The Case For Effective Environmental Politics: Federalist Or Unitary State? Comparing The Cases Of Canada, The United States Of America, And The People’S Republic Of China, Justin Fisch Jun 2018

The Case For Effective Environmental Politics: Federalist Or Unitary State? Comparing The Cases Of Canada, The United States Of America, And The People’S Republic Of China, Justin Fisch

University of Michigan Journal of Law Reform

Federalism, by its nature, is a segmented system of governance. The Canadian and American constitutional orders are divided along very clear lines of jurisdictional authority between levels of government. Environmental issues, by their nature, are holistic in scope—they transcend borders, governments, jurisdictions, and authorities. For this reason, one might assume that a unitary state would be better positioned to tackle them. Is this justified? This Article examines the Chinese unitary state, in comparison to the federalist systems in Canada and the United States of America, to discern whether a unitary government can better manage issues plaguing the environment.

Assessment Of The Potential Of Proposed Stations Of The California High-Speed Rail As Major Hubs For Physical And Economic Development, Seitu Akira Coleman Jun 2018

Assessment Of The Potential Of Proposed Stations Of The California High-Speed Rail As Major Hubs For Physical And Economic Development, Seitu Akira Coleman

Master's Theses

This study investigated the potential for development of station catchment areas around the proposed California High-Speed Rail System. The study was prompted by a review of practices of Japanese railway company groups that engage not only in train operations, but also in business diversification and property development within the station areas of their lines. These actions allow the company groups to diversify their revenues streams, increase ridership on their lines, and operate as a whole with net profits. This is in contrast to transit agencies in the United States, which only focus on transporting passengers along their lines and do …

Informal Art Therapy Group Among Minority Seniors In Independent Living Communities, Jennifer Rodriguez Jun 2018

Informal Art Therapy Group Among Minority Seniors In Independent Living Communities, Jennifer Rodriguez

Electronic Theses, Projects, and Dissertations

The elderly population have developed some resistance toward accepting community-based social services. Such resistance could be detrimental to the well-being of low-income seniors by hindering their chance of accessing services intended for them in the first place. Art therapy is seen as a promising intervention against client resistance. This study evaluated the effectiveness of art therapy on reducing resistance to services among low-income seniors living in independent living communities. Through a pre-experimental design, this study analyzed administrative data for a sample of 37 participants from a social service agency in Southern California. Results from two non-parametric tests (WilcoxonSigned-Rank and Mann-Whitney-U) …

On Deeper Human Dimensions In Earth System Analysis And Modelling, Dieter Gerten, Martin Schönfeld, Bernhard Schauberger Jun 2018

On Deeper Human Dimensions In Earth System Analysis And Modelling, Dieter Gerten, Martin Schönfeld, Bernhard Schauberger

Philosophy Faculty Publications

While humanity is altering planet Earth at unprecedented magnitude and speed, representation of the cultural driving factors and their dynamics in models of the Earth system is limited. In this review and perspectives paper, we argue that more or less distinct environmental value sets can be assigned to religion – a deeply embedded feature of human cultures, here defined as collectively shared belief in something sacred. This assertion renders religious theories, practices and actors suitable for studying cultural facets of anthropogenic Earth system change, especially regarding deeper, non-materialistic motivations that ask about humans' self-understanding in the Anthropocene epoch. We sketch …

Topographic Maps: Image Processing And Path-Finding, Calin Washington Jun 2018

Topographic Maps: Image Processing And Path-Finding, Calin Washington

Master's Theses

Topographic maps are an invaluable tool for planning routes through unfamiliar terrain. However, accurately planning routes on topographic maps is a time- consuming and error-prone task. One factor is the difficulty of interpreting the map itself, which requires prior knowledge and practice. Another factor is the difficulty of making choices between possible routes that have different trade-offs between length and the terrain they traverse.

