This short Essay describes the circularity of support between the ICRC and the Pre-Trial Chambers of the ICC. Its successive sections describe the problematic potential of extending the substantive coverage of Common Article 3 to encompass members of the same armed group who commit criminal acts against one another.' In particular, the Revised Commentary fails to address the due process ramifications of an enlarged Common Article 3, even as the development of the text documented by the readily available negotiating record warrants an alternative understanding. For people around the world, "Broadway'' means the Broadway musical, the epitome of singing and dancing, glamor and dazzle. Although the Broadway musical is customarily perceived as the most distinctively U.S. theatre form - whose national and municipal identity is embedded in its name - it has circumnavigated the globe countless times. As the globalized cultural economy increasingly facilitates the worldwide circulation of multinational theatrical productions, Broadway-style musicals are being manufactured from Hamburg to Shanghai. They are no longer a specifically U.S. form, but a global brand that freely crosses borders, genres, and styles.

Dreaming As A Critical Discourse Of National Belonging: China Dream, American Dream And World Dream, William A. Callahan

This article explores the normative politics of national belonging through an analysis of the ‘China Dream’ and the ‘American Dream’. It traces how politicians and public intellectuals employ such slogans to highlight how national dreams emerge in times of crisis and involve a combination of aspirations and anxieties. It compares parallel rhetorical strategies – ‘patriotic worrying’ in China and the American Jeremiad in the US – to examine how belonging to these two nations involves a nostalgic longing for the past as a model for the future. Debates about the meaning of these national dreams highlight the tension between freedom …

Redefining Hybrid Warfare: Russia’S Non-Linear War Against The West, Tad A. Schnaufer Ii

The term hybrid warfare fails to properly describe Russian operations in Ukraine and elsewhere. Russia has undertaken unconventional techniques to build its influence and test the boundaries of a shaken international system. Notably, Russia’s actions in Ukraine display an evolved style of warfare that goes beyond its initial label of hybrid warfare. The term non-linear war (NLW) will be defined in this article to encompass Russia’s actions and allow policymakers the correct framework to discuss and respond to Russia. NLW plays to the advantage of countries like Russia and constitute the future of warfare.

When the Cold War abruptly ended, Latvia found it necessary to find a new place in the international community. Its smallness, weaknesses and sensitivities as well as historic experiences made the task urgent because it needed a protector and a broader community to belong to. Like a needle in a haystack, finding these would prove challenging, primarily because not many options existed. First, only one community, the Euro-Atlantic community, could satisfy Latvia’s willingness to escape Russia’s unwanted dominance. Second, as a small state, Latvia had little influence over international affairs.

In this work, we use player behavior during the closed beta test of the MMORPG ArcheAge as a proxy for an extreme situation: at the end of the closed beta test, all user data is deleted, and thus, the outcome (or penalty) of players' in-game behaviors in the last few days loses its meaning. We analyzed 270 million records of player behavior in the 4th closed beta test of ArcheAge. Our findings show that there are no apparent pandemic behavior changes, but some outlierswere more likely to exhibit anti-social behavior (e.g., player killing). We also found that contrary to the …

This Article addresses the use of autonomous weapons systems(“AWS”). This Article only concerns itself with AWS used for offensive purposes. That is distinct from defensive weapons systems, including Israel’s Iron Dome2 and U.S. missile defense systems.3 Similarly, this Article does not address use of AWS for purposes of neutralizing Improvised Explosive Devices (“IED”) or evacuating a wounded soldier.

