State of the Region Reports: Hampton Roads

[From the introductory material]

This is Old Dominion University’s 19th annual State of the Region report. While it represents the work of many people connected in various ways to the university, the report does not constitute an official viewpoint of Old Dominion, its president, John R. Broderick, the Board of Visitors, the Strome College of Business or the generous donors who support the activities of the Dragas Center for Economic Analysis and Policy.

The report maintains the goal of stimulating thought and discussion that will ultimately make Hampton Roads an even better place to live. We are proud of our …

Hearing The States, Anthony Johnstone Jan 2018

Hearing The States, Anthony Johnstone

Faculty Law Review Articles

The 2016 Presidential and Senate elections raise the possibility that a conservative, life-tenured Supreme Court will preside for years over a politically dynamic majority. This threatens to weaken the public's already fragile confidence in the Court. By lowering the political stakes of both national elections and its own decisions, federalism may enable the Court to defuse some of the most explosive controversies it hears. Federalism offers a second- best solution, even if neither conservatives nor liberals can impose a national political agenda. However, principled federalism arguments are tricky. They are structural, more prudential than legal or empirical. Regardless of ideology, …

Platform Law And The Brand Enterprise, Sonia K. Katyal, Leah Chan Grinvald Jan 2018

Platform Law And The Brand Enterprise, Sonia K. Katyal, Leah Chan Grinvald

Scholarly Works

The emergence of platforms has transformed the digital economy, reshaping and recasting online transactions within the service industry. This transformation, as many have argued, has created new and unimagined challenges for policymakers and regulators, as well as for traditional, offline companies. Most scholarship examining platforms discuss their impact on employment law or consumer protection. Yet trademark law, which is central to the success of the platform enterprise, has been mostly overlooked within these discussions. To address this gap, this article discusses the emergence of two central forms of platform entrepreneurship-the platform, or "macrobrand" and the platform service provider, or the …

Distributed Query-Aware Quantization For High-Dimensional Similarity Searches, Gheorghi Guzun, Guadalupe Canahuate Jan 2018

Distributed Query-Aware Quantization For High-Dimensional Similarity Searches, Gheorghi Guzun, Guadalupe Canahuate

Faculty Research, Scholarly, and Creative Activity

The concept of similarity is used as the basis for many data exploration and data mining tasks. Nearest Neighbor (NN) queries identify the most similar items, or in terms of distance the closest points to a query point. Similarity is traditionally characterized using a distance function between multi-dimensional feature vectors. However, when the data is high-dimensional, traditional distance functions fail to significantly distinguish between the closest and furthest points, as few dissimilar dimensions dominate the distance function. Localized similarity functions, i.e. functions that only consider dimensions close to the query, quantize each dimension independently and only compute similarity for the …

Two Case Studies Of Middle School Parents And Their Engagement With Schools Who Participate In Positive Behavior Support, Kathryn Work-Poggi Jan 2018

Two Case Studies Of Middle School Parents And Their Engagement With Schools Who Participate In Positive Behavior Support, Kathryn Work-Poggi

Graduate Theses, Dissertations, and Problem Reports (ETD)

Positive Behavior Support (PBS) promotes the importance of all staff, school locations, and instructional settings emulating and purposefully teaching the same targeted behavioral expectations. One way to achieve this is to decisively partner with parents and jointly teach positive behavioral conduct and cultivate consistent behavioral expectations across home and school. The purpose of this study was to determine degrees of parent involvement within the confines of a qualitative case study to assess the perceptual nuances that parents experience with their child's middle school using the PBS process. Six parents across two middle schools employing PBS voluntarily shared their perceptions of …

Assessment Of Melanistic Lesions In Smallmouth Bass ( Micropterus Dolomieu) Of The Chesapeake Bay, Usa, Kelsey T. Young

Graduate Theses, Dissertations, and Problem Reports (ETD)

Smallmouth bass (Micropterus dolomieu) are an important sportfish in the Susquehanna and Potomac River Basins of the Chesapeake Bay drainage. However, population declines in portions of the Susquehanna, fish kills and reports of visible abnormalities such as melanistic spots have raised concern among the public and resource managers. Although the etiology or risk factors associated with melanistic lesions are unknown, there is a propensity to attribute the abnormality to contaminants. Melanistic lesions of smallmouth bass were assessed using histopathology and gene expression analysis to evaluate the cellular and molecular changes compared to normal skin. The prevalence of melanistic …

Rethinking Interaction: Identity And Agency In The Performance Of “Interactive” Electronic Music, Jacob A. Kopcienski Jan 2018

Rethinking Interaction: Identity And Agency In The Performance Of “Interactive” Electronic Music, Jacob A. Kopcienski

Graduate Theses, Dissertations, and Problem Reports (ETD)

