On Normative Effects Of Immigration Law, Emily Ryo
On Normative Effects Of Immigration Law, Emily Ryo
Faculty Scholarship
Can laws shape and mold our attitudes, values, and social norms, and if so, how do immigration laws affect our attitudes or views toward minority groups? I explore these questions through a randomized laboratory experiment that examines whether and to what extent short-term exposures to anti-immigration and pro-immigration laws affect people's implicit and explicit attitudes toward Latinos. My analysis shows that exposure to an anti-immigration law is associated with increased perceptions among study participants that Latinos are unintelligent and law-breaking. In contrast, Ifind no evidence that exposure to pro-immigration laws promotes positive attitudes toward Latinos. Taken together, these results suggest …
N.C. Medicaid Reform: A Bipartisan Path Forward, Barak D. Richman, Allison Rice
N.C. Medicaid Reform: A Bipartisan Path Forward, Barak D. Richman, Allison Rice
Faculty Scholarship
The North Carolina Medicaid program currently constitutes 32% of the state budget and provides insurance coverage to 18% of the state’s population. At the same time, 13% of North Carolinians remain uninsured, and even among the insured, significant health disparities persist across income, geography, education, and race.
The Duke University Bass Connections Medicaid Reform project gathered to consider how North Carolina could use its limited Medicaid dollars more effectively to reduce the incidence of poor health, improve access to healthcare, and reduce budgetary pressures on the state’s taxpayers.
This report is submitted to North Carolina’s policymakers and citizens. It assesses …

Natural Resource, Regional Growth, And Human Capital Accumulation, Na Zuo
Natural Resource, Regional Growth, And Human Capital Accumulation, Na Zuo
Theses and Dissertations--Agricultural Economics
The dissertation research will comprise three essays on the topic of the resource curse hypothesis and its mechanisms. The phenomenon of low economic growth in resource-rich regions is recognized as the “resource curse”. These essays will contribute to an understanding of the regional resource-growth relation within a nation.
Essay one tests the resource curse hypothesis at the U.S. state level. With a system of equations model, I decompose the overall resource effect to account for the two leading explanations — crowding-out and institution effects, thus investigate whether the institutions mediate the crowding-out effects. I did not find evidence of an …
The American Death Penalty Decline, Brandon L. Garrett, Alexander Jakubow, Ankur Desai
The American Death Penalty Decline, Brandon L. Garrett, Alexander Jakubow, Ankur Desai
Journal of Criminal Law and Criminology
American death sentences have both declined and become concentrated in a small group of counties. In his dissenting opinion in Glossip v. Gross in 2014, Justice Stephen Breyer highlighted how from 2004 to 2006, “just 29 counties (fewer than 1% of counties in the country) accounted for approximately half of all death sentences imposed nationwide.” That decline has become more dramatic. In 2015, fifty-one defendants were sentenced to death in thirty-eight counties. In 2016, thirty-one defendants were sentenced to death in twenty-eight counties. In the mid-1990s, by way of contrast, over 300 people were sentenced to death in as many …

A Culture That Is Hard To Defend: Extralegal Factors In Federal Death Penalty Cases, Jon B. Gould, Kenneth S. Leon
A Culture That Is Hard To Defend: Extralegal Factors In Federal Death Penalty Cases, Jon B. Gould, Kenneth S. Leon
Journal of Criminal Law and Criminology
Empirical research has exposed a troubling pattern of capital punishment in the United States, with extralegal factors such as race, class, and gender strongly correlated with the probability of a death sentence. Capital sentencing also shows significant geographic disparities, although existing research tends to be more descriptive than explanatory. This study offers an alternative conception of local legal culture to explain place-based variation in the outcomes of federal capital trials, accounting for the level of attorney time and expert resources granted by the federal courts to defend against a death sentence. Using frequentist and Bayesian methods—supplemented with expert interviews—we empirically …
Satellite Microwave Assessment Of Northern Hemisphere Lake Ice Phenology From 2002 To 2015, Jinyang Du, John S. Kimball, Claude Duguay, Youngwook Kim, Jennifer D. Watts
Satellite Microwave Assessment Of Northern Hemisphere Lake Ice Phenology From 2002 To 2015, Jinyang Du, John S. Kimball, Claude Duguay, Youngwook Kim, Jennifer D. Watts
Numerical Terradynamic Simulation Group Publications
A new automated method enabling consistent satellite assessment of seasonal lake ice phenology at 5 km resolution was developed for all lake pixels (water coverage ≥ 90 %) in the Northern Hemisphere using 36.5 GHz H-polarized brightness temperature (Tb) observations from the Advanced Microwave Scanning Radiometer for EOS and Advanced Microwave Scanning Radiometer 2 (AMSR-E/2) sensors. The lake phenology metrics include seasonal timing and duration of annual ice cover. A moving t test (MTT) algorithm allows for automated lake ice retrievals with daily temporal fidelity and 5 km resolution gridding. The resulting ice phenology record shows strong …

