Beyond Rust And Rockefeller: Preserving Cleveland’S African American Heritage, Stephanie Ryberg Webster Jan 2017

Beyond Rust And Rockefeller: Preserving Cleveland’S African American Heritage, Stephanie Ryberg Webster

All Maxine Goodman Levin School of Urban Affairs Publications

The preservation of African American heritage sites holds a tenuous place in the historic preservation field. On one hand, preservationists recognize that under-designation is rampant and work to engage communities of color. On the other hand, the field has high standards of architectural merit and integrity for local or national designation, which disadvantages many African American sites that suffer from years of deterioration and neglect—particularly in urban areas. This research uses a qualitative case study the Cleveland Restoration Society’s Landmarks of Cleveland’s African American Experience project to question how contemporary preservationists address African American heritage and the tensions and opportunities …

The Business Of Personal Jurisdiction, Cassandra Burke Robertson, Charles W. (Rocky) Rhodes Jan 2017

The Business Of Personal Jurisdiction, Cassandra Burke Robertson, Charles W. (Rocky) Rhodes

Faculty Publications

This contribution to a symposium on business and the Roberts Court examines the recent significant reshaping of the contours of personal jurisdiction. Although the changes limit the scope of jurisdiction in ways that may favor defendants overall, the Court does not appear directly motivated by a desire to favor business—and, in fact, the Court erected significant obstacles to business interests in some contexts. Instead, the results in the cases may be better explained by the Court’s commitment to a formalist approach with respect for territorial boundaries and by a skepticism of transnational litigation not clearly related to a U.S. forum. …

In Search Of Smarter Homeowner Subsidies, Matthew Rossman Jan 2017

In Search Of Smarter Homeowner Subsidies, Matthew Rossman

Faculty Publications

Critics have long assailed the federal tax code’s principal homeowner subsidies as lucrative tax breaks for upper income households that are essentially worthless to those financially constrained from purchasing a home. This article examines the subsidies through a different lens and reveals another serious flaw. It demonstrates how the homeowner subsidies, which represent a massive federal investment in homeownership, do very little to contain and instead probably increase costs on others that result from certain types of housing choices and that other federal policies seek to remedy. These negative housing externalities include: (i) blight, deterioration, and public health risks in …

The Role Of Natural Gas In The Clean Power Plan, Lincoln L. Davies, Victoria Lumen Jan 2017

The Role Of Natural Gas In The Clean Power Plan, Lincoln L. Davies, Victoria Lumen

Utah Law Faculty Scholarship

This article overviews the role that natural gas has played over time in the United States. It identifies and surveys five key historical roles that natural gas has served: (1) as an early competitor for lighting, (2) as a nuisance byproduct in oil production, (3) as a heating and appliance fuel, especially as pipeline technology improved, (4) as a catalyst for legal change during the energy crises, and (5) as an increasingly important fuel for electricity production. The article then examines the likely role of natural gas as way to address climate change in the United States, using the ideas …

The Absence Of Public Libraries In Imperial China: An Alternative Interpretation Of Chinese Writing, Junli Diao Jan 2017

The Absence Of Public Libraries In Imperial China: An Alternative Interpretation Of Chinese Writing, Junli Diao

Publications and Research

The purpose of this article is to explore Chinese writing and its connection with libraries in Imperial China. From the perspective of analyzing Chinese writing and its cultural, social and political impact, this article attempts to deliver a tentative and speculative exploration concerning why public libraries did not automatically emerge from Chinese civilization. This article discusses how Chinese writing, characterized by the art form Calligraphy, was intimately associated with Chinese classical texts, knowledge classification, bibliographers and imperial libraries, and eventually with an elite culture empowered by the socio-political repertoire of scholar-officials. It particularly focuses on the discussion of how “public” …

Recasting Vagueness: The Case Of Teen Sex Statutes, Cynthia Godsoe Jan 2017

Recasting Vagueness: The Case Of Teen Sex Statutes, Cynthia Godsoe

Washington and Lee Law Review

When two minors below the age of consent have sex, who is the victim and who is the offender? Statutory rape law makes consensual sex among minors illegal in almost every state. Where half of high school students have had intercourse, the law’s immense scope and inevitable underenforcement allow prosecutors to virtually define the crime by the tiny percentage of cases they choose. Through the lens of peer statutory rape, this Article introduces and critiques “vaguenets”—broad, under-defined laws that punish widespread and largely harmless conduct, and invite selective enforcement. Like problematic police dragnet searches, the immense sweep of these statutes …

