Decentralizing Legislation In China’S Law On Legislation Amendment, Wei Cui, Jiang Wan

We present a novel account of China’s recent move to decentralize legislation through amending the Law on Legislation (LL). Conventional wisdom pervading both Chinese political discourse and social scientific scholarship on China portrays law as incompatible with experimentation and as only suitable for codifying policies adopted after experimentation. Moreover, the value of legislatures is viewed as lying in their independence from the executive branch. We highlight rationales offered by the Chinese Communist Party for the LL amendment that repudiate these assumptions: the Party proclaimed the intention to promote lawmaking as a central instrument of policy experimentation; moreover, the Party’s intervention …

Mechanics And Historical Evolution Of Sea Level Blowouts In New York Harbor, Praneeth Gurumurthy, Philip Orton, Stefan A. Talke, Nickitas Georgas, James F. Booth

Wind-induced sea level blowouts, measured as negative storm surge or extreme low water (ELW), produce public safety hazards and impose economic costs (e.g., to shipping). In this paper, we use a regional hydrodynamic numerical model to test the effect of historical environmental change and the time scale, direction, and magnitude of wind forcing on negative and positive surge events in the New York Harbor (NYH). Environmental sensitivity experiments show that dredging of shipping channels is an important factor affecting blowouts while changing ice cover and removal of other roughness elements are unimportant in NYH. Parallel connection of converters is a convenient choice when system capacity is to be increased. Parallel-connected voltage source converters, especially neutral point clamped converters, are one of the best choices for its range. However, with the parallel connectivity, the converter possesses a circulating current in its legs, which consequently threatens the safe operation of the system. To alleviate this circulating current problem, in this paper, a double deadbeat (DD) plus repetitive control (RC) scheme is proposed. In recent years, it has become apparent that sub-micron scale remnants of cells, called microparticles (MPs), are present in human circulation. MPs contain DNA, RNA, protein and lipids (such as cholesterol). Increased numbers of MPs are observed in autoimmune conditions such as Systemic Lupus Erythematosus (SLE) and Rheumatoid Arthritis (RA). This work aims to address the deficiency in the literature concerning MP cholesterol (MPC) by establishing reference values for MPC in a representative healthy population group, and by investigating the potential of MP cholesterol as a biomarker in autoimmunity.

This thesis focuses on studying a series of standardised OECD tests used to check a nano plastic dispersal into a freshwater environment to assess acute toxicity. The experimentation also focused on using additional validation tests in conjunction with these acute toxicity tests to attempt to discern possible chronic effects from this nano plastic. The current research analyses the effects of fluorescent 100 nm diameter nano-polystyrene spheres (NPS) as a representative MNP particle. In a personal Essay, Frank H. Wu discusses the acceptance of sushi in America as a means of analyzing the acceptance of Japanese Americans, before, during, and after World War II. The text presents different attributes of the Supreme Court in common law and civil law systems. The author claims that the question of design and function of a supreme court, while important, is no more significant than the issue of its institutional status and evolution, i.e. something one could refer to as “legal culture”. e third piece in a trilogy that examines and evaluates the standards that American co e proffered by prosecutors in criminal trials. The first two articles in the trilogy expose the criminal courts’ on-going practice of admitting false forensic evidence that is virtually always excluded in civil cases. They also advance a panoply of procedural and evidentiary solutions aimed at reforming this legally unviable discrepancy.