Institutional digital repositories provide open access to research outputs created within a university or research institution. Many institutions currently support open access by paying article processing charges (APC) for their affiliated faculty and researchers. The University of Nebraska at Omaha (UNO) Libraries started the Open Access (OA) Fund program in 2014 to help cover the APC of tenure-track UNO authors. The fundamental goals of the UNO OA Fund is to include and encourage the UNO community to publish their research in an OA journal and platform, DigitalCommons@UNO (http://digitalcommons.unomaha.edu/). This poster focuses on sharing the OA Fund management and its implementation …

The Federal Housing Administration And African-American Homeownership, David Reiss
The Federal Housing Administration And African-American Homeownership, David Reiss
Cornell Law Faculty Publications
The United States Federal Housing Administration (“FHA”) has been a versatile tool of government since it was created during the Great Depression. It achieved success with some of its goals and had a terrible record with others. Its impact on African-American households falls, in many ways, into the latter category. The FHA began redlining African-American communities at its very beginning. Its later days have been marred by high default and foreclosure rates in those same communities.
At the same time, the FHA’s overall impact on the housing market has been immense. Over its lifetime, it has insured more than 40 …
A Spatial Analysis Of Climate Change Effects On Maize Productivity In Kenya, Dan Wanyama
A Spatial Analysis Of Climate Change Effects On Maize Productivity In Kenya, Dan Wanyama
Theses
Climate change has intensified the risk of catastrophic natural disasters all over the world. Though impacts of the change are global, developing countries are more at risk. Although agriculture remains the backbone of Kenya’s economy, the sector’s dependence on natural resources increases its vulnerability to the aggravating impacts of climate change and variability. Climate system variations that impact staple food crops like maize (Zea mays) ultimately threaten the food security of the nation. This study examined environmental factors affecting maize productivity through regression analysis. A GIS suitability model for maize was also developed to identify Kenya’s different levels of suitability …
Exploiting Alignments In Linked Data For Compression And Query Answering, Amit Krishna Joshi
Exploiting Alignments In Linked Data For Compression And Query Answering, Amit Krishna Joshi
Browse all Theses and Dissertations
Linked data has experienced accelerated growth in recent years due to its interlinking ability across disparate sources, made possible via machine-processable RDF data. Today, a large number of organizations, including governments and news providers, publish data in RDF format, inviting developers to build useful applications through reuse and integration of structured data. This has led to tremendous increase in the amount of RDF data on the web. Although the growth of RDF data can be viewed as a positive sign for semantic web initiatives, it causes performance bottlenecks for RDF data management systems that store and provide access to data. …

The Analysis Of Contact-Era Settlements In Clay, Lowndes, And Oktibbeha Counties In Northeast Mississippi, Emily Lee Clark
Electronic Theses and Dissertations
The goal of this project is to compare the spatial distribution of sites across Clay, Lowndes, and Oktibbeha counties between the Mississippi and Early Historic periods using site files from the Mississippi Department of Archives and History. Using Geographic Information Systems (GIS), sites were mapped chronologically to examine change through time to investigate how people reacted to European contact and colonization. Site locations and clusters also were used to evaluate possible locations of the polities of Chicaza, Chakchiuma, and Alimamu discussed in the De Soto chronicles. Sites in Clay, Lowndes, and Oktibbeha counties were chosen due to the existence of …

Kiobel And Extraterritoriality: Here, (Not) There, (Not Even) Everywhere, Edward T. Swaine
GW Law Faculty Publications & Other Works
The Supreme Court’s decision in Kiobel v. Royal Dutch Petroleum Co. was relentlessly, and unexpectedly, local in character. Notwithstanding the global outlook suggested by the Alien Tort Statute (ATS), which governs civil actions by “an alien” for torts contrary to “the law of nations or a treaty of the United States,” the Court invoked the presumption against extraterritoriality to limit the statute’s reach.
This Article puts a heavy emphasis on territoriality —not, it should be stressed, as a matter of normative preference, but purely as a reflection of the Court’s recent cases. It is accordingly inconsistent with some of the …

