Beyond Localism: Harnessing State Adaptation Lawmaking To Facilitate Local Climate Resilience, Sarah J. Adams-Schoen

Notwithstanding the need for adaptation lawmaking to address a critical gap between climate-change related risks and preparedness in the United States, no coherent body of law exists that is aimed at reducing vulnerability to climate change. As a result of this gap in the law, market failures, and various “super wicked” attributes of hazard mitigation planning, local communities remain unprepared for present and future climate-related risks. Many U.S. communities continue to employ land-use planning and zoning practices that, at best, fail to mitigate these hazards, and, at worst, increase local vulnerability. As the federal role in addressing climate change shrinks, state and local action is once again taking center stage. States are facing innumerable challenging policy questions about the best mechanisms for addressing climate and energy, and many are looking to California for inspiration. This article focuses on a particular and unique feature of California’s approach: the integration of social and environmental justice concerns into the state’s climate and energy policies. Communities are filled with valuable collections in need of being preserved, sustained, and discovered. Through conversations in the community, partnerships can form and bring together diverse people to enhance the discovery of materials in our own backyards. This is precisely what happened with the Jacksonville, Florida based Jacksonville Historical Society (JHS) when they were working on an initiative to survey local history organizations regarding the scope and nature of their historical collections. Through a partnership with the Riverside Avondale Preservation (RAP) and conversation with the University of North Florida Thomas G. Digital manufacturing has not only promoted the digital economy in the UK, but also influenced the traditional craft and necessitated new requirements for the digital education of citizens. Capacity, Sustainability, And The Community Benefits Of Municipal Utility Ownership In The United States, George C. Homsy
Public Administration Faculty Scholarship
Most literature on utility sustainability focuses on internal operations; this misses the role that utilities cold play within a community. This study measures the impact of municipal ownership of water and electric utilities on the sustainability policymaking of local governments. I find that municipalities with government-owned water utilities adopt more sustainability measures than those with investor-owned service. Similarly, municipally-owned electric utilities have higher levels of energy sustainability in the community, but not in government operations. The utilities provide fiscal and technical capacity to municipalities. This study brings potential community benefits to the discussion of private investment in public service delivery.

Measures of student training and workforce development are key academic, social, and economic metrics. A principal component of the United States Geological Survey Water Resources Research Act Program is the training of water scientists and engineers through participation in research and other mentoring. This training occurs through Water Resources Research Institutes known as the National Institutes for Water Resources. Though the institutes have a demonstrated record in student training, there has been limited synthesis of data on students trained at state and national levels to clarify these contributions to workforce development. This comment piece is the result of our critical reflections, observations and discussions in relation to occupation and homelessness, inspired by our participation in the fourth conference of Occupational Science Europe and informed by our research and experiences in the field. Whilst we acknowledge the growing contribution of occupational therapy and occupational science to homelessness, our practices have led us to identify a number of complex factors that impact on this work. Metropolitan Planning Organizations (MPO) sit at a unique nexus of government arrangements and missions that could be effective for addressing issues of climate change. Using survey and secondary data this study investigates the potential of metropolitan planning organizations to play a formative role in climate change action and policy. We examine factors that promote MPOs involvement in climate change issues by bridging two types of literatures in a quantitative modeling framework: the institutional responses to environmental change, driven by conceptualization of urban systems as social-ecological systems, and the public policy, regional planning and local politics literature. Livability of place is a central theme in developing concepts about transit ridership. In order to develop strategy for a compelling public communication campaign to increase transit ridership, this project frames the connections between livability and transit and offers a set of public campaign examples. A national survey taken of riders provides possible message strategies. With this information, a creative strategy team was tasked with developing a strategy for messaging and developed the Green Rider profile. Recommendations for creative direction and further study are offered.

With the dramatic increase of non-motorized transportation users, more people are concerned about the non-motorized traffic safety. Unfortunately, bicyclists and pedestrians are prone to more severe injuries when involved in a crash. For bicycle crashes, failing to yield/disregarding traffic control device, and lack of non-motorized facilities were identified to be the main causes of bicycle crashes in urban intersections. This research investigated the effectiveness of two bicycle crash countermeasures with bicycle signal treatments at urban signalized intersections. These two countermeasures are the bike boxes and the protected intersections. The bicycle signal treatments that were tested simultaneously with these countermeasures are …

BACKGROUND: Rural communities experience unique barriers to food access when compared to urban areas and food security is a public health issue in rural, high poverty communities. A multi-leveled socio-ecological intervention to develop food policy councils (FPCs), and improve food security in rural communities was created. Methods to carry out such an intervention were developed and are described.
METHODS: A longitudinal, matched treatment and comparison study was conducted in 24 rural, high poverty counties in South Dakota, Indiana, Missouri, Michigan, Nebraska and Ohio. Counties were assigned to a treatment (n = 12) or comparison (n = 12) group. Intervention activities …

In Home Supportive Services Public Authority (IHSSPA) is a Medi-Cal funded organization that helps the elderly and disabled living in San Francisco find care and support at home. The Public Authority component of IHSS specializes in providing support to their clients or “consumers” when attempting to hire home care workers or “providers.” However, IHSSPA services remain relatively unknown throughout many communities in San Francisco county and there is a need for increased community outreach.
