Every year, the United States uses foreign aid as a foreign policy tool. The Arab Spring gave the United States an opportunity to achieve a historically difficult task in the Middle East: promoting and establishing democracy across the Middle East. This study examines United States foreign aid, primarily military and economic aid, and the success it has on the ruling governing bodies in Libya and Egypt. Does American foreign aid lead to stability of the recipient government? Next generation aircraft will incorporate more electrical power generation and storage for both a distributed electric propulsion system and onboard subsystems. The power generation in this type of aircraft will require orders of magnitude higher than today’s commercial aircrafts, thus producing many challenges. This thesis addresses the conflict of interpretation between Richard Rice’s model of God’s exhaustive knowledge of the future as a realm of possibilities and the generally accepted traditional model of God’s exhaustive definite knowledge of the future. In harmony with the traditional perspective, Richard Rice has affirmed God’s exhaustive knowledge of the past and the present. In March 2016, the International Criminal Tribunal for the Former Yugoslavia (ICTY) convicted former Bosnian Serb leader, Radovan Karadžic, of genocide and crimes against humanity. According to the Trial Chamber, the crimes were committed as part of four joint criminal enterprises in which Karadžic was a protagonist. The Article will specifically focus on the interpretation of genocide by the ICTY judges in this recent decision. Fungal pathogens represent a growing concern in human health, and the advancement of new therapeutic options is essential. The encapsulated basidiomycotic yeast Cryptococcus causes severe meningoencephalitis and cryptococcosis results in over 600,000 deaths a year. The prevalence of cryptococcal infection is increasing, driving the need for new and improved treatments. Scytovirin is a high mannose binding lectin from the cyanobacterium Scytonema varium. Originally pursued as an antiviral, herein is reported novel antifungal activity with detailed characterization of activity against Cryptococcus. This Article analyzes the domestic legal framework applicable to state-sponsored cybercrime. The Article describes several instances where state sovereigns perpetrated cybercrimes in the United States. It then outlines the legal framework that the US government utilizes to hold accountable those who perpetrate such crimes. This Article argues that the current legal framework does not have a deterrence effect on sovereign states engaged in such activity and that prosecutors who seek to apply the current framework against state sovereigns or who misattribute the source of such attacks could negatively impact US foreign policy. Civil society, the United Nations, and others are subjecting the conduct of hostilities to increasing scrutiny. But they often lack access to internal targeting data and therefore frequently render legal judgments based on the effects of attacks or assertions that particular weapons or methods of combat are inherently unlawful. This Article analyzes the historical development of key provisions of international humanitarian law (IHL) within the framework of two perennial legal debates--that between rules and standards and that between objective and subjective tests. Information, culture, and memory centers increasingly anchor urban redevelopment projects in historically marginalized communities challenged with contemporary social and economic disparities. This dissertation situated libraries, archives, and museums within a socio-cultural context and examined the role of cultural heritage institutions in gentrification. Librarians, archivists, curators, and community advocates in Detroit, Michigan shared their viewpoints and experiences of gentrification in a legacy city. Using a modified Delphi process, the e-Delphi panel explored the need for assessing policy, service delivery, and programming in a city of color at-risk to gentrification-induced displacement.

How to Make a Mudsparkler is a collection of lyrical narratives that address issues of masculinity and identity. These poems are threaded through with repeated themes— religion, place, and the nature of work—as they interrogate familial lineage with inventories of memory. The first section ruminates on family history as it is linked to formative memories. Section two continues these themes, but adds an exploration of adolescence and isolation. Finally, section three is the most immediate section as the speaker explores the fundamental questions of love, loss, and the nature of friendship.

The Woodland period was a time of changing settlement patterns, social structure, and technology. Increasing sedentism and social complexity begin during this period in the Savannah River valley and triangular bifaces enter the technological repertoire for the first time in the form of Yadkin bifaces. Yadkins are found exclusively in Middle Woodland contexts suggesting they played an important role in the changes occurring during this time. Heroes are not born; they’re made. This article examines the commonalities in the backgrounds of people who take heroic action on behalf of others to theorize the ways in which our society can encourage citizens to prepare themselves to act heroically. Period And Cohort Changes In Americans’ Support For Marijuana Legalization: Convergence And Divergence Across Social Groups, Philip Schwadel, Christopher G. Ellison

We cast fresh light on how and why Americans’ views on marijuana legalization shifted between 1973 and 2014. Results from age-period-cohort models show a strong negative effect of age and relatively high levels of support for legalization among baby boom cohorts. Despite the baby boom effect, the large increase in support for marijuana legalization is predominantly a broad, period-based change in the population. Additional analyses demonstrate that differences in support for legalization by education, region, and religion decline, that differences by political party increase, and that differences between whites and African Americans reverse direction. Double-cropping soybean (Glycine max L.) after a winter annual crop is common in Kentucky. The preceding winter annual crop may affect double-crop soybean yield in Kentucky. Producers and agronomists have reported greater double-crop soybean yields when preceded by winter canola (Brassica napus L.) rather than winter wheat (Triticum aestivum L.). Explanations for these yield differences remain unresolved. Having been honored by a request to contribute to a Symposium honoring my talented friend Alafair Burke, I composed this essay describing the various ways the criminal justice system has been depicted in English-language crime fiction. This survey, necessarily highly selective, considers portrayals penned by writers from Dickens to Tana French. Various dimensions of comparison include the authors’ apparent beliefs about the rule of law (from ridiculously idealistic to uncompromisingly cynical), the characters’ professional perspectives (private detective, police officer, prosecutor, defense lawyer, judge, victim, accused), and the protagonists’ status as institutional insiders or outsiders or occupants of the uncomfortable middle. …

A century ago and in the midst of American involvement in World War I, future Chief Justice Charles Evans Hughes delivered one of the most influential lectures on the Constitution in wartime. In it he uttered his famous axiom that “the power to wage war is the power to wage war successfully.” That statement continues to echo in modern jurisprudence, though the background and details of the lecture have not previously been explored in detail. Ionic liquids (ILs) were investigated for functionalization of activated carbon (AC) adsorbents for the filtration of warfare toxins. Preliminary steps were taken by testing absorption capacity of neat ILs and tethering ionic liquids to the surface of AC. AC is known to have good adsorption ability for warfare agents. Functionalizing the AC with ILs could enhance the capture ability significantly. ILs have been found to be good absorbents for a variety of gaseous species. The absorption selectivity and capacity can be tuned by changing the anion-cation pair. By tethering ILs to AC, the beneficial properties of gas absorption from ILs …