‘Peace With A Capital P’: The Spectre Of Communism And Competing Notions Of ‘Peace’ In Britain, 1949–1960, N Barnett, E Smith

This article is concerned with different factions within the British peace movement during the 1950s and early 1960s, each of which gave the word ‘peace’ a different meaning. We argue that the movement was made up of several, often contradictory sections, and despite attempts by groups like the Peace Pledge Union to distance themselves from the communistcontrolled British Peace Committee, popular perceptions were tainted by association with communism until the mid-1950s. In the 21st century, our ability to quickly and decisively deliver combat forces and equipment is of the utmost importance in achieving our national security objectives. The swiftness and flexibility of the US Air Force’s mobility airlift fleet is the key to executing a rapid global mobility strategy. The operational effectiveness and efficiency of military air transportation relies on the expertise and intuition of Air Mobility Command’s (AMC) mobility planners. Working in coordination with the United States Transportation Command (USTRANSCOM) and geographic combatant commands (GCC), AMC is responsible for the tasking and tracking of almost 900 daily mobility sorties worldwide. …

The use of hacking tools by law enforcement to pursue criminal suspects who have anonymized their communications on the dark web presents a looming flashpoint between criminal procedure and international law. Criminal actors who use the dark web (for instance, to commit crimes or to evade authorities) obscure digital footprints left behind with third parties, rendering existing surveillance methods obsolete. In response, law enforcement has implemented hacking techniques that deploy surveillance software over the Internet to directly access and control criminals’ devices. The issue of the volatility of virtual machines is perhaps the most pressing concern in any digital investigation. Current digital forensics tools do not fully address the complexities of data recovery that are posed by virtual hard drives. It is necessary, for this reason, to explore ways to capture evidence other than those using current digital forensic methods. Anti-forensics, whether intentionally to disrupt investigations or simply an effort to make a computer system run better, is becoming of increasing concern to digital investigators. This work attempts to assess the problem of anti-forensics techniques commonly deployed in South Korea. Based on identified challenges, a method of signature-based anti-forensic trace detection is proposed for triage purposes that will assist investigators in quickly making decisions about the suspect digital devices before conducting a full investigation. Finally, a prototype anti-forensic trace detection system is given to demonstrate the practicality of the proposed method.

There have been non-combat losses of nuclear-powered warships during sea trials and peacetime patrol missions. Nuclear contamination is spreading from some of these sinking sites. It is also conceivable that combat losses of nuclear-powered warships could cause contamination of civilians, civilian objects and the natural environment. If such combat losses occur at sea, both belligerent and neutral States will have to deal with a difficult question: to what extent and by who can harm resulting from such contamination be compensated for payment of damages. Since their publication in the 1950s and the 1980s respectively, the Commentaries on the Geneva Conventions of 1949 and their Additional Protocols of 1977 have become a major reference for the application and interpretation of these treaties. The International Committee of the Red Cross (ICRC), together with a team of renowned experts, is currently updating these Commentaries in order to document developments and provide up-to-date interpretations. The work on the first updated Commentary, the Commentary on the First Geneva Convention relating to the protection of the wounded and sick in the armed forces, has already been finalized. For the citizens of Ireland and Great Britain, the second half of the twentieth century represents a period of great political struggle. The historical debate concerns the constitutional status of Northern Ireland; that is, whether the six northeastern most counties on the emerald isle belong to Ireland or to the United Kingdom. The late 1960s through the early 1990s is referred to commonly as “The Troubles,” a time rife with political struggle, violence, and reactionary laws aimed at restricting civil liberties in the name of security. ABSTRACT: BACKGROUND: Combat Gunshot Head Injury is an increasingly important issue with all its drawbacks on the health care system . OBJECTIVE: This study presents an evaluation of traumatic brain injury caused by gunshots and discusses possible predictive factors for the outcome of surgical intervention. PATIENTS AND METHOD: A prospective study performed at Al Shaheed Mohammed Al Majed hospital, Samarra, Saladin, Iraq consisted of 60 patients who underwent surgery for penetrating TBI over a 1 year period (2015 – 2016). This conversation between Peter McLaren and Petar Jandric´ brings about some of the most recent and deepest of McLaren’s insights into the relationship between revolutionary critical pedagogy and liberation theology, and outlines the main directions of development of McLaren’s thought during and after Pedagogy of Insurrection.