To alleviate these difficulties, this thesis presents a system to automate the process of finding routes on scanned images of topographic maps. The system allows users to select any two points on a topographic map and …

Lyle S. Hallman Social Work Faculty Publications

Community Treatment Orders (CTOs) have raised questions about coercion, lack of autonomy, and effectiveness in reducing hospitalizations and improving service users’ quality of life. This study examined the experiences of clients and clinicians when CTOs are used in combination with Assertive Community Treatment (ACT) in a recovery oriented approach. Eleven clients who were or had previously been on a CTO and eight ACT clinicians were interviewed. Although most clients had negative feelings about CTOs, some acknowledged their lives had improved. Clinicians reported that the decision to employ a CTO is sometimes debated within the team but they agreed that combining …

Dendroecology is the science that dates tree rings to their exact calendar year of formation to study processes that influence forest ecology (e.g., Speer 2010 [1], Amoroso et al., 2017 [2]). Reconstruction of past fire regimes is a core application of dendroecology, linking fire history to population dynamics and climate effects on tree growth and survivorship. Since the early 20th century when dendrochronologists recognized that tree rings retained fire scars (e.g., Figure 1), and hence a record of past fires, they have conducted studies worldwide to reconstruct [2] the historical range …

“It's The Amazon World”: Small-Scale Farmers On An Entrepreneurial Treadmill, Emily Mckee Jun 2018

“It's The Amazon World”: Small-Scale Farmers On An Entrepreneurial Treadmill, Emily Mckee

Faculty Articles, Papers, and Other Scholarship

From the vantage point of northern Illinois, this article considers how the availability of organic, heirloom, and other specialty foods through a wider variety of grocery stores and online venues is affecting local food systems. Farmers concerned about these new forms of competition develop coping strategies to woo customers, but many of these strategies demand new skill sets and drain farmers’ time and resources away from the fields. How sustainable are local food systems when small-scale farmers must be not only skilled producers, but marketing gurus, gregarious spokespeople, and public educators as well? More contextually grounded qualitative and mixed-methods research …

Jus Pro Bello: The Impact Of International Prosecutions On War Continuation, Marco Bocchese Jun 2018

Jus Pro Bello: The Impact Of International Prosecutions On War Continuation, Marco Bocchese

Washington International Law Journal

This Article investigates the political and military conditions under which national governments decide to invite judicial scrutiny from the International Crim-inal Court (“ICC”). The cross-case analysis of seven countries either examined or officially investigated by the ICC Prosecutor’s Office (“OTP”) lends support to the conclusion that governments solicit external judicial scrutiny due to two main independent variables: namely, a military’s inability to defeat a rebellion and a short-term preference for continuing war over negotiating its conclusion. This Article contends that the values placed on these variables combine to persuade national governments in conflict-ridden countries that, against predictions to the contrary, …

The Gardening States: Comparing State Repression Of Ethnic Minorities In The Soviet Union And Turkey, 1908-1945, Duco Heijs

Genocide Studies and Prevention: An International Journal

The concept of demographic engineering has been of great importance to the understanding of state violence towards ethnic minority groups. The application of this concept to understand the similarities and differences of repressive policies towards ethnic minorities in the Soviet Union and (Ottoman) Turkey, however, is so far lacking in the debate. This article tackles this issue by investigating the similarities and differences of the origin, formation, and implementation of state violence towards ethnic minority groups in the form of mass internal resettlement programs launched by these two regimes in the first half of the twentieth century. This comparative survey …

IAA Reports—Monograph Series of the Israel Antiquities Authority

This is the fourth volume of publications of the Bet She’an Archaeological Project, describing the large-scale IAA excavations at the site of Bet She’an–ancient Nysa-Scythopolis, during 1986–2002. This volume focuses on two significant assemblages of finds from the Hellenistic period recovered at the site of Tel Iẓṭabba: the stamped amphora handles and the sealings. The volume is introduced with a brief summary of excavations at Tel Iẓṭabba and an overview of the city’s history. Bet She’an V (IAA Reports 74) presents the full excavation report of the IAA excavations at Tel Iẓṭabba: the stratigraphy, architecture and finds.

