Archeological And Historical Investigations Of The Proposed 28.7-Acre Sweeny Hospital Tract, Sweeny, Brazoria County, Texas, Jeffrey D. Owens, Eugene Foster
Index of Texas Archaeology: Open Access Gray Literature from the Lone Star State
Horizon Environmental Services, Inc. (Horizon) was selected by Berg-Oliver Associates, Inc. (BOA), on behalf of the Sweeny Hospital District, to conduct a cultural resources inventory survey and assessment for the proposed development of an approximately 11.6-hectare (28.7- acre) tract in Sweeny, Brazoria County, Texas. The proposed tract consists of a largely undeveloped, lightly wooded parcel bounded on the north by County Road (CR) 524 (a.k.a. Main Street) and on the south by Stevenson Slough. The proposed project would involve the construction of a new hospital that represents a single-site replacement facility for an existing community hospital. The Area of Potential …

Idaho Policy Institute Reports
Many cities in Idaho have historically contracted with their county sheriff for police services. Because county sheriffs are charged with enforcing Idaho Code countywide, these arrangements often allow the sheriff to also enforce city ordinances. This arrangement provides small towns access to an increased police presence without incurring the expense of maintaining their own department. The sheriff, in turn, receives more financial resources to improve service delivery. For many cities and counties, it is a mutually beneficial arrangement that acknowledges the unique challenges facing small-towns and rural communities.
For many years, the City of Driggs contracted with the Teton County …

Awareness Of Clery Act Reporting Requirements Across Institutional Strata In West Virginia Community And Technical Colleges, Christina C. Johnson
Awareness Of Clery Act Reporting Requirements Across Institutional Strata In West Virginia Community And Technical Colleges, Christina C. Johnson
Theses, Dissertations and Capstones
More than 25 years after its enactment, colleges are still finding themselves failing to comply with Clery Act reporting mandates. With each amendment to the Clery Act and its associated policies, the trend has been to add to the list of reportable items, which only increases the difficulty of institutional compliance. The purpose of this non-experimental, descriptive study was to evaluate employee awareness of the Clery Act and its current Clery Act reporting requirements at varying employment strata within West Virginia’s nine community and technical colleges. Using a web-based survey, data showed that approximately one-fourth of survey participants had never …
Modeling Chlorophyll Concentrations On The Ohio River Using Remotely Sensed Data, Thaddaeus Stephen Tuggle
Modeling Chlorophyll Concentrations On The Ohio River Using Remotely Sensed Data, Thaddaeus Stephen Tuggle
Theses, Dissertations and Capstones
Traditional direct water quality methodologies limit the ability to spatially and temporally predict algal blooms in lotic systems due to the size and characteristics of large river systems. Algal blooms potentially can be predicted by knowing the spatial and temporal patterns of change in cyanobacteria concentrations at large scales. Remote sensing studies investigating freshwater algal blooms, some known to secrete harmful toxins, are primarily conducted on lentic systems while large lotic systems are greatly ignored. In this study I developed a chlorophyll concentration estimation model for the Ohio River using a satellite remote sensing approach. Ground-truth water quality measures, including …

Theses, Dissertations and Capstones
Introduction: Harm reduction has been a movement for social justice built on a belief in, and respect for, the rights of people who use drugs. It has been defined as a set of practical strategies and ideas aimed at reducing negative consequences associated with drug use. The U.S. has been experiencing an opioid/heroin epidemic, with significant increases in overdose death among drug users with more than 72,000 Americans having died from drug overdoses in 2017.
Methodology: The methodology for this study was a literature review with a semi structured interview with Tina Rameriz of the Kanawha-Charleston Health Department …

Cybersurveillance Intrusions And An Evolving Katz Privacy Test, Margaret Hu
Scholarly Articles
To contextualize why a new approach to the Fourth Amendment is essential, this Article describes two emerging cybersurveillance tools. The first Cybersurveillance tool, Geofeedia, has been deployed by state and local law enforcement. Geofeedia uses a process known as "geofencing" to draw a virtual barrier around a particular geographic region, and then identifies and tracks public social media posts within that region for predictive policing purposes. The second tool, Future Attribute Screening Technology (FAST), is under development by the United States Department of Homeland Security (DHS). FAST is another predictive policing tool that analyzes physiological and behavioral signals with the …

Structuring Relief For Sex Offenders From Registration And Notification Requirements: Learning From Foreign Jurisdictions And From The Model Penal Code: Sentencing, Nora V. Demleitner
Scholarly Articles
This paper first discusses the scope of sex offender registration and notification under federal and state laws, and contrasts U.S. laws with those in other countries. Part III turns to the prevailing rationales for these laws and tests their empirical validity. It highlights the negative effect of registries and notification on criminal investigations, and the cost they impose on public coffers, public safety, and those labeled sex offenders. Part IV discusses a set of proposals to turn registries, which may serve a limited legitimate function, into more effective law enforcement tools while restricting public notification. This section outlines ex ante …

A Briefing: Promise & Programs In Rural Illinois, Norman Walzer, Rural Partners: The Voice Of Rural Illinois Connecting People And Communities With Resources
Reports, Whitepapers, Articles, and Other Publications
Population projections show that rural Illinois will face serious issues in the next decade and beyond, with population declines, shrinking young population cohorts, and increasing proportions of elderly that may retire and/or move out of Illinois, closing many small businesses that have provided essential services for many years. This may result in loss of tax revenues needed to support infrastructure, education, and other services important to maintaining local quality of life in some areas. Anticipating these changes and designing programs to take advantage of resources and opportunities now will help avert more serious issues in the future. For nearly three …
Labor Market Freedom And Economic Prosperity: How Does Missouri Compare?, Dean Stansel
Labor Market Freedom And Economic Prosperity: How Does Missouri Compare?, Dean Stansel
Center for Applied Economics
Government restrictions on workers and employers tend to have a dampening effect on their ability to thrive. There have been numerous studies of the relationship between state labor market restrictions and labor market outcomes (as well as economic outcomes in general). As theory would imply, that literature generally has found a positive relationship between labor market freedom and various measures of positive economic outcomes. After a discussion of the concept of economic freedom and how it is measured in labor markets, this paper briefly reviews that literature. It also provides a detailed examination of how Missouri compares to its neighboring …

Innovative Justice: Federal Reentry Drug Courts – How Should We Measure Success?, Timothy D. Degiusti
Duke Law Master of Judicial Studies Theses
In response to the drug abuse and addiction epidemic in the United States, innovative ways of dealing with non-violent drug offenders within the criminal justice system began to emerge in the late 1980s. Special court dockets – commonly referred to as drug courts – were developed featuring an interdisciplinary team of criminal justice and mental health professionals, led by a presiding judge. Drug courts and other problem-solving courts have proliferated within the state court system, numbering 3,057 by the end of 2014. The use of such courts is expanding among the states, but the federal courts have been slow to …

Juvenile Detention, Veronica Ortiz Moralez
Integrated Studies
The study aimed at identifying and evaluating the reasons for juvenile delinquency and detention. To attain this aim, secondary data has been used in a descriptive way. It is observed from the study that the lack of education along with financial issues influence juveniles to reflect offensive behavior and crime. The reasons also involve the lack of support from the parents as well as the inappropriate family environment. The improper school and community environment and bad company of friends may also cause juvenile delinquency, which results in detention. The personality and the psychology of the juvenile may also lead to …
