Transitions To Preschool Special Education: The Relationship Of Child, Family, And Early Intervention Characteristics, Tara B. Delach
Transitions To Preschool Special Education: The Relationship Of Child, Family, And Early Intervention Characteristics, Tara B. Delach
USF Tampa Graduate Theses and Dissertations
Infants and toddlers with developmental disabilities and certain medical conditions are at risk for a variety of adverse outcomes in childhood as well as into adulthood. Early identification and early intervention are essential for improving the trajectories and outcomes of these children. The Individuals with Disabilities Education Act (IDEA) is a federal law that affords protections to children with disabilities and those at risk for developmental delays. IDEA provides guidance and regulations to early intervention programs, schools, and states for identifying and delivering intervention services to children ages birth through 21 years. Although the provision of early intervention services are …

The Boko Haram Insurgency And Its Impact On Border Security, Trade And Economic Collaboration Between Nigeria And Cameroon: An Exploratory Study, Viviane E. Foyou, Peter Ngwafu, Maribel Santoyo, Andrea Ortiz
African Social Science Review
This article examines how sporadic conflicts between bordering states can be used by emerging terrorist groups to advance nebulous religious and political agendas and threaten regional security in various regions of the world. For example, the unconventional activities of ruthless insurgent groups in Africa (such as the Islamic State of the Maghrib, Boko Haram, and Al Shabaab) often thrive on conflicts and instability between bordering states, driven by religious, political or economic motives, to acquire power, territory, and control over innocent populations. Notorious for the violence and mayhem that these groups have imposed on villages and towns along the Northern …

Restorative Justice: Psychological Needs Of Offenders And Implications For Safety & Security, Festus C. Obi, Ifeoma E. Okoye, Andrew I. E. Ewoh, Ihekwoaba D. Onwudiwe
African Social Science Review
Crime creates psychosocial needs for victims, offenders, and communities where they occur—whether it is homogeneous or heterogeneous. Unfortunately, the criminal justice system does not recognize and take steps to meet these needs. This failure stems from a mischaracterization of the state or government as the crime victim. Our contention is that this problem also emerges from the theoretical groundswell that posits that offender must pay for his or her crime through incarceration. The result of this skewed perception of crime and victimhood has not deterred crime as evidenced by the high rate of recidivism. Certainly, crime-created psychological and social needs, …

BACKGROUND: Illicit drug use (DU) and hazardous drinking (HD) among marginalized populations may be associated with greater barriers to care.
METHODS: We used baseline data on the participants of the Seek, Test, Treat, and Retain data harmonization initiative. DU includes use of any illicit drugs within the past 6 months. HD was defined as scores ≥8 for men and ≥ 7 for women on Alcohol Use Disorders Identification Test within the past 12 months. Social support scores were assigned by summing scores from individual questions related to social support. Two outcomes for multivariable regression models and mediation analysis were perceived …

Fear Of Victimization Among Incarcerated Youths: Examining The Effects Of Institutional “Neighborhood” Characteristics And Gang Membership, Jodi Lane, Gaylene Armstrong, Kathleen A. Fox
Criminology and Criminal Justice Faculty Publications
This study examines whether neighborhood factors found to predict fear of crime among the general population can be adapted to explain inmate fear of victimization inside juvenile correctional institutions. We test (a) whether institutional physical disorder, resident trust, and formal social control can predict fear of victimization, and (b) whether the importance of these factors for fear of victimization varies based on preincarceration street gang status. Using data from a large national sample of incarcerated youths, findings indicate non-gang members are more afraid of institutional victimization than gang members, confirming findings about levels of fear between these groups on the …

Equity Culture And Decent Work: The Case Of Amazon (2017), Marcy Murninghan
Equity Culture And Decent Work: The Case Of Amazon (2017), Marcy Murninghan
New England Journal of Public Policy
Every year, publicly traded companies hold annual meetings at which management presents a summary of the year’s accomplishments and shareholders vote on a slate of ballot issues, referred to as “proxy resolutions,” that are placed there by either management or shareholders. As in public life, in theory this form of corporate governance relies on a division of authority and checks and balances among shareholders, the board of directors, and company management. In theory, shareholders function much like registered voters, boards serve as their elected representatives, and management operates much like the executive branch to carry out the mandates accorded to …
The Criminalization Of The Immigration System: The Dehumanizing Impact Of Calling A Person "Illegal", Ashley R. Shapiro
The Criminalization Of The Immigration System: The Dehumanizing Impact Of Calling A Person "Illegal", Ashley R. Shapiro
Richmond Public Interest Law Review
In the context of immigration, words matter. The increasingly used term “criminal alien” is not only used as an adjective to define a noncitizen who has committed a crime, but it also acts as a descrip- tion of his or her personhood. The use of the term “illegals,” which is the shortened version of “illegal alien,” is pervasive in the media as well as policy debate. In Part I, this paper discusses the evolution of the immigration system in the United States from a discretionary and humanitarian system to a criminalized process. In Part II, this paper examines the convergence …

America faces a reckoning, a crucible of what Reinhold Niebuhr observed more than eighty years ago. Our democratic principles and traditions are imperiled by the power of financial oligarchs and unfettered money flows, which have contributed to massive inequality that, in turn, has given rise to political unrest and a sense of cultural unmooring.
The articles presented here are both descriptive and normative, setting forth a complex social problem with seemingly bottomless proportions and then offering a design or set of remedial actions to alleviate them. Drawing on my professional experience going back to the mid-1970s, I wrote these pieces …

Undimmed By Human Tears: American Cities, Philanthropy, And The Civic Ideal (1992), Marcy Murninghan
New England Journal of Public Policy
Commissioned by the Council on Foundations in 1992 at a time when urban concerns had fallen off the national agenda, this article contains summary recommendations of an investigation into the response of grantmakers and urban policy experts after the deadly violence that occurred in Los Angeles that spring. An April 29 state-court acquittal of police officers accused of using excessive force against Rodney King had sparked two days of burning and looting throughout South Central Los Angeles, an area hard-hit by job loss and plant closings that over the previous twenty years had become demographically and economically transformed. Once an …

Prior cases, have assumed, without analysis that the ACA applies to Indian Country. This review of the ACA failed to consider and incorporate clearly established Indian law principles and foundational tenets of criminal law in the analysis of its applicability to Indians and Indian Country. Most importantly, the precedent and the Court below failed to understand the racial component involved in the analysis. These failures to understand the principles of Indian law and criminal law, have rendered haphazard and incoherent decisions.
Amici seek to bring clarity to the complex jurisdictional interplay and provide a practical framework for the proper analysis …
