Smoking prevalence among individuals with mental and behavioral health needs is considerably higher compared to the general population, but evidence-based smoking cessation therapies are underutilized in mental and behavioral healthcare settings, despite the fact that these treatments are both safe and effective. The goal of this paper is to present the background, design and pilot of Project TEACH (Tobacco Education and Cessation in the Health System) developed to improve clinical practice by offering specialized training in the provision of smoking cessation interventions to care providers in community mental health centers in Texas. This is achieved through engaging the expertise of …

Library collections at Middle Eastern universities have usually prioritized teaching over research resources. Zayed University is now transitioning toward research. This chapter addresses the methodology of electronic resources assessment and systematic data analysis. The central point is to provide an overview of how electronic resources adequacy is measured and thereby determine the correlation between the level of utilization of resources and growth of research activities in the university to ensure the best use of funding on the resources. The chapter concludes with a summary, a balanced assessment of electronic resources collection, and a road map for future directions of the …
Foreign Direct Investment, Productivity And The Technology Gap In African Economies, Christopher Malikane, Prosper Chitambara
Foreign Direct Investment, Productivity And The Technology Gap In African Economies, Christopher Malikane, Prosper Chitambara
Journal of African Trade
This paper investigates the impact of foreign direct investment on total factor productivity conditional on relative backwardness in a panel of 45 African countries over the period 1980–2012. We use two measures of relative backwardness, namely: the distance from technological frontier and the income gap. We apply the fixed-effects and two-step system GMM methods. We find a generally positive but weak effect of FDI on productivity growth. Meanwhile, the results do not support the convergence theory of Findlay (1978) and Wang and Blomstrom (1992), that relative backwardness would result in higher productivity growth via the adoption of foreign technologies.

Programmers need documentation to comprehend software, but they often lack the time to write it. Thus, programmers must prioritize their documentation effort to ensure that sections of code important to program comprehension are thoroughly explained. In this paper, we explore the possibility of automatically prioritizing documentation effort. We performed two user studies to evaluate the effectiveness of static source code attributes and textual analysis of source code towards prioritizing documentation effort. The first study used open-source API Libraries while the second study was conducted using closed-source industrial software from ABB. Our findings suggest that static source code attributes are poor …

New Trends In Neutrosophic Theory And Applications Volume Ii, Florentin Smarandache, Surapati Pramanik
Branch Mathematics and Statistics Faculty and Staff Publications
Neutrosophic set has been derived from a new branch of philosophy, namely Neutrosophy. Neutrosophic set is capable of dealing with uncertainty, indeterminacy and inconsistent information. Neutrosophic set approaches are suitable to modeling problems with uncertainty, indeterminacy and inconsistent information in which human knowledge is necessary, and human evaluation is needed. Neutrosophic set theory was proposed in 1998 by Florentin Smarandache, who also developed the concept of single valued neutrosophic set, oriented towards real world scientific and engineering applications. Since then, the single valued neutrosophic set theory has been extensively studied in books and monographs introducing neutrosophic sets and its applications, …

Subset Vertex Graphs For Social Networks, Florentin Smarandache, W.B. Vasantha Kandasamy, K. Ilanthenral
Branch Mathematics and Statistics Faculty and Staff Publications
In this book authors for the first time introduce the notion of subset vertex graph using the vertex set as the subset of the power set P(S), S is assumed in this book to be finite; however it can be finite or infinite. We have defined two types of subset vertex graphs, one is directed and the other one is not directed. The most important fact which must be kept in record is that for a given set of vertices there exists one and only one subset vertex graph be it of type I or type II. Several important and …

Fuzzy And Neutrosophic Sets In Semigroups, Florentin Smarandache, Young Bae Jun, Madad Khan
Branch Mathematics and Statistics Faculty and Staff Publications
The first chapter, Characterizations of regular and duo semigroups based on int-soft set theory, investigates the relations among int-soft semigroup, int-soft (generalized) bi-ideal, int-soft quasi-ideal and int-soft interior ideal. Using int-soft left (right) ideal, an int-soft quasi-ideal is constructed. We show that every int-soft quasi-ideal can be represented as the soft intersection of an int-soft left ideal and an int-soft right ideal. Using int-soft quasiideal, an int-soft bi-ideal is established. Conditions for a semigroup to be regular are displayed.

