Background and Aims: The Western Antarctic Peninsula is one of the most rapidly warming regions on Earth, and many biotic communities inhabiting this dynamic region are responding to these well-documented climatic shifts. Yet some of the most prevalent organisms of terrestrial Antarctica, the mosses, and their responses to warming have been relatively overlooked and understudied. In this research, the impacts of 6 years of passive warming were investigated using open top chambers (OTCs), on moss communities of Fildes Peninsula, King George Island, Antarctica.

Lawsuits against the government form a part of the regular functioning of legal systems in democratic countries, and responding to such lawsuits an unavoidable part of governance. However, in the context of authoritarian regimes, administrative litigation has been viewed as a distinctively valuable institution for promoting the rule of law and individual rights. Moreover, the judiciary is portrayed as the keystone to this institution and to the rule of law in general: the more powerful and competent is the judiciary, the more it is able to “constrain government” through judicial review. Environmentalists generally favor compact, walkable development, because development that reduces automobile use may reduce automobile-related pollution. Defenders of suburban sprawl argue, however, that compact development may actually increase pollution in a variety of ways. This article criticizes the latter argument.,

Metroscape went inside the numbers from the 2016 general election. We examined Oregon’s new "motor voter" law to see if it affected turnout and to better understand the new voters added to the rolls in the ‘Beaver State.’ We looked at voter turnout and election results in Clackamas, Columbia, Multnomah, Washington, and Yamhill counties in Oregon and Clark and Skamania counties in Washington to answer several questions about the 2016 General Election.

Catalina Island, located off the coast of Southern California, has been a tourist destination for over 100 years and continues to draw large numbers of visitors. This study seeks to determine the attitudes of permanent residents of Catalina Island toward past, current, and future development and tourism on the island. Local communities of destination areas are often excluded from having input toward tourism development which affects their daily lives. This thesis examines Catalina Island residents’ personal accounts concerning their opinions about tourism, current and future tourism plans, and community involvement. STEAM, an acronym for Science, Technology, Engineering, Arts and Mathematics, is an approach to teaching that integrates these subjects together for deeper inquiry and innovation. I surveyed teachers prior to the region 1 STEAM conference in January 2017 and after to determine if they intended to change their teaching practices to integrate what they learned at the conference. Follow-up interviews were conducted to clarify survey results. Research suggests that professional development is a key component to changing teacher practices. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. Ticks are the most important vector of many infectious diseases in the United States. Understanding the nature of the relationship between Rickettsia endosymbiont Ixodes pacificus (REIP) and Exudes pacificus will help develop strategies for the control of tick-borne diseases, such as Lyme disease, and Rocky Mountain spotted fever. Folate, also known as vitamin B9, is a necessary vitamin for tick survival, and plays a central role in one-carbon metabolism in cells. Literature on gentrification has historically focused on larger societal and economic movements, but little has been studied about the role planned green space and gardens play in the spatial transformation of the urban environment. Humboldt County which was a white, working class economy, has recently seen a growing Latino migrant population, doubling from 6% in the year 2000, to nearly 12% in 2016. [Census 2016] Many of these migrants are undocumented and their command of and comfort with using English ranges from fluent to nearly nothing. Women and children from this population may especially be affected by local policy and systems, due to gender and age disparities. There are multiple vulnerabilities that increase an individual’s susceptibility to sex trafficking. These vulnerabilities include; poverty, fragile family or social circle, drug addiction, homelessness and previous physical or sexual abuse. Sex trafficking is considered by many scholars as modern-day slavery and is associated with horrific human rights violations. This is an ethnographic study, conducted to better understand which methods are most effective to minimize the impact of these vulnerabilities to sex trafficking. This study is based on a content analysis of 85 “Anonymous Official” YouTube videos posted online between January 2012 and July 2016. Anonymous is an amorphous hacktivist collective that challenges corporate media and threaten to expose political corruption and civil rights abuses in the United States and abroad. I organized the data around the Snow and Benford (1988, 2000) diagnostic, prognostic and motivational social movement framing concepts, and further analyzed the messages considering variations in adherence to anarchist conceptualizations of the State. In 1954, the Supreme Court voted to end segregation in American public schools. However, this landmark decision did not end racism, discrimination, and inequality. Students of color continue to be invisible across the curriculum. This study is a qualitative teacher action research. The purpose of the study was to assess school personnel perceptions and attitudes toward multicultural education in a rural northern California district, and how the implementation of multicultural literature changes perceptions and attitudes in fourth grade students. Orchestras across the United States have always struggled to maintain balanced budgets as nonprofits dependent on philanthropists and public funds. Consequently, it is normal for orchestra musicians to struggle with job insecurity and financial uncertainty to some degree. While the industry is no stranger to labor disputes, the last decade marked a notable shift in the character of labor negotiations that caused an unprecedented trend of lockouts – the refusal of employees to the workplace until a contract is reached. Limited research has been conducted on the health-related physical fitness level of rural firefighters on the northern coast of California. The geographic isolation of rural firefighters creates unique challenges, including staffing shortages placing individual firefighters under unusual physiological stress.

