Transformational Change On The Change Agent In Software And Systems Product Development Contexts, Bob Schatz

Full-Text Theses & Dissertations

We are at the cusp of what Ray Kurzweil, Google’s director of engineering, called the “age of acceleration,” where globalization, technology, and financial markets instill a need for newer, better, faster products and services (Friedman, 2016: 187). As old ways of operating become outmoded and exponential growth is expected, businesses struggle to keep pace. Many face the same imperative: adapt or die. They must make sweeping, radical organizational change led by prepared, capable leaders who are empowered to drive this transformation. Research on leading radical change initiatives has focused on systems, models, and methodology—the practical processes of taking a business …

Identifying Arkansas Food Desert Blocks Suitable For A Peer-To-Peer Modeled Food Redistribution Program, Emily King May 2019

Identifying Arkansas Food Desert Blocks Suitable For A Peer-To-Peer Modeled Food Redistribution Program, Emily King

Agricultural Economics and Agribusiness Undergraduate Honors Theses

Abstract

Nearly 10% of Americans reside in low-income urban food deserts which are low-income areas that lack access to affordable and nutritious foods. Food deserts in Arkansas contribute to a food insecurity rate above the national average, making it one of the most food insecure states in the country. Efforts to alleviate food deserts have included working with supermarkets to construct stores in underserved areas, encouraging the growth of farmers’ markets, and passing the Healthy Food Financing Initiative (HFFI). The inability of these programs to provide food desert residents with a variety of accessible and affordable food items year-round …

Faculty Format Preferences In The Performing Arts: A Multi-Institutional Study, Joe C. Clark, Jonathan Sauceda, Sheridan Stormes

Scholarship and Professional Work

Resources for teaching in higher education have undergone a tremendous evolution during the past several decades. The Internet and commercial services, such as YouTube and Google, have revolutionized the manner by which students and faculty access information to both conduct research and meet course requirements. This mixed methods study implemented an online survey and interviews to determine how performing arts faculty at three institutions integrate library resources and services into their teaching. Conclusions indicate that, while personal collections and Internet resources provide a majority of teaching content, the academic library still offers important access to materials for instruction.

A Gradient Of Pollination Specialization In Three Species Of Bolivian Centropogon, Laura Lagomarsino, Nathan Muchhala May 2019

A Gradient Of Pollination Specialization In Three Species Of Bolivian Centropogon, Laura Lagomarsino, Nathan Muchhala

Biology Department Faculty Works

PremiseClosely related plant species with overlapping ranges often experience competition for pollination services. Such competition can select for divergence in floral traits that attract pollinators or determine pollen placement. While most species in Centropogon(Campanulaceae: Lobelioideae) have flowers that suggest adaptation to bat or hummingbird pollination, actual pollinators are rarely documented, and a few species have a mix of traits from both pollination syndromes. We studied the pollination biology of a “mixed‐syndrome” species and its co‐occurring congeners to examine the relationship between floral traits and visitation patterns for Centropogon. Methods Fieldwork at two sites in Bolivian cloud forests involved filming floral visitors, …

“Being Able To Breathe Publicly:” Trans And Gender Nonconforming People Healing Through Embodied Activity, Kp Blake-Leibowitz May 2019

“Being Able To Breathe Publicly:” Trans And Gender Nonconforming People Healing Through Embodied Activity, Kp Blake-Leibowitz

Sociology Honors Projects

Sociological research on transgender and gender nonconforming (gnc) people has emphasized the interplay between identity and institutional contexts as constraining through hegemonic norms and dominant ideologies on sex and gender. Research in feminist trauma studies focused on insidious and embodied trauma has demonstrated numerous prospects for healing. In bridging these two fields of study through a socio-phenomenological lens, this paper shows how consciousness emerges in ways that facilitate the development of a type of bodily agency. Empirically, the paper examines whether trans and gnc people can use movement-based activities for healing, and how that healing occurs in particular spaces. In …

Characterizing Vegetative Communities Across The Salt Marsh To Upland Ecotone In Connecticut: Indications Of Tidal Inundation Stress In The High Marsh, Matthew J. Ormrod May 2019

Characterizing Vegetative Communities Across The Salt Marsh To Upland Ecotone In Connecticut: Indications Of Tidal Inundation Stress In The High Marsh, Matthew J. Ormrod

Master's Theses

The viability of Connecticut’s future salt marshes remains uncertain as pressure from multiple anthropogenic stressors and accelerated relative sea level rise continue to undermine the dynamic ecogeomorphic mechanisms that allow these landscapes to persist in times of environmental change. Observed rates of relative sea level rise in the Long Island Sound estuary appear to be accelerating since recording began in the early 1930s. Furthermore, as much as 90% of the land parcels expected to undergo habitat change as marine ecosystems migrate landward are privately owned and managed. This finding suggests that, in addition to these intrinsic ecogeomorphic feedbacks that make …

