Parole And Probation In Alaska, 2002–2016, Random Reamey
AJiC Fact Sheets
This fact sheet presents data on the characteristics of offenders who came under the supervision of the Alaska Department of Corrections, Division of Probation and Parole (DOC-PP) between 2002 and 2016. Probation and parole offender data are from the Alaska Department of Corrections’ annual Offender Profile publication. Overall trends saw numbers of probationers and parolees increasing from 2002 to 2012, then decreasing through 2016. The majority of probationers and parolees are between 20 and 34 years old. The trend for both males and females followed the overall trend, increasing from 2002 to 2012 then decreasing. On average, from 2002 to …

News Work: The Impact Of Corporate Newsroom Culture On News Workers & Community Reporting, Carey Lynne Higgins-Dobney
Dissertations and Theses
By virtue of their broadcast licenses, local television stations in the United States are bound to serve in the public interest of their community audiences. As federal regulations of those stations loosen and fewer owners increase their holdings across the country, however, local community needs are subjugated by corporate fiduciary responsibilities. Business practices reveal rampant consolidation of ownership, newsroom job description convergence, skilled human labor replaced by computer automation, and economically-driven downsizings, all in the name of profit. Even so, the people laboring under these conditions are expected to keep their communities informed with democracy- and citizenship-enhancing information.

Fallen Fruit: How Social Practice Art Adapts To Success, Caroline Marie Giepert
LSU Master's Theses
This thesis will discuss the development of socially engaged art collective Fallen Fruit (active 2004 – present) in regards to their community-oriented projects, museum exhibitions, and recent online artwork Endless Orchard (2017). Fallen Fruit presents an interesting example of a social practice art group since they straddle both an activist agenda as well as the commercial world of mainstream institutions and the Internet. This paper will analyze the rationale for Fallen Fruit’s manner of adapting to commercial success by considering their progression from localized projects in the communities of Los Angeles to curated exhibitions in well-known museums and venture into …
Cast Off The Yoke Of Tyranny!: The Influence Of The Reformation Upon The Enlightenment And World Revolution, Kevan D. Keane
Cast Off The Yoke Of Tyranny!: The Influence Of The Reformation Upon The Enlightenment And World Revolution, Kevan D. Keane
Bound Away: The Liberty Journal of History
This paper explores the connection between the Protestant Reformation and the Revolutions in America and France during the eighteenth century. When the Reformation started, with it came a strong opposition to absolutism and other forms of perceived tyranny. Over time, this culminated in both the American and French Revolutions. An oft-neglected subject in the history of these events, however, is the influence of the Reformation upon Enlightenment philosophers such as John Locke. Locke lived in seventeenth-century England at a time when the Geneva Bible outdid the King James Bible in popularity. The Geneva Bible contained marginal notes that promoted the …

Life After Dark, Austin Bamford
Life After Dark, Austin Bamford
Masters Theses
Witnessing the movements of the moon, stars, Milky Way and meteors is a fundamental first step in examining our roles in the universe and revealing the material origins of the landscapes we inhabit. It is this cosmic understanding that leads us to steward our environments and identify who we are.
We see the choreography of the stars not only by seeing the celestial bodies with telescopes or the naked eye, but also by experiencing the ways in which ambient light interacts with ground—changing by the minute, season and year. It is the dynamics between source and surface that catches us …
Moments Of Rotary Motion : Temporary Use In Vacant Industrial Heritage Architecture, Xuecheng He
Moments Of Rotary Motion : Temporary Use In Vacant Industrial Heritage Architecture, Xuecheng He
Masters Theses
The vacant industrial historic building at 145 Globe Street within the Jewelry District in Providence, Rhode Island is designated one of the ten most endangered historic properties in the city. After surviving many stalled plans for renovation there are no efforts underway to save it, and deterioration from natural elements and vandalism continues. Many Industrial heritage buildings wait in a similar limbo. When there are no definite plans for renewal, often these buildings are left vacant for years without routine maintenance, causing severe damage and posing a threat to public safety. These buildings should be used as a resource in …

Legalization Of Medical Cannabis And Potential Implications For Healthcare Delivery In The United States, Lauren N. Cornett
Legalization Of Medical Cannabis And Potential Implications For Healthcare Delivery In The United States, Lauren N. Cornett
Kentucky Journal of Undergraduate Scholarship
Cannabis legalization is currently a topic of significant interest within the American healthcare system. Existing research has demonstrated the effects of medical cannabis in alleviating manifestations of several common health conditions which affect many Americans, including cancer and chronic pain. Additionally, research has demonstrated that medical cannabis programs have positive implications for the objectives of government health initiatives such as the Institute for Healthcare Improvement (IHI) Triple Aim. Economic benefits from cannabis taxation have also been documented in states with active medical cannabis programs. While federal restrictions inhibit extensive cannabis research, the legalization of medical cannabis has significant implications for …

