Neighbors Link's Parent-Child Together Program: Supporting Immigrant Parents' Integration To Promote School Readiness Among Their Emergent Bilingual Children, Carola Otero Bracco, Judie Eisenberg
Journal of Multilingual Education Research
The authors of this article describe Neighbors Link, a multi-service community and worker center in suburban Westchester County, NY. This organization created Parent-Child Together in the belief that supporting immigrant parents' integration and social inclusion, in activities that also engage long-term community residents, would improve school readiness outcomes for preschool children. A key assumption in the program design is that immigrant parents are best supported when teaching respects their home language and incorporates their home culture and customs. Among the program's positive results has been greater acceptance of the assets and strengths that immigrants bring to the community. The …

Maine's Foreclosure Mediation Program: What Should Constitute A Good Faith Effort To Mediate?, Jesse D. Stewart

The collapse of the housing bubble and subsequent financial downturn of 2008 unleashed a flood of foreclosure filings in the Maine courts, threatening the fundamental aspiration of homeownership for many Maine residents. This Comment examines the significant steps Maine has taken to address increased foreclosure filings through the implementation of a foreclosure mediation program and offers concrete suggestions to further improve the program.

Not Losing The Forest For The Trees: Distinguishing Conservation Transfer Fees From Other Private Transfer Fees, Frank C. Aiello

Private transfer fee covenants against real property are increasingly under fire from Congress, federal regulators, and state legislatures. This fire has been fueled by strong advocacy from the National Association of Realtors. It will only be a matter of time before private transfer fees will also be challenged in state courts as not meeting the common law requirements for a servitude. As these bodies take aim at the private transfer fee, they literally must not lose sight of the forest for the trees. Slavic Village Development, Inc., the nonprofit community development corporation in the Slavic Village neighborhood of Cleveland, engaged the Center for Community Planning and Development at Cleveland State University to assist with a revitalization strategy for Fleet Avenue. The study team was charged to work with SVD leaders and the neighborhood’s City Councilman, Tony Brancatelli, to evaluate market opportunities for food production businesses and local retail, and to develop an overall parcel-by-parcel strategy for commercial rehabilitation, and new commercial and housing infill on the street.

Business lawyers in the United States find little in the way of robust, tailored guidance in most applicable bodies of rules governing their professional conduct. The relative lack of professional responsibility and ethics guidance for these lawyers is particularly troubling in light of two formidable challenges in business law: legal change and complexity. Change and complexity arise from exciting developments in the industry that invite — even entice — the participation of business lawyers.
This essay offers current examples from three different areas of business law practice that involve change and complexity. They are labeled: “Alternative Entities,” “Alternative Finance,” and …

This Article, which is entitled "Tradition, Innovation, and New Beginnings: Celebrating the History of the Dickinson Law Review" is the Foreword to Volume 122(1) of the Dickinson Law Review. It includes information about the history of Penn State Dickinson Law and its law review that will help current and future students at Penn State Dickinson Law, readers, alumni, and friends of the law school understand why that title was an appropriate one.

Dignity, Inequality, And Stereotypes, Luke A. Boso
Washington Law Review
In Obergefell v. Hodges, the Supreme Court held that same-sex marriage bans violate the Equal Protection Clause for two primary reasons. First, they subordinate; they send the message that lesbians and gays are inferior to heterosexuals. Second, they unequally deny lesbian and gay individuals the liberty to make fundamental decisions about identity and self. These two conjoined themes—anti-group subordination and pro-individual liberty—comprise the two pillars of “equal dignity” that anchor Obergefell’s holding. This Article proposes that these pillars also support the Court’s anti-stereotyping jurisprudence, and equal dignity is thus one important aspect of what the Equal Protection Clause …
