Fourth Amendment Constraints On The Technological Monitoring Of Convicted Sex Offenders, Ben A. Mcjunkin, J. J. Prescott Jul 2018

Fourth Amendment Constraints On The Technological Monitoring Of Convicted Sex Offenders, Ben A. Mcjunkin, J. J. Prescott

Articles

More than forty U.S. states currently track at least some of their convicted sex offenders using GPS devices. Many offenders will be monitored for life. The burdens and expense of living indefinitely under constant technological monitoring have been well documented, but most commentators have assumed that these burdens were of no constitutional moment because states have characterized such surveillance as ‘‘civil’’ in character—and courts have seemed to agree. In 2015, however, the Supreme Court decided in Grady v. North Carolina that attaching a GPS monitoring device to a person was a Fourth Amendment search, notwithstanding the ostensibly civil character of …

Resolving Conflict On Campus: A Case Study On Free Speech And Controversial Speakers, Benson Clayton T., J. Huff Jul 2018

Resolving Conflict On Campus: A Case Study On Free Speech And Controversial Speakers, Benson Clayton T., J. Huff

Journal of Dispute Resolution

By their very charge, institutions of higher education are intended to serve as venues for exploring personal ideologies, promoting intellectual curiosity, and en-couraging vigorous debate about contested issues. However, when an institution and its core values come into direct conflict with viewpoints that are fundamentally inconsistent with those values, the dissonance created by the clash of perspectives can be profound. Fundamental differences in perspective on highly charged issues and topics have become recurring themes for universities in the United States. From campus speakers, to speaker protests, to demonstrations in support of free speech and a range of other inclusion and …

Evolution Of Community Policing In New York City, Kristine Lamburini Jul 2018

Evolution Of Community Policing In New York City, Kristine Lamburini

Honors College Theses

This study examines the various community policing initiatives, or lack of community policing initiatives, within the New York City Police Department (NYPD) from 1984 to present. Community policing is a policing model that is currently in the forefront of the criminal justice field due to strained relationships between many communities and the police. The community policing initiatives examined in this study are organized as follows: the Community Patrol Officer Program (C-POP) under Police Commissioner Ward (1984-1989); the Safe Streets, Safe City Program under Police Commissioner Brown (1989-1992), which established community policing as the dominant operational philosophy in the NYPD; Broken …

Evaluating Opportunities And Barriers To Improving The Energy Efficiency Of Small Nebraska Wastewater Treatment Plants, Matthew J. Thompson Jul 2018

Evaluating Opportunities And Barriers To Improving The Energy Efficiency Of Small Nebraska Wastewater Treatment Plants, Matthew J. Thompson

Department of Environmental Engineering: Theses and Other Student Research

Wastewater treatment plants (WWTP)s account for about 0.8% of U.S. electricity use. Small WWTPs serving communities of populations less than 10,000 accounts for 95% of treatment plants in Nebraska. These plants are significantly less efficient compared to large systems and thus improving their energy efficiency (E2) is a growing focus in efforts to reduce greenhouse gas emissions associated with their operation. Energy use of plant unit operations was evaluated for several plants and included analysis of energy for space heating. Specific infrastructure and/or operational changes reported by operators following an E2 benchmarking project were evaluated by quantifying the change in …

How And Where To Respond? Testing The Effectiveness Of The Base Crisis Response In The Different Media Contexts, Erika Jen Schneider Jul 2018

How And Where To Respond? Testing The Effectiveness Of The Base Crisis Response In The Different Media Contexts, Erika Jen Schneider

Master's Theses (2009 -)

Crisis response strategies require preparation. In order to equip organizations with the most effective crisis response strategy, this research aims to understand the most appropriate message and media context to utilize when responding to a crisis. This study applies factors driven from theoretical groundings to evaluate the impact on practical outcomes. Applied to realistic crises in two crisis-prone industries, results capture how crisis response strategies are perceived by stakeholders when an organization becomes the subject of an accidental and preventable crisis. This experimental study found preventable crises causing the most detrimental reputational damage, evaluated with corporate reputation and supportive behavioral …

Free Speech Conflict: What We Learned At Middlebury College, Baishakhi Taylor

Journal of Dispute Resolution

On February 16, Middlebury’s President, Dr. Laurie L. Patton, received an invitation from a student group called the American Enterprise Institute Club (AEI) to give opening remarks at a lecture by a speaker they had invited to campus. The Club was Middlebury’s student chapter of the AEI,8 a conservative think-tank based in Washington, D.C., which has student clubs all across the coun-try. The speaker was Dr. Charles Murray, an American political scientist who is now an AEI emeritus scholar. This was not Dr. Murray’s first visit to the College. He had previously visited the campus for a lecture in 2007, …

Threads Of The Zoot Suit Riots: How The Initial Explanations For The Riots Hold Up Today, Antonio Franco

Voces Novae

This paper is about the 1943 Los Angeles Zoot suit Riots. These riots lasted for five days and were fought between the city’s young Mexican-American population and U.S. servicemen who were in the city. The name comes from a popular style that many young Mexican-Americans in L.A. wore at the time called the zoot suit. The Zoot Suit Riots was one of the most important moments in Chicano history. Throughout the riots as well as sometime afterward, many who were in the city at the time tried to discern its origins. The local newspapers, the Los Angeles Police Department, Mexican-Americans, …

Purdue Policy Research Institute (PPRI) Policy Briefs

Modern advances in unmanned aerial systems (UAS), or drones, have meant the proliferation of these aircraft throughout the United States (U.S.) that include uses for military, government, commerce, and recreation. Coinciding with advances in technology, increased access to drones, and decreased operational complexities, regulatory models have not been able to adapt to the evolving aerial environment.

Do-It-Yourself Medical Devices: Exploring Their Potential Futures Through Design Fiction, Michael Stead, Paul Coulton, Joseph Lindley

DRS Biennial Conference Series

With ever increasing demands on healthcare around the world, ensuring adequate provision for patients is becoming more and more challenging. In this paper, we focus on future healthcare provision, specifically looking at how Do-It-Yourself (DIY) Medical Devices might become widely adopted. Our motivation is to move beyond current debates, which tend to focus on technological capabilities, and instead consider the implications of those technologies for future policy and regulation. Discussions around the future are often challenging, as people find it difficult to envisage how disruptive technologies make futures that stand apart from their current and previous experiences. To facilitate these …