The Effects Of Improved Water And Sanitation Access On Under Five Child Diarrhea In Peru, April Ballard
Theses and Dissertations--Public Health (M.P.H. & Dr.P.H.)
Significance: Diseases related to poor or lack of access to clean water, sanitation, and hygiene negatively impact health, education, and development worldwide and cause millions of deaths in children each year. Health outcomes associated with lack of access to clean water and sanitation are under-evaluated.
Aim: To assess the effect of improved water and sanitation infrastructure development on child morbidity in Peru by investigating diarrhea in children under five years of age.
Methods: The child, family, and household data from the Peruvian Demographic and Health Surveys (DHS) were used to evaluate the association between access to water …

Do Numbers Matter? Comparing Single Homicide Followed By Suicide And Multiple Homicide Followed By Suicide Using The National Violent Death Reporting System, 2003-2012, Courtney Blondino
Theses and Dissertations--Public Health (M.P.H. & Dr.P.H.)
Introduction
Homicide-followed-by-suicide or homicide-suicides were examined to understand the dynamics of acting outwardly and inwardly violent in a single incident. The purpose of this study was to identify if specific circumstances had an association with the number of victims per homicidesuicide incident. This study addresses an important public health issue by encouraging an accurate viewpoint of homicide-suicide in order to properly program prevention efforts.
Methods
Using the restricted access data (RAD) from 17 National Violent Death Reporting System (NVDRS) states, we characterized 1904 homicide-suicide incidents through qualitative and quantitative analysis based on victim and suspect demographic information, method of injury, …
Scientific Transformations: A Philosophical And Historical Analysis Of Cosmology From Copernicus To Newton, Manuel-Albert Castillo
Scientific Transformations: A Philosophical And Historical Analysis Of Cosmology From Copernicus To Newton, Manuel-Albert Castillo
Electronic Theses and Dissertations
The purpose of this thesis is to show a transformation around the scientific revolution from the sixteenth to seventeenth centuries against a Whig approach in which it still lingers in the history of science. I find the transformations of modern science through the cosmological models of Nicholas Copernicus, Johannes Kepler, Galileo Galilei and Isaac Newton. Since of the enormous content, I shall only pay particular attention to Copernicus and Newton in which the emerging sciences transformed the cosmos on what Alexandre Koyré calls from a "closed world to infinite universe". As an interdisciplinary approach, I used the methods and inquiries …
Cafeteria Culture: An Anthropological Approach To Lunchtime In A Central Florida Elementary School, Emily Herrington
Cafeteria Culture: An Anthropological Approach To Lunchtime In A Central Florida Elementary School, Emily Herrington
Electronic Theses and Dissertations
Public school cafeterias are used by nearly 51 million children (ages 4-17) in the United States every day. With over 40% of the approximately 73 million children (ages 0-17) participating in the National School Lunch Program (NSLP), public school lunches carry resounding nutritional, social, and educational significance for their consumers. This fact, coupled with frequent media attention to school lunch food, notwithstanding, a notable lack of social scientific engagement with both students' perspectives and NSLP operators persists. Divided into two studies, this research utilizes ethnographic methods to explore students' lunchtime experiences within a Central Florida public elementary school cafeteria. Both …

Previous studies have documented links between sub-clinical narcissism and the active pursuit of short-term mating strategies (e.g., unrestricted sociosexuality, marital infidelity, mate poaching). Nearly all of these investigations have relied solely on samples from Western cultures. In the current study, responses from a cross-cultural survey of 30,470 people across 53 nations spanning 11 world regions (North America, Central/South America, Northern Europe, Western Europe, Eastern Europe, Southern Europe, Middle East, Africa, Oceania, Southeast Asia, and East Asia) were used to evaluate whether narcissism (as measured by the Narcissistic Personality Inventory; NPI) was universally associated with short-term mating. Results revealed narcissism scores …

Background. Hispanics diagnosed with cutaneous melanoma are more likely to present at advanced stages but the reasons for this are unknown. We identify census tracts at high risk for late stage melanoma diagnosis (LSMD) and examine the contextual predictors of LSMD in California, Texas, and Florida. Methods. We conducted a cross-sectional study using geocoded state cancer registry data. Using hierarchical multilevel logistic regression models we estimated ORs and 95% confidence intervals for the impact of socioeconomic, Hispanic ethnic concentration, index of dissimilarity, and health resource availability measures on LSMD. Results. We identified 12,493 cases. In California, late …

This article argues that the field of Rhetoric and Composition has long harnessed the active potential of metaphor to change its own practices but has considerably overlooked student use of metaphor--a particularly urgent oversight given the metaphorical battleground that constitutes the discourse of contemporary higher education. Using this exigency, the article 1) explains how a more thorough reading of Lakoff and Johnson's popular work on metaphor theory can re-energize Rhetoric and Composition to be more inclusive of student experiences in classroom coverage of metaphor and 2) offers imaginative but concrete pedagogical approaches and activities aimed at facilitating student learning of …