How Does Developer Interaction Relate To Software Quality? An Examination Of Product Development Data, Subhajit Datta Jun 2018

How Does Developer Interaction Relate To Software Quality? An Examination Of Product Development Data, Subhajit Datta

Research Collection School Of Computing and Information Systems

Industrial software systems are being increasingly developed by large and distributed teams. Tools like collaborative development environments (CDE) are used to facilitate interaction between members of such teams, with the expectation that social factors around the interaction would facilitate team functioning. In this paper, we first identify typically social characteristics of interaction in a software development team: reachability, connection, association, and clustering. We then examine how these factors relate to the quality of software produced by a team, in terms of the number of defects, through an empirical study of 70+ teams, involving 900+ developers in total, spread across 30+ …

An Economic Analysis Of Disintermediation On Crowdfunding Platforms, Jianqing Chen, Ling Ge, Zhiling Guo Jun 2018

An Economic Analysis Of Disintermediation On Crowdfunding Platforms, Jianqing Chen, Ling Ge, Zhiling Guo

Research Collection School Of Computing and Information Systems

Prosocial crowdfunding platforms can work through direct peer-to-peer (P2P) lending or through intermediaries, incurring different costs to borrowers and lenders. This study investigates the incentives of lenders and borrowers’ and how they would choose between the two types of platforms. We model the intermediary as a profit maximizer who filters projects, provides high quality borrowers with access to the platform, and ensures repayment rate to lenders. Our initial findings suggest that the introduction of direct P2P lending platform enables the intermediary to reduce its interest rate and to raise its screening threshold on the intermediated platform. The P2P lending platform …

The purpose of this study was to examine gender differences across three types of spatial ability; namely, spatial perception, spatial visualization, and mental rotation in conjunction with working memory. The study utilized a causal-comparative research design involving group comparisons. In this design researchers collect data about variables that they have conceptualized to be in a causal relationship to each other, but there is no intervention as in experimental research. Participants in this study included approximately 200 students in second through eighth grades at one public school and one public charter school, all located in the same school district/county. Spatial ability …

Citizens Of The State, Maeve Glass Jun 2018

Citizens Of The State, Maeve Glass

University of Chicago Law Review

According to conventional wisdom, state citizenship emerged out of the localism of early America and gave way to national citizenship with the ratification of the Fourteenth Amendment. This Article offers a different account of state citizenship and, with it, new resources for analyzing the Constitution. It argues that far from a primordial category that receded into irrelevance, state citizenship provided a crucial strategic tool in America’s antislavery movement, as abolitionist lawyers used the label of state citizenship to build a coalition with white elites by reframing the issue of slavery from the rights of a black person to the sovereignty …

Predatory Value: Economies Of Dispossession And Disturbed Relationalities, Jodi A. Byrd, Alyosha Goldstein, Jodi Melamed, Chandan Reddy

English Faculty Research and Publications

This essay introduces and theorizes the central concerns of this special issue, “Economies of Dispossession: Indigeneity, Race, Capitalism.” Financialization, debt, and the accelerated concentration of wealth today work through social relations already configured and disposed by imperial conquest and racial capitalism. In the Americas broadly and the United States specifically, colonization and transatlantic slavery set in motion the dynamics and differential racialized valuations that continue to underwrite particular forms of subjection, property, commerce, and territoriality. The conception of economies of dispossession introduced in this essay draws attention to the overriding importance of rationalities of abstraction and commensurability for racial capitalism. …

Gains and losses in ecosystem service values (ESV) in coastal zones in Zhejiang Province during rapid urbanization were analyzed in terms of land-use changes. Decision-making on coastal development based on ESV estimation is significant for the sustainable utilization of coastal resource. In this study, coastal land-use changes in Zhejiang Province during rapid urbanization were discussed based on remote-sensing derived land-use maps created in the years 1990, 2000 and 2010. The ESV changes in coastal zones in Zhejiang Province from 1990 to 2010 were estimated by using the established ESV estimation model. The analysis results demonstrate the following: (1) with the …

Division In The Illinois Appellate Court: What Is The Appropriate Standard Of Review For Alleged Prosecutorial Misconduct During Closing Argument?, Ryan T. Harding

Northern Illinois University Law Review

The Illinois Appellate Court is divided on whether to apply de novo review or an abuse of discretion standard when evaluating alleged prosecutorial misconduct during closing argument. This article concludes that de novo review is the proper standard of review under current Illinois law. However, as a matter of policy, this article recommends that (1) abuse of discretion review should normally apply to the trial court's determination that a defendant was not substantially prejudiced by the State's closing argument; (2) de novo review should apply when the trial court's determination that a defendant was not substantially prejudiced turned on a …
