Interruptions to juvenile detainees' education often delay their progress toward high school completion. Implementing an individualized learning plan (ILP) has been suggested as a solution to this problem. The purpose of this case study was to explore how ILPs facilitate attainment of graduation among incarcerated youth. The study was guided by the Washington State legislative framework for individualized learning plans and the efforts of the Office of Juvenile Justice and Delinquency to increase educational opportunities. Hurricanes have caused billions of dollars in damage to the hotel industry in Florida, significantly affecting tourism flow. The unpredictable impact of hurricanes makes sustaining profits challenging. The purpose of this multiple case study was to explore strategies that hotel leaders use to sustain tourism profits following a hurricane. The theory of image restoration provided the conceptual framework for the study. Data were collected from company documents and semistructured interviews with 5 hotel leaders in Central Florida. Research has shown that individuals' willingness to believe a disclosure of childhood sexual abuse (CSA) is related to just-world beliefs, ambivalent sexism, and defensive attribution. However, researchers do not know whether these variables relate to posts made in response to online articles describing CSA. Negative or disbelieving posts may impact not only the author, but also readers who view these comments via hindrance of disclosures, increased self-blame, and avoidance of help seeking. Violence among Canadian secondary students remains a concern for administrators, teachers, community members, and students. The purpose of this retrospective quantitative nonexperimental study was to examine the predictive relationship between anger and violence among secondary students in Canada using the Anger Regulation and Expression Scale (ARES). The general aggression model provided the framework for the study. Survey data were collected from 138 students using the ARES. Demographic data and archival data from students' school files were also collected. Results of receiver operator characteristic analysis and binary logistic regression indicated that the ARES total score provided fair to good predictive ability …

The September 11, 2001 terrorist attacks exposed considerable breakdowns in communications interoperability and information sharing among first responders. Multijurisdictional responses to the active-shooter incidents at the University of Texas in 2010; Sandy Hook Elementary of Newtown, Connecticut in 2012, and the Reynolds High School shooting of Multnomah County, Oregon in 2014 were replete with interoperability failures as well. "During the last two decades, self-consolidating concrete (SCC) has emerged as an alternative to produce structures with longer life expectancy. Despite the advantages that come with using SCC, there are some concerns related to its structural and serviceability response. Sex offenders are commonly grouped into categories based on the characteristics (e.g., victim age, relationship to offender) of their victims for criminal sentencing and treatment purposes. The purpose of this quantitative, quasi-experimental study was to address the gap in the lack of literature comparing recidivism rates among biological fathers and male parental figures who committed incestuous child sexual abuse in Hawai'i against children 15 years or younger. The number of active volunteer firefighters has been steadily dropping in the state of Connecticut for several years. At the same time, the number of public service calls for fire departments has been on the rise. This problem impacts fire protection and municipalities that rely on volunteer fire departments. Traversing the automotive environment exposes drivers to a risk of property damage, injury, and death. This risk varies across the road network. This research questions whether drivers are capable of accurately perceiving their own exposure to risk in this environment. Analysis begins with an assessment of risk exposure at roadway intersections (as measured in terms of crash frequency, severity, and mixed-weighting methods). This assessment provides risk indices for a cross-section of road intersections across an urban Iowa community. Charitable Subsidies And Nonprofit Governance: Comparing The Charitable Deduction With The Exemption For Endowment Income, David M. Schizer

Charitable subsidies are supposed to encourage positive externalities from charity. In principle, the government can pursue this goal by evaluating specific charitable initiatives and deciding how much each should receive. Although the government sometimes makes this sort of fine-grained judgment, this Article focuses on two income tax rules that leave the government essentially no discretion about which charities to fund: the deduction for donations to charity ("the deduction") and the exemption of a charity's investment income ("the exemption"). With each subsidy, federal dollars flow automatically as long as charities satisfy very general criteria.