Microgrids are being investigated across the U.S. as a solution to support greater reliability, resiliency, and security of electricity supply. This thesis evaluates the potential of developing technically feasible and economically viable microgrids for selected customer categories in California.
Customer categories selected for this study are deemed suitable for microgrid applications by previous studies. For a customer to be technically suitable for microgrid adoption, this study defined a minimum energy requirement threshold. In the United States, from the 1960s through the 1970s, nearly a million Americans left urban areas to establish themselves in rural environments; this exodus is now known as the back-to-the-land movement. Nestled in the mountains of Northern California, along a capricious river, and surrounded by natural beauty, the Mattole Valley became home to many of these back-to-the-land immigrants. Seasoned in the social and cultural movements of Berkeley and San Francisco during the 1960s, the “new settlers” transformed the social and environmental landscape of southern Humboldt County as they integrated into rural communities. In inclusive classrooms, the framework of Universal Design for Learning (UDL) presents a viable schema to inform instructional materials, lesson design, and teaching practices to meet the needs of diverse groups of learners. UDL principles and guidelines emphasize using multiple means of representation, action, and engagement to employ different learning networks and address the multitude of learners in the classroom, with the hopeful outcome of benefiting all students. “Compassionate migration” carries social significance and implies moral criteria. This practical notion should provide means to review, envision, and develop laws, policies, and practices for how we engage noncitizens and build political community within wider human relations. Yet “compassion” is an elastic concept; competing discourses and practices reveal conflicting meanings, assumptions, and orientations. “Compassionate migration” needs criteria upon which its “compassion” is evaluated, including how this notion evolves and what practical results it inspires—such as social cohesion, immigrant integration, strengthened community, and societal transformation. With copyright law in the United States lying primarily in the realm of federal law, the laws of the U.S. states concerning copyright do not typically attract significant attention from scholars, practitioners, and policy makers. Some recent events have drawn attention to state copyright laws – for example, litigation against a satellite radio provider for infringement of state common-law public performance rights in pre-1972 sound recordings. However, in general, state copyright laws remain largely in the shadow of federal copyright law, and state law is typically not viewed as a particularly useful vehicle for pursuing the policies that copyright law …

The Indian Child Welfare Act (ICWA) is under fire from people who argue that it interferes with adoptions and violates the constitution by doing so. The current crop of lawsuits is an outgrowth of a 2012 case in which the Supreme Court heard its second-ever challenge to the law. While the Court sidestepped the most far-reaching anti-ICWA arguments, the majority opinion evidenced a deep skepticism about the law. This skepticism led the Court to narrow the law’s application so that it didn’t apply to the family involved, and it seemed to invite further challenges to the law.

The forces of collective bargaining reform in the 78th Nevada Legislative Session primarily set about to: (1) make it easier for employees not to pay anything to the unions that are required to represent them in negotiations and grievance handling and (2) eliminate the kinds of agreements and practices that purportedly have caused financial turmoil to the state as it emerges from the depths of the Great Recession. On January 4, 2016, over 112 women lawyers, law professors, and former judges told the world that they had had an abortion. In a daring amicus brief that captured national media attention, the women “came out” to their clients; to the lawyers with or against whom they practice; to the judges before whom they appear; and to the Justices of the Supreme Court.
The past three years have seen an explosion of such “voices briefs,” 16 in Obergefell and 17 in Whole Woman’s Health. The briefs can be powerful, but their use is controversial. They tell the stories of non-parties—strangers …

Arbitration between insurers and reinsurers – those who insure insurance companies – should logically run as smoothly as any arbitration process. Like the traditional commercial arbitration that drove enactment of the Federal Arbitration Act, reinsurance arbitration involves experienced actors in a confined industry in which the parties should be constructively aware of the rules, norms, customs and practices of the industry. But in spite of this, reinsurance arbitration experiences consistent problems of which the participants complain. Transformative? Integrative? Troublesome? Undergraduate Student Reflections On Information Literacy Threshold Concepts, Rachel E. Scott
Communications in Information Literacy
In this exploratory study the authors ask students enrolled in a credit-bearing undergraduate research methods course to rank and evaluate the troublesome, transformative, and integrative nature of the six frames currently comprising the Framework for Information Literacy for Higher Education. The results indicate that students have valid insights into threshold concept-based instruction, but may confuse the application with the theory. If practitioners are to embrace not only the frames, but also the spirit of the Framework, we must directly involve students in our teaching and research practices.