What The Police Don’T Know May Hurt Us: An Argument For Enhanced Legal Training Of Police Officers, Yuri R. Linetsky
What The Police Don’T Know May Hurt Us: An Argument For Enhanced Legal Training Of Police Officers, Yuri R. Linetsky
New Mexico Law Review
Using original empirical research, this Article identifies deficient legal training in police academies as a latent cause of improper arrests or detentions. This often results in unnecessary conflict between police officers and citizens, leading to endemic distrust of officers in the communities they serve. With enhanced legal training, police officers can avoid these negative interactions. Although police officers need not be lawyers, they must have more than a cursory understanding of the law. Their primary responsibility is to enforce state and local laws, which often requires officers to interpret statutory language in light of constitutional limitations. Current police academy curricula …
Emerging From The Smoke: Does An Employer Have A Duty To Accommodate An Employee’S Medical Marijuana Use After Garcia V. Tractor Supply Company?, LucíA Moran
New Mexico Law Review
Many states have chosen to legalize medical marijuana despite the fact that marijuana remains classified as an illegal substance federally. Of the states that have legalized medical marijuana, about half have extended “anti-discrimination” protections to workers who are prescribed medical marijuana and who use it outside of the workplace. In New Mexico, such protections do not yet exist. Thus, there is no clear answer about whether an employer has a duty to accommodate a worker’s medical marijuana use under the Lynn and Erin Compassionate Use Act and the New Mexico Human Rights Act. This article argues that after analyzing the …

Entering A Building Without Going Inside: The Implications Of State V. Holt For Breaking And Entering Cases In New Mexico, Keri Rezac Thiel
New Mexico Law Review
In 2016, the New Mexico Supreme Court ruled in State v. Holt that any breach of an external boundary into an enclosed space is sufficient to constitute “entry” into a structure for the purposes of breaking and entering. In doing so, New Mexico became one of only five states in the country in which a person can enter a building without going inside. This note examines the historical context of breaking and entering’s evolution in New Mexico, and analyzes the impact of State v. Holt in light of existing precedent. Finally, it surveys how other states have defined “entry,” in …

"The use of microfluidics to transfer fluids without applying any exterior energy source is a promising technology in different fields of science and engineering due to their compactness, simplicity and cost-effective design. In geotechnical engineering, to increase the soil's strength, hydrophilic wicking fibers as type of microfluidics have been employed to transport and drain water out of soil spontaneously by taking advantage of natural capillary force without using any pumps or other auxiliary devices. The objective of this study is to understand the scientific mechanisms of the capability for wicking fiber to drain both gravity and capillary water out of …

Evaluating Microgrid Effectiveness In Transitioning Energy Portfolios, Jacob Marshal Hale
Masters Theses
"Microgrid energy systems have emerged as a potential solution to rising greenhouse gas emissions from dependence on fossil fuels. This research provides a framework for evaluating the utility of microgrids. Three key findings are presented: use of a state-of-the-art matrix (SAM) analysis to identify gaps in key research areas that inhibit wide-spread microgrid adoption, development of a system dynamics (SD) model, and a cost benefit analysis case study to evaluate microgrid feasibility in partially meeting the energy demand of a building. Governments play a central role in developing clean energy strategies. A SAM was developed to determine if key microgrid …

Characterization And Tailoring Of Powder Used In Additive Manufacturing And Plasma Spheroidization, Caitlin S. Kriewall
Masters Theses
"There are many processes that use metal powder as the starting material for the production of parts. With the growth of these manufacturing techniques, more critical part applications are being considered. In order to fully understand the process and create consistent parts, powder properties need to be well understood. Selective laser melting (SLM) is a powder bed-based additive manufacturing process. During processing, heat-affected powders are generated and can deposit within the build area. The current work investigated the characterization of heat-affected 304L stainless steel powder using techniques such as scanning electron microscopy, x-ray diffraction and x-ray photoelectron spectroscopy to detect …

Imaging The Subsurface In Eastern Part Of Lake Chesterfield Using A Combination Of Geophysical Tools, Jiawei Li
Masters Theses
"The Lake Chesterfield North Dam in Wildwood city, Missouri has been leaking, more or less continuously since the dam was constructed in 1986 despite mitigation efforts in 1988, 1994, 1995, 2004, and 2005. Neither the grouting efforts in 1988, 1994, 1995, 2004 or 2005, nor the placement and rehabilitation of an impervious clay liner in 2005 has solved the problem. Indeed, in June of 2017, the water level in Lake Chesterfield dropped at an alarmingly rapid rate.
Prior to authorizing additional mitigation work, the Lake Chesterfield Home Owners Association (LCHOA) decided to acquire geophysical data across the dry lake bed. …