This article is the first step in a major research project on Canadian disaster law. As such, the article's first objective is to map the terrain of the law in Canada that governs disasters. To provide context for this exercise in mapping, the article focuses on the circumstances surrounding the 2016 Fort McMurray wildfire ('the Beast'). The current study examined the effect of automation transparency on user trust and blame during forced moral outcomes. Participants read through moral scenarios in which an autonomous vehicle did or did not convey information about its decision prior to making a utilitarian or non-utilitarian decision. Participants also provided moral acceptance ratings for autonomous vehicles and humans when making identical moral decisions.

It was expected that trust would be highest for utilitarian outcomes and blame would be highest for non-utilitarian outcomes. When the vehicle provided information about its decision, trust and blame were expected to increase. Results showed that moral outcome …

Closed-circuit television (CCTV) and body-worn video cameras (BWVCs) have rapidly spread throughout policing. Such widespread deployment has heightened the importance of identifying best practices for both of these technologies. The research community has worked toward the identification of such best practices, with bodies of knowledge emerging for both CCTV and BWVCs over recent decades. Given its earlier emergence, research on CCTV is more developed. Nonetheless, the BWVC literature is quickly becoming robust, with BWVC research developing at a much more rapid pace than research on most other police technologies. The current study tests the crime prevention effect of different police actions conducted during a foot-patrol saturation initiative in Newark, New Jersey. Police actions were categorized into two typologies: enforcement actions (i.e., arrests, quality of life summonses and field interrogations) and guardian actions (i.e., business checks, citizen contacts, bus checks, and taxi inspections). Logistic regression models tested the effect of enforcement and guardian actions on crime during daily (i.e., 24-hr) periods as well as the intervention’s operational (6:00 p.m.-2:00 a.m.) and nonoperational (2:00 a.m.-5:00 p.m.) periods. The contemporary policing literature contains numerous examples of partnerships between academic researchers and police agencies. Such efforts have greatly contributed to evidence-based policing by increasing the knowledge base on effective strategies. However, research has demonstrated that successful collaboration between researchers and practitioners can be a challenge, with various organizational and inter-agency factors presenting difficulties at various stages of the process. This hermeneutical phenomenological study explores the lived experience of shame in relation to the presence or absence of God in the caregiving process of Stephen Ministry. Stephen Ministers are trained Christian caregivers who walk side-by-side with those who are struggling in a congregation. This dissertation argues that the history of anti-communism in English Canada between 1945 and 1967 is more diverse and complicated than traditionally acknowledged. Often dispersed throughout the scholarship as elements of other Cold War topics, including espionage, state surveillance, and policing, anti-communism is the central subject of this investigation. A series of case studies are used to analyze individual encounters with the state and civic engagement with the domestic threat of communism. The unique politico-cultural approach of this dissertation will bolster Canada’s Cold War historiography by investigating both public and private manifestations of anti-communism.

This study focused on the environmental impacts of mining and potential techniques to mitigate them. The goals of this study were to (1) Quantify vegetation and fungal colonization at a remediated mine site in northern Canada, and to determine if there were effects from petroleum hydrocarbon contamination, (2) Determine the response of northern plants inoculated with mycorrhizal fungi to diesel contamination. Mycorrhizal colonization was observed in field collected roots and trends in colonization and vegetation cover suggested that these communities were no longer impacted by residual contamination. Mean hyphal colonization of Elymus trachycaulus roots collected over two years was 47.3±3.8% …

It seems likely that change in Islam will be affected both by outside and internal sources, as was the case for the Catholic Church and its journey to Dignitatis Humanae. However, one thing the Catholic experience suggests is that meaningful and profound change does not simply come from outside pressures; it comes from authentic and sincere evaluation and interpretation by insiders of a religious tradition of that tradition itself. Each year, law enforcement seizes thousands of electronic devices smartphones, laptops, and notebooks-that it cannot open without the suspect's password. Without this password, the information on the device sits completely scrambled behind a wall of encryption. Sometimes agents will be able to obtain the information by hacking, discovering copies of data on the cloud, or obtaining the password voluntarily from the suspects themselves. But when they cannot, may the government compel suspects to disclose or enter their password?