Uchunguzi (Journal Watch/ Montre De Journal) June 2017, Benjamin Wachira

Emergency Medicine, East Africa

The purpose of an effective emergency care system is to provide universal emergency care to all regardless of socioeconomic status, to stabilise patients who have a life-threatening illness or injury, and to reduce consequences of preventable mortality, morbidity and disability. Unfortunately, the limited availability of resources remains a significant barrier to the development and implementation of emergency care systems in low- and middle-income countries (LMICs). In this recent study from Cameroon, of 3201 participants from 619 households surveyed, 1113 (34.8%) had experienced one or more emergency conditions in the previous year. Despite this high incidence of emergency conditions, only 7% …

Underutilized Community Health Needs Assessments: Four Environmental Actions For Hospitals That Improve Community Health, Warren G. Lavey Jan 2017

Underutilized Community Health Needs Assessments: Four Environmental Actions For Hospitals That Improve Community Health, Warren G. Lavey

Health Matrix: The Journal of Law-Medicine

Tax-exempt hospitals' community health needs assessments ("CHNAs") provide an underutilized resource for healthcare organizations and communities. These studies and action commitments, which the Affordable Care Act ("ACA") requires, are linked to financial incentives for hospitals to manage population health.

Sediment Transport Modelling Using Dynamic (Dis)Connectivity Prediction For A Bedrock Controlled Catchment, David Tyler Mahoney Jan 2017

Sediment Transport Modelling Using Dynamic (Dis)Connectivity Prediction For A Bedrock Controlled Catchment, David Tyler Mahoney

Theses and Dissertations--Civil Engineering

The (dis)connectivity of sediment, defined as the detachment and transport of sediment from source to sink between geomorphic zones, is a major control on sediment transport rates but has seldom taken precedence in sediment transport models that focus on assessment of sediment impacts on water supply. A watershed-scale sediment transport model was formulated that incorporates sediment (dis)connectivity knowledge and subroutines and predicts sediment flux through coupling with an excessive shear stress erosion equation. The intersecting probabilities of sediment supply, detachment, transport, and (dis)connectivity produce the probability of sediment connectivity for a watershed or region of a watershed. The integration of …

Pharmaceutical M&A Activity: Effects On Prices, Innovation, And Competition, Barak Richman, Will Mitchell, Elena Vidal, Kevin Schulman

Loyola University Chicago Law Journal

The rise of blockbuster pharmaceutical acquisitions has prompted fears that unprecedented market concentration will weaken competition. Two of the most prominent concerns focus on the upstream and downstream ends of the pharmaceutical industry: (1) the concern that these mergers will concentrate the market for discovery and will therefore lead to fewer discoveries; and (2) the concern that merging large marketing, sales, and distribution forces will strengthen the hands of select pharmaceutical manufacturers and weaken downstream competition. Having considered potential dynamic effects in the industry and conducted a series of preliminary interviews with knowledgeable observers, though, this Article argues that neither …

Analysis Of Rainfall In Tampa, Amy Polen Jan 2017

Analysis Of Rainfall In Tampa, Amy Polen

Undergraduate Journal of Mathematical Modeling: One + Two

Rainfall for a region is very important to define, because it affects an ecosystem health, wildlife, and even human behavior. Using data obtained from National Oceanographic and Atmospheric Administration (NOAA) at the Tampa Bay International Airport and graphing it, the total rainfall for a year was estimated by both a rough trapezoidal Riemann’s sum approximation and a definite integral generated by polynomial regression. It was determined that both approximations gave an underestimate of the total rainfall that was measured, but the polynomial integral gave a reasonable estimate with a small percent error. It was seen through the graphical representation of …

The Role That The Quantity Of Sampling Wells Has On The Groundwater Quality Analysis At The Savannah River Site (Srs), Jerry J. Cantrell Jan 2017

The Role That The Quantity Of Sampling Wells Has On The Groundwater Quality Analysis At The Savannah River Site (Srs), Jerry J. Cantrell

USF St. Petersburg campus Master's Theses (Graduate)

Savannah River Plant was created to produce nuclear-weapons materials during the Cold War. After the end of the Cold War, Savannah River Plant has become Savannah River Site (SRS) with emphasis on environmental stewardship. This research serves as baseline data to contribute to a better understanding of the spatial distribution of the background-groundwater system at the SRS. The methods of this study systematically linearize analyte parameters and establishes rank values, weight values, and aggregates the parameters. The aggregation value establishes a means to determine groundwater quality based on the analytes sampled as a comparison to their respectively recognized Environmental Protection …

Asynchronous Signaling In Global Equity Markets: Based On Opening Times., Huijian Dong Jan 2017

Asynchronous Signaling In Global Equity Markets: Based On Opening Times., Huijian Dong

