This dissertation asks why public assistance at the federal level in the United States has become significantly oriented towards the needs of older Americans since the New Deal era. It argues that in effect the United States has developed an old age welfare state – a “senior state,” in other words, which has sought primarily to protect the economic status of older Americans, and that the creation of this “senior state” represents the end-point of a long-term project by social reformers, organized labor, and old age advocacy organizations over the course of the second half of the 20th century to …

The search for a “raw art,” untouched by the corrupting effects of culture, led Jean Dubuffet and others to collect, under the heading Art Brut (Outsider art), art made by the mentally ill and otherwise disenfranchised, poor, uneducated, elderly, and/or physically disabled. Since Dubuffet’s codification of Art Brut around 1945, the Outsider has been identified by cultural isolation, mental distance and a requisite discovery by some cultural insider, paternal or exploitative. This discoverer - whether doctor, artist or collector - becomes a translator of sorts, instructing audiences through exhibitions as to how they should receive this work by marginalized artists. …

We have excellent reasons to take moral intuitions about the moral treatment of children seriously. In fact, this gives us excellent prima facie reason to believe in God as the best explanation of, say, the inherent dignity of people, including children. But when we look to the past, we see that often children have been horribly treated and not accorded worth. And today, still, there are lots of disturbing trends as to how they’re treated, which invariably reflect deficient worldviews. Christopher Serkin and Nelson Tebbe take an inductive and empirical approach to constitutional interpretation and elaboration. They ask whether attributes of the Constitution justify interpretive exceptionalism-that is, interpreting and elaborating the Constitution differently than other forms of law. They conclude that the characteristics of the Constitution they consider do not justify interpretive exceptionalism- at most, the "Constitution's principal distinguishing feature may be the fact that people think the Constitution is special- that it has a kind of mythological status." I base this paper primarily on my teaching of introductory international relations since 1979. Introductory international relations instructors need to give disability issues more attention. First, I look at participants in international relations: states and their leaders; global governance—particularly the Convention on the Rights of Persons with Disabilities; and transnational actors-particularly Disabled Peoples’ Organizations (DPOs). I then examine issues: rights, war and peace, and development. Second, I examine two approaches from the disability studies literature: disability as a deficit demographic category (based on a medical model), and disability as the basis for a social movement (based on a social model). …

How do stereotypes – as rhetorical, homogenising claims about the Self and Other – survive despite their users having personal experiences that contradict them? This article addresses this question by examining why the Christian and Muslim inhabitants of the Spanish enclave of Ceuta insist the ‘moro’ is a cunning, hostile antagonist, even when their interactions with Moroccans tend to be profitable, and even as ethnographers of mainland Spain report widespread revisions of the Moorish migrant’s negative image and the country’s Islamic past. The establishment of state-sponsored militia has raised concerns of human rights violations in non-international armed conflict in Indonesia. Most of the state-sponsored militia have been formed and tacitly supported by the Indonesian National Defense Forces (Tentara Nasional Indonesia) mostly based on the implementation of a concept called the Total People’s Defense and Security System (sistem pertahanan rakyat semesta-sishankamrata). The Total People’s Defense and Security System is the grand strategy adopted based on Indonesia’s experience during Indonesia’s physical revolution or armed struggle for independence (1945-1949) and recognized under the Second Amendment to the 1945 Constitution. This paper examines the importance of preserving plant biodiversity through the use of genetic seed vaults, and how effective global legal and regulatory plans aimed at such preservation are in comparison to approaches being undertaken in the United States. An example of such initiatives, the Svalbard Global Seed Vault in Norway, is meant to act as a global back up for other nation’s seed vaults. However, Norway’s laws do not allow for genetically modified organisms (“GMOs”) to be imported, including seeds from genetically modified plants. Hanford Nuclear Site: Remediating To A Standard Safe For All Or Some?, Dylane Jacobs

The cleanup of the Hanford Nuclear Site is one of the largest cleanups undertaken in the U.S. and is governed by many Federal and State environmental statutes. While CERCLA and the later SARA amendments should require the U.S. Department of Energy to clean up the site to a level acceptable for Native American tribes, thus far they have failed to do so. The U.S. Department of Energy can, and should, act to be more effective at remedying the injustices and cleanup of Hanford to the level needed for the historical use of the land.

Cuvier’s beaked whales (Ziphius cavirostris) have stranded in association with mid-frequency active sonar (MFAS) use, and though the causative mechanism linking these events remains unclear, it is believed to be behaviourally mediated. To determine whether MFAS use was associated with behavioural changes in this species, satellite tags were used to record the diving and movements of 16 Cuvier’s beaked whales for up to 88 days in a region of frequent MFAS training off the coast of Southern California. Tag data were combined with summarized records of concurrent bouts of high-power, surface-ship and mid-power, helicopter-deployed MFAS use, along with other potential …

The fiscal year (FY) 2017 National Defense Authorization Act, which includes a title to reform the Department of Defense (DoD) security cooperation, has far-reaching implications for U.S. defense interests in Africa. As the Chairman of the House Armed Services Committee notes, “the Department of Defense continues to place greater emphasis on security cooperation, to include building partner capacity.” The term “building partner capacity” (BPC) widens the focus of security cooperation as a whole-of-government effort, and makes clear congressional interest in treating security cooperation as a defense institution building endeavor. We experimentally test the qualitatively different equilibrium predictions of two theoretical models of attack and defense of a weakest-link network of targets. In such a network, the attacker’s objective is to successfully attack at least one target and the defender’s objective is to defend all targets. The models differ in how the conflict at each target is modeled — specifically, the lottery and auction contest success functions (CSFs). Consistent with equilibrium in the auction CSF model, attackers utilize a stochastic “guerrilla-warfare” strategy, which involves randomly attacking at most one target with a random level of force. The Army’s force posture is out of balance, with a greater percentage of troops stationed in the United States than at any time since the late 1940s. This has forced an over-reliance on lengthy, continuous rotational deployments to achieve deterrence and assurance in theaters such as northeast Asia and Europe. This finding is based on a 9-month study assessing the costs and benefits of rotational deployments and forward stationing. The analysis reveals that in terms of fiscal cost, training readiness, morale and family readiness, and diplomatic factors, the United States could likely achieve deterrence and assurance objectives more efficiently and …

This dissertation examines private gun ownership and its sociocultural and political implications in modern China from 1860 to 1949, a period characterized by foreign invasion, constant military conflicts, and political decentralization. During this period, foreign guns, along with their Chinese imitations, flooded society. In response to the social disorder, many Chinese civilians turned to this new class of weaponry for self-defense. While historians have understood the gun in China in terms of military modernization, this dissertation sets the privately-owned gun in its social and political context, and studies why Chinese civilians chose to arm themselves with guns and how governments …

Do Weapons Make Warfare? An Instrumental Variables Approach Towards Investigating The Relationship Between Small Arms Abundance, Civil Conflict Onset, And Civil Conflict Intensity, Gabriel S. Barrett

Political Science Honors Projects

Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year.