This document investigates interaction between human performers and various interactive technologies in the performance of interactive electronic and computer music. Specifically, it observes how the identity and agency of the interactive technology is experienced and perceived by the human performer. First, a close examination of George Lewis’ creation of and performance with his own historic interactive electronic and computer works reveals his disposition of interaction as improvisation. This disposition is contextualized within then contemporary social and political issues related to African American experimental musicians as well as an emerging culture of electronic and computer musicians concerned with interactivity. Second, an …

Blockchain For Trustful Collaborations Between Immigrants, Citizens And Governments, Chun-Wei Chiang Jan 2018

Blockchain For Trustful Collaborations Between Immigrants, Citizens And Governments, Chun-Wei Chiang

Graduate Theses, Dissertations, and Problem Reports (ETD)

Immigrants usually are pro-social towards their hometowns and try to improve them. However, the lack of trust in their government can drive immigrants to work individually. As a result, their pro-social activities are usually limited in impact and scope. Although blockchain technology have the potential to solve the trust issue, people are not familiar with the technology and they have no idea why it is trustworthy. Previous research showed that the adopting user interface properly can increase people's trust in technology. This paper studies the interface factors that ease collaborations between immigrants and their home governments. We specifically focus on …

Study On Electrolyte-Gated Graphene Nanoelectronic Biosensors For Biomarker Detection, Jianbo Sun Jan 2018

Study On Electrolyte-Gated Graphene Nanoelectronic Biosensors For Biomarker Detection, Jianbo Sun

Graduate Theses, Dissertations, and Problem Reports (ETD)

Biosensors are called upon to provide valuable benefits for human society in vital fields such as disease diagnosis, food inspection, environment monitoring, etc. Among the various biosensor architectures, the field effect transistor (FET) biosensors are promising as the next generation nanoelectronic biosensors, particularly attractive for point-of-care biomedical applications. The FET biosensors typically operate by measuring the conductance change of the semiconducting channel induced by the adsorption of the target biomolecules on it. The superior properties of graphene, including the unique electronic characteristics, facile functionalization and good biocompatibility, etc., make it an ideal building block for the FET biosensors. In this …

Health Nutrition and Exercise Science

It is increasingly well-known that chronic diseases are placing a burden on the United States, including the healthcare system. Considering chronic disease risk and quality of life (QOL) measures, improving lifestyle behaviors such as physical activity (PA) should be further explored. In particular, using a place-based approach such as the healthcare system to improve lifestyle behaviors is a strategy to explore. Lifestyle Medicine (LM) is an approach that uses behavior as therapy to treat conditions and is suggested as an approach for primary care. The purpose of study 1 was to explore potential differences in QOL of patients who were …

This essay builds upon existing theoretical work and outlines a unique, bilingual instructional model that involves adding an optional credit hour – …

The Innocence Movement And Misdemeanors, Jenny M. Roberts Jan 2018

The Innocence Movement And Misdemeanors, Jenny M. Roberts

Scholarly Articles in Law Reviews & Journals

In recent years, the Innocent Movement has begun to focus its attention on wrongful misdemeanor convictions as a systemic problem. This Article analyzes eighty-five documented misdemeanor exonerations and concludes that innocence has been demonstrated primarily in two ways: laboratory tests of alleged unlawful drugs that reveal “no controlled substance” despite the individual having pled guilty to misdemeanor drug possession; and police body camera or citizen videos that surface after a misdemeanor conviction to contradict the factual basis for that conviction. Strategic use of these relatively definitive methods of revealing wrongful misdemeanor convictions can call attention to the flaws in misdemeanor …

Court Capture, Jonas Anderson Jan 2018

Court Capture, Jonas Anderson

Scholarly Articles in Law Reviews & Journals

Capture — the notion that a federal agency can become controlled by the industry the agency is supposed to be regulating — is a fundamental concern for administrative law scholars. Surprisingly, however, no thorough treatment of how capture theory applies to the federal judiciary has been done. The few scholars who have attempted to apply the insights of capture theory to federal courts have generally concluded that the federal courts are insulated from capture concerns.

This Article challenges the notion that the federal courts cannot be captured. It makes two primary arguments. As an initial matter, this Article makes the …

The Economic Justice Imperative For Lawyers In Trump Country, Priya Baskaran Jan 2018

The Economic Justice Imperative For Lawyers In Trump Country, Priya Baskaran

Scholarly Articles in Law Reviews & Journals

This article serves as a call to action for rural law schools to meaningfully incorporate economic justice into transactional legal education, and in doing so, train much needed rural advocates, legal experts, and local leaders. Rural areas are continuously portrayed as “Trump Country” in today’s mainstream media coverage, which largely focuses on socio-cultural differences between urban and rural areas. Many rural scholars and activists are troubled by the “Trump Country” label as it masks the structural poverty issues that lead to housing insecurity, water insecurity, poor public health indicators, unemployment, underemployment, troubled public education systems, and environmental degradation impacting both …