USF St. Petersburg Campus Faculty Publications

This paper employs cointegration tests to identify the impacts of sequential opens of global equity market among the equity indices. We use the daily data of 31 major equity markets and explore the comovement relationship according to the sequence of the market open. This study also examines the impact of the 2008 global financial crisis to such comovement relationship. Our results indicate that the markets in Europe-Middle East, Asia-Pacific and Latin America, are less affected by the levels of earlier opens of other markets. After the end of 2007, the global equity market comovement pattern changed significantly, yet the interdependence …

A Sustainability Index For Small Island Developing States., Philip Van Beynen, Fenda A. Akiwumi, Kaya Van Beynen Jan 2017

A Sustainability Index For Small Island Developing States., Philip Van Beynen, Fenda A. Akiwumi, Kaya Van Beynen

USF St. Petersburg Campus Faculty Publications

This paper proposes a novel approach to measuring the progress of Small Island Developing States (SIDS) towards sustainable development (SD) as set by the UN Sustainable Development Goals 2030. Currently, these goals do not provide adequate guidance on how countries might measure their progress towards sustainability. We use these goals and a subset of their targets to develop an index with concrete targets, through the use of pertinent sustainability indicators, that SIDS should aim to achieve a sustainable society. In addition to the three categorical pillars of sustainable development (social, economic, and environmental), we included the category Climate Change and …

The Role Of The State Towards The Grey Zone Of Employment: Eyes On Canada And The United States, Susan Bisom-Rapp, Urwana Coiquaud Jan 2017

The Role Of The State Towards The Grey Zone Of Employment: Eyes On Canada And The United States, Susan Bisom-Rapp, Urwana Coiquaud

Faculty Scholarship

In most countries, precarious working is on the rise and nonstandard forms of work are proliferating. What we call the “grey zone” of employment is generated by transformations at and with respect to work both in standard and nonstandard forms of working. Focusing on legal and policy regulation, and on the role of the state in the creation and perception of the grey zone, our contribution explains the way the government acts or fails to act, and the consequences of that activity or inactivity on the standard employment relationship. Examining and juxtaposing conditions in our two countries, Canada and the …

Not All Quiet On The Western Frontier: Examining The Sources Of Violent Unrest Among China’S Uyghur Minority, 2008-2015, Jazzlyn Monique O'Reilly Jan 2017

Not All Quiet On The Western Frontier: Examining The Sources Of Violent Unrest Among China’S Uyghur Minority, 2008-2015, Jazzlyn Monique O'Reilly

Theses & ETDs

Xinjiang, home to China’s Muslim Uyghur minority, has long been a site of active resistance to unjust rule under Han Chinese leaders. Unrest in Xinjiang, especially violent unrest involving acts such as bombings or mass stabbings, has become notably more frequent in the past few decades. Since late 2001, these incidents have more often than not been officially labeled as acts of terrorism, perpetrated by Uyghur separatists and religious extremists, many of whom are allegedly supported by foreign terrorist organizations. By examining all reported incidents of violent unrest committed by Uyghurs in China during the most recent period of unrest, …

Storytelling For Conservation: A Case Study Of The Florida Wildlife Corridor, Gabriella Marie Frankhouser Jan 2017

Storytelling For Conservation: A Case Study Of The Florida Wildlife Corridor, Gabriella Marie Frankhouser

Theses & ETDs

Increasing public support for conservation is critical to preserving what undeveloped, unpolluted, near pristine land we have left on this planet. These spaces protect biodiversity and ensure our Earth’s supply of natural resources by maintaining healthy waterways and soil nutrients. Research behind various environmental public outreach projects is increasingly valuable as we progress further into a world of globalization and cloud communication. This thesis explores the work of a nonprofit organization called The Florida Wildlife Corridor who uses film and photography to inspire support for the permanent protection of lands within the statewide corridor (which is itself also known as …

Research@Smu: Connecting The Dots, Singapore Management University

Research@SMU: Connecting the Dots

The word “Management” in the name of our university was carefully and deliberately chosen to address the needs of institutions and decisionmakers across all segments of society: business enterprises and the private sector, government and the public sector, and civil society and the people sector. Unless you are already familiar with the breadth and depth of research output from Singapore Management University (SMU), you would naturally assume that we were a “management” university that was focusing exclusively on business – in essence, a large business school. The reality is quite different.

Through this book, you will gain a more complete …

Integrative Biology Faculty and Staff Publications

Efficient management and prevention of species invasions requires accurate prediction of where species of concern can arrive and persist. Species distribution models provide one way to identify potentially suitable habitat by developing the relationship between climate variables and species occurrence data. However, these models when applied to freshwater invasions are complicated by two factors. The first is that the range expansions that typically occur as part of the invasion process violate standard species distribution model assumptions of data stationarity. Second, predicting potential range of freshwater aquatic species is complicated by the reliance on terrestrial climate measurements to develop occurrence relationships …
