This Article provides a framework for understanding the role of the President as the Administrator-in-Chief of the executive branch. Recent presidents, in the face of heated controversy and political division, have relied on executive action to advance their immigration policies. Which of these policies are legitimate, and which are vulnerable to challenge, will determine their legacy. This Article posits that the extent to which the President enhances the procedural legitimacy of agency actions strengthens the legacy of the policies when corifronted regarding their substance. For youth from marginalized communities, the pathway into the juvenile justice system occurs against a backdrop of disproportionately high levels of stress, complex trauma, and adverse childhood experiences. Despite overall reductions in the percentage of youth in confinement from recent state-level reforms, the lengths of stay for many youth often exceed evidence-based timelines, as well as a state’s own guidelines and criteria. This occurs despite a large and growing body of empirical research that documents the health status of system-involved youth and the association between incarceration during adolescence and the range of subsequent health and mental health outcomes in adulthood. …

Objective - This paper investigated the intellectual structure of the cited journals by science doctoral students in the University of Ibadan, Nigeria through field-mapping mechanism namely co-citation analysis. The study also explored the relationship and its strength between the science disciplines in terms of journals that were co-referenced through bibliographic coupling analysis. The deployment of bibliographic coupling techniques with co-citation analysis was adopted to model the pattern of scientific communications among scientists and scholarly journals.

The main objective of this study was to investigate nurses’ use of research information in their clinical practice at the University Teaching Hospital in Lusaka, Zambia. A case study that utilised both qualitative and quantitative methods of data collection was adopted. Data was collected using a questionnaire in 2015. Quantitative data was analysed using SPSS and qualitative data was analysed thematically. A purposive sample of 60 practicing nurses was used, 57 questionnaires were returned, giving a response rate of 95%. 54% of the nurses indicated that they used research information in their clinical practice. 12.28% of the nurses used research …

The study consist of 371 citations which have been appeared in two volumes i.e., 8 issues of International Journal of Library and Information Studies during the years 2014 and 2015. The distribution pattern of citation by type of documents i.e. journals are heavily cited (43.54%). It was observed that books fell in the next order (11.74%) followed by conference proceedings, reports, symposia papers representing 28.42 percent of the total which occupy an important place in usage. The average number of citations per thesis was 125.18.

Nigerian literature has focused more on the general concept of e-resources without dedicated attention to e-books. This work takes a critical look at the challenges related to e-books collection and management in Nigerian universities. The study was conducted among six federal universities in Nigeria; one from each geo-political zone of the federation. A survey research design was utilized to carry out the study with structured interview conducted for system librarians of the six university libraries. While there is proliferation of e-books in the libraries, absence of local titles, budgeting, consortium and awareness of DRM issues remain obvious challenges.

This paper also surveys the trademarks and copyrights held by Charlotte Mecklenburg Library, located in Charlotte, North Carolina. A quantitative study of the libraries of 7 Technical Universities (TUs) of Ghana was conducted to evaluate information literacy programmes at such universities in Ghana. The study employed a descriptive survey research strategy. A sample of 7 librarians out of the 8 TU libraries in Ghana was collected using purposive sampling. Under traditional agency law doctrine, employees are agents of their employers and owe an agent’s concomitant fiduciary duties. Employers, in turn, are merely principals and have no corresponding fiduciary duties. A new wave of thinking has unsettled this approach by concluding that only high-level employees have fiduciary responsibilities to their employers. Taking this controversy as a starting point, this Article reconceives the employment relationship as a mutual fiduciary relationship in which both employers and employees are fiduciaries of one another.