The Generation 2.5curse? Comparingeducationaloutcomes For Children Of Immigrant Intermarriages In The United States, Cheyenne Blackford, Hisham Foad

Topics in Middle Eastern and North African Economies

Is having one native-born parent an advantage for the child of an immigrant? Much of the classical literature on immigrant assimilation would suggest that children with one native-born and one foreign-born parent (generation 2.5) should fare better than those whose parents are bothforeign-born (generation 2.0) Generation 2.5 individuals should have greater access to native networks, face less discrimination, and better bicultural awareness. Despite these seeming advantages, recent studies suggestthe opposite,withgeneration2.5havingworse educational outcomes thantheirgeneration 2.0 counterparts. Inthis paper, weutilize propensityscore matching to evaluate differences in educational outcomes between these two groups. We estimate that on average, generation2.5havenearlyhalfayearlesseducationthantheirgeneration2.0counterpartsdespite having better-educated parents onaverage. A …

What Can We Learn From Transactions Attributed To Mena And Other Sovereign Wealth Funds About Their Objectives And Strategies, Camden Ball, Jeffrey B. Nugent May 2019

What Can We Learn From Transactions Attributed To Mena And Other Sovereign Wealth Funds About Their Objectives And Strategies, Camden Ball, Jeffrey B. Nugent

Topics in Middle Eastern and North African Economies

This paper attempts to detect the objectives of different sovereign wealth funds (SWFs) and to find clues to their investment strategies across different types of firms and their locations by utilizing available data on the individual transactions of different SWFs. We explore the extent to which and how the investment strategies embedded in SWF transactions by Middle East and North African (MENA) countries are related to their scores on the well-known Linaburg-Maduell (LM) index of SWF transparency and quality, the age and size of the assets owned by the fund, and the composition of their board members or other key …

Climate Change Governance And The Politics Of Scale: Evaluating Local Climate Protection Policies And Practices In The United States And Germany, Ayure-Inga Mark Anthony Agana

Graduate Theses and Dissertations

When it became evident that the issue of climate change needed to be acted upon, it was projected as a global scale problem. To make this rhetoric concrete, the international relations logic that ‘regimes’ of cooperating nation-states are the most feasible approach to solving problems that are global in nature was adopted. While the national level has performed poorly in climate change mitigation action, as exemplified by the United States’ refusal to ratify the Kyoto Protocol, Canada’s subsequent withdrawal from the Kyoto Protocol in 2011 after initial ratification and, more recently, the United States withdrawal from the Paris Accord, a …

Environmental Insecurity: Another Case For Concept Change, Lee-Anne Broadhead May 2019

Environmental Insecurity: Another Case For Concept Change, Lee-Anne Broadhead

Peace and Conflict Studies

For decades, scholars and policy-makers have disputed whether environmental degradation caused by human-induced climate change needs to be addressed and reversed in order to prevent conflict, or whether the instabilities generated by such degradation (resource scarcity, reduction of arable land, mass migration of so-called environmental refugees, etc.) provides a compelling new rationale for preparing militarily to fight the "climate change conflicts" of the future. Exploring the tension between these perspectives, the paper argues that any effective practical response implies and requires a change in the conceptual climate of the debate sufficient to discredit a literally devastating circular argument: that environmental …

The Impact Of A Veteran Identity Among Key Personnel On Successful Outcomes In Veteran Treatment Courts, Jason D. Flake

Public Affairs Dissertations - Archive

Bureaucrats routinely engage in discretionary decision-making that results in the distribution of values for society. Scholars across various domains are challenged with reconciling the ostensibly contradictory values of bureaucratic policy-making and democratic governance. The theory of representative bureaucracy introduces a measure of equity, legitimacy, and responsiveness into these processes. A bureaucracy that is representative of the public it serves across various sociodemographic characteristics is posited to increase equity, legitimacy, and responsiveness in policy processes and outcomes. Although research finds evidence supporting the relationship between bureaucrats and substantive outcomes for those with shared sociodemographic characteristics, the characteristics and settings under study …

The economy in the 21st century has expanded the depth of creativity, speed, and flexibility in production, high-tech industry, and innovation. Hence, the new economic norm and high dependency on innovation and creativity require educated, talented, and specialized human capital, as well as proximity to research centers and universities. Furthermore, this new knowledge economy has also favored urban spaces that support spontaneous face-to-face encounters and knowledge exchange while appealing to the talented human capital. Besides these specific urban spaces, the transportation infrastructures could have a principle role in the new economy whether through fostering local, regional, or global accessibility to …