Gundy V. United States: Brief Of Scholars Whose Work Includes Sex Offense Studies As Amici Curiae In Support Of Petitioner, J. J. Prescott
Appellate Briefs
Amici are scholars whose work includes leading studies of persons convicted of sexual offenses and the laws applied to them. Amici are concerned that judicial decisions regarding these offenders have sometimes relied upon misunderstandings about the re-offense risks they pose and the impact of laws applied to them. Amici wish to provide the Court with accurate information about these subjects. Short biographies of each amicus are appended to this brief.
Discussions of sex offender registration take place against a backdrop of fear and loathing -fear that any change in law or practice that lifts registration requirements will result in great …
The Chilling Effect: The Politics Of Charging Rape Complainants With False Reporting, Lisa Avalos
The Chilling Effect: The Politics Of Charging Rape Complainants With False Reporting, Lisa Avalos
Brooklyn Law Review
Although legal scholars have addressed the persistent failure to effectively investigate and prosecute rape despite decades of attempts at reform, the issue of prosecutors going so far as to bring false reporting charges against disbelieved sexual assault victims has received scant scholarly attention. This article calls attention to this particularly disturbing externality of the mishandling of rape cases. First contextualizing false reporting prosecutions of rape victims, the article demonstrates that such prosecutions are a direct outgrowth of poor quality, under-resourced police rape investigations. These prosecutions move forward as a result of several systemic problems: procedural irregularities and informal policies that …
Programming In Restrictive Housing: Considerations For Improving Outcome Evaluations, H. Daniel Butler, Starr Solomon, Ryan E. Spohn
Programming In Restrictive Housing: Considerations For Improving Outcome Evaluations, H. Daniel Butler, Starr Solomon, Ryan E. Spohn
Criminology and Criminal Justice Faculty Publications
A number of studies have identified “what works” in regard to the successful implementation of correctional programming over the past several decades. Few studies, however, have examined the complexities associated with programming in restrictive housing. Using data from a Midwestern department of corrections, we examined whether the provision of programming in restrictive housing achieved desired outcomes (e.g., reductions in inmate misconduct). The findings revealed the amount of time served in restrictive housing and confinement in different types of restrictive housing may influence estimations of a treatment effect. As a growing number of states seek to reform the use of restrictive …

Seventy-Five North Developments: A Holistic Approach To Improving Northeast Omaha, Fabiola Alikpokou
Community and Regional Planning Program: Theses
The concentration of public housing in high-poverty neighborhoods has many negative impacts; it limits educational opportunities for kids, leads to increased crime, causes poor health outcomes, hinders wealth building, and decreases investments (U.S. Department of Housing and Urban Development, 2013). Northeast Omaha exhibits many of these issues. North Omaha is not only home to many of the city's minority persons, but also home to one of the most impoverished Black communities in the United States (Cordes, Gonzalez, & Grace, 2011). The Omaha-Council Bluffs area was ranked 14 for the highest African-American poverty rate out of 100 most populous metro areas …
Overtime Overruled: Why The New Department Of Labor Overtime Regulations Should Not Go Into Effect, Morgan Westhues
Overtime Overruled: Why The New Department Of Labor Overtime Regulations Should Not Go Into Effect, Morgan Westhues
The Business, Entrepreneurship & Tax Law Review
The United States Department of Labor recently revised its overtime regulations for white collar workers to keep up with the changing economy and inflation. While the salary level for who can receive overtime pay needs to be elevated, the proposed elevation to the salary level under the Obama Administration is too drastic. The proposed overtime regulations essentially double the current salary level for overtime eligibility. This drastic increase is already having negative effects on employees, even though it has not yet gone into effect. To prepare for the new regulations to take effect, employers have begun to find ways around …

The Illinois Bail Reform Act Of 2017: Roadmap To Reform, Or Reform In Name Only?, Devin Taseff
The Illinois Bail Reform Act Of 2017: Roadmap To Reform, Or Reform In Name Only?, Devin Taseff
Northern Illinois University Law Review
Of the approximately 443,000 individuals currently incarcerated in county jails who have yet to be convicted of any of their charges, seventy percent are indigent and cannot afford the bail amount set by the judge at their initial bond hearing. Of these 443,000 individuals, 303,000 are awaiting trial for traditionally non-violent offenses. The Illinois General Assembly recently addressed this crisis by enacting the Illinois Bail Reform Act of 2017 with the goal of ensuring that pretrial incarceration is reserved not for the poor, but rather, for the minority of pretrial defendants who are a flight risk or a danger to …

Deterioration Prediction Modeling For The Condition Assessment Of Concrete Bridge Decks, Aqeed Moshin Chyad
Dissertations
Bridges are key elements in the US transportation system. There are more than six hundred thousand bridges on the highway system in the United States. Approximately one third of these bridges are in need of maintenance and will cost more than $120 billion to rehabilitate or repair. Several factors affect the performance of bridges over their life spans. Identifying these factors and accurately assessing the condition of bridges are critical in the development of an effective maintenance program. While there are several methods available for condition assessment, selecting the best technique remains a challenge. Therefore, developing an accurate and reliable …