An Investigation Of The Economic Order Quantity Model With Quantity Discounts Under An Environmental Objective, Tiffanie Marie Toles
Masters Theses
"In a sustainable supply chain, retailers are the direct link between customers and products. Retailers play an important role by relaying feedback such as customer satisfaction, inventory improvement, or product improvement to the other key players in a supply chain. Their overall goal is to reduce supply chain costs, such as the cost of ordering product, transporting product, or holding product in inventory. Other costs associated in a supply chain can include environmental and operations costs. It is important to consider these costs due to the impact environmental operations play in the role of how sustainable a supply chain can …

Risks Faced By Foreign Lawyers In China, Chenglin Liu
Faculty Articles
This article provides an objective assessment of the potential risks that foreign lawyers face in China as they push the boundaries of the limits on their activities set by Chinese law. When the Shanghai Bar Association (SBA), a government-controlled organization, accused foreign lawyers of violating Chinese law and called for official action, some scholars dismissed the threat, claiming that there was no legal basis for a crackdown on foreign lawyers. These scholars erroneously maintained that the Chinese laws that regulate foreign lawyers are ambiguous and create "gray areas." In fact, the claims of the SBA are justified because the applicable …
Of Brutal Murder And Transcendental Sovereignty: The Meaning Of Vested Private Rights, Adam J. Macleod
Of Brutal Murder And Transcendental Sovereignty: The Meaning Of Vested Private Rights, Adam J. Macleod
Faculty Articles
The idea of vested private rights is divisive; it divides those who practice law from those who teach and think about law. On one side of the divide, practicing lawyers act as though (at least some) rights exist and exert binding obligations upon private persons and government officials, such that once vested, the rights cannot be taken away or retrospectively altered. Lawyers convey estates in property, negotiate contracts, and write and send demand letters on the supposition that they are specifying and vindicating rights, which are rights not as a result of a judgment by a court in a subsequent …

Central alveolar hypoventilation disorders denote conditions resulting from underlying neurologic disorders affecting the sensors, the central controller, or the integration of those signals leading to insufficient ventilation and reduction in partial pressures of oxygen. We report a patient who presented with a left lateral medullary ischemic stroke after aneurysm repair who subsequently developed a rare complication of CAH. Increased awareness of this condition’s clinical manifestations is crucial to make an accurate diagnosis and understand its complications and prognosis.

Introduction: Patients with symptomatic severe aortic valve stenosis (AS) experience short and long-term survival benefit with aortic valve replacement (AVR). Among patients with asymptomatic severe AS (ASAS) current guidelines recommend exercise stress testing (ETT) as a safe and effective method to risk stratify patients and to assist with the timing of AVR. We discuss the course of disease in AS, review the role of ETT and express concerns about the safety of performing stress tests in asymptomatic patients with severe AS. Case Report: We describe the case of a 69-year-old male with left bundle branch block and ASAS who underwent …

Twitter And The #So-Calledjudge, Elizabeth G. Thornburg
SMU Law Review
Two-hundred-eighty characters may be insufficient to deliver a treatise on the judiciary, but it is more than enough to deliver criticism of the third branch of government. Today, these tweeted critiques sometimes come not from the general public but from the President himself. Attacks such as these come at a challenging time for court systems. We live in a highly politicized, polarized society. This polarization is reflected in attitudes toward the courts, particularly the federal courts. Unfortunately, public doubts about the court system come at a time when public understanding of the structure of government, and especially the court system, …

From Tgs Conservatorships To Sarbanes-Oxley Fair Funds, Richard M. Buxbaum
SMU Law Review
While the TGS duo is justly known for its foundational work on the application of Rule 10b-5 to insider trading and corporate misstatements, two other aspects of the two cases are the focus of this contribution. The first is the development of the role of the SEC as conservator, derived originally from the equity side of federal bankruptcy law, but expanded to function as a general equitable remedy. That remedy faced difficult issues concerning the ranking of different victims of insider trading, in particular the status of an entity as a claimant in competition with victimized market participants. The second, …
