Octocorals, also known as gorgonians and soft corals, were previously managed by the U.S. South Atlantic (SAFMC) and Gulf of Mexico (GMFMC) Fishery Management Councils through a joint Coral Fishery Management Plan (FMP). Because octocorals are mostly collected from Florida waters, the Florida Fish and Wildlife Conservation Commission (FWC) is currently tasked with managing octocoral collection, including the monitoring of colony landings, in the Economic Exclusive Zone (EEZ) adjacent to Florida. Collection of 70,000 colonies per year total, which applies to both state and EEZ waters off Florida, is permitted under Rule 68B- 42.006 of the Florida Administrative Code, but …

Our global food systems create pervasive environmental, social, and health impacts. Impact valuation is an emerging concept that aims to quantify all environmental, social, and health costs of food systems in an attempt to make the true cost of food more transparent. It also is designed to facilitate the transformation of global food systems. The concept of impact valuation is emerging at the same time as, and partly as a response to, calls for the development of legal mechanisms to address environmental, social, and health concerns. Presidential Permitting For Pipelines: Constitutionality And Reviewability, Joan Campau
Michigan Journal of Environmental & Administrative Law
Federal oversight of cross-border pipelines occurs during the presidential permitting process. Pursuant to Executive Order 13337, the Department of State is authorized to review applications and grant permits to projects that “serve the national interest.” Scholars and litigants have questioned the constitutionality of this process and reviewability under the Administrative Procedure Act (“APA”). This Note argues that the permitting process is constitutional and derives legitimacy from both the executive powers explicitly enumerated in the Constitution as well as an implicit sanction from the legislative branch. Further, this Note argues that APA review is appropriate for at least one component of …

© 2018 Elsevier B.V. The use of quartz crystal microbalance (QCM) sensor arrays for analyses of volatile organic compounds (VOC) has attracted significant interest in recent years. In this regard, a group of uniformed materials based on organic salts (GUMBOS) has proven to be promising recognition elements in QCM based sensor arrays due to diverse properties afforded by this class of tunable materials. Herein, we examine the application of four novel phthalocyanine based GUMBOS as recognition elements for VOC sensing using a QCM based multisensor array (MSA). © 2018 Botanical Society of America Premise of the Study: Community phylogenetic methods incorporate information on evolutionary relationships into studies of organismal assemblages. We used a community phylogenetic framework to investigate relationships and biogeographic affinities and to calculate phylogenetic signal of endemism and invasiveness for the flora of the pine rocklands—a globally critically imperiled ecosystem with a significant portion of its distribution in South Florida, United States. Methods: We reconstructed phylogenetic relationships of 538 vascular plant taxa, which represent 92.28% of the vascular flora of the pine rocklands. © 2018, Springer Nature Switzerland AG. Aims: Tropical tree and lianas in the understory are limited by soil nutrients despite growing in extremely low light. It is not known if nomadic vines are also limited by nutrients in low light conditions. Methods: We measured differences in root architecture and mycorrhizal colonization, and leaf nutrients of a nomadic vine, Philodendron fragrantissimum (Araceae), in nitrogen (N) and phosphorus (P) fertilization plots in a lowland tropical moist forest in central Panama to measure potential nutrient limitation. Results: Relative to plants in control plots, leaf P concentration was 54% higher and leaf N concentration …

An engineered phiC31 "Disintegrase" able to make an attP site in Drosophila out of an attRattL pair is described. How one allele interacts with the other for the function of a gene is not well understood. In this study, we tested potential allelic interaction at the Peg3 imprinted locus with several mutant alleles targeting an Imprinting Control Region, the Peg3-DMR. According to the results, maternal deletion of the Peg3-DMR resulted in 2-fold up-regulation of two paternally expressed genes, Peg3 and Usp29. …

The Atlantic surfclam (Spisula solidissima) is a dominant member of the biological community of the Middle Atlantic Bight continental shelf and a commercially harvested species. Climate warming is affecting the biology and distribution of this species, which provides an opportunity to investigate the processes and conditions that are restructuring this fishery and the implications for ecological and socioeconomic systems. A Management Strategy Evaluation (MSE) developed for the surfclam fishery provides a mechanistic description of the surfclam's response to climate change and understanding of the cascade of effects initiated by changes in oceanographic conditions that ultimately appear as social and economic …

Objective: This study examined trends in familial transitions by maternal education and whether transitions rose because of changes in prevalence (the share of children exposed to a relationship state, either marriage or cohabitation) or churning (the number of entrances and exits conditional on being exposed to a relationship state). Background: Children's experiences of transitions, an important predictor of well-being, have leveled off in recent decades. Plateauing in transitions may reflect heterogeneity by socioeconomic status. An Application Of The Actor Model Of Concurrency In Python: A Euclidean Rhythm Music Sequencer, Daniel P. Prince, Saverio Perugini

We present a real-time sequencer, implementing the Euclidean rhythm algorithm, for creative generation of drum sequences by musicians or producers. We use the Actor model of concurrency to simplify the communication required for interactivity and musical timing, and generator comprehensions and higher-order functions to simplify the implementation of the Euclidean rhythm algorithm. The resulting application sends Musical Instrument Digital Interface (MIDI) data interactively to another application for sound generation.

Zines have begun to gain a place in higher education as pedagogical tools studied or made by students, and many academic libraries maintain zine collections. The library literature reveals little about how nonlibrarian faculty use zines in their classrooms. This paper describes the results of a survey of faculty from a range of academic disciplines and professions who teach with zines and other booklet forms. Survey results reveal the extent to which faculty zine pedagogies include collaboration with librarians and use of library collections. Harald Von Beckh was born in Vienna, Austria, on November 17, 1917. He graduated as a Doctor of Medicine from the Vienna University Faculty of Medicine in 1940. He began working at the Academy of Aviation Medicine in Berlin where he helped in the development of the concept of the Keplerian trajectory to obtain periods of microgravity while collaborating with Dr. Heinz von Diringshofen. In 1941 he was appointed as a faculty member at the Academy of Medicine of the Luftwaffe.

Current knowledge of yield potential and best agronomic management practices for perennial bioenergy grasses is primarily derived from small‐scale and short‐term studies, yet these studies inform policy at the national scale. In an effort to learn more about how bioenergy grasses perform across multiple locations and years, the U.S. Department of Energy (US DOE)/Sun Grant Initiative Regional Feedstock Partnership was initiated in 2008.
