After many years of inattention, policymakers are now focused on troubling statistics indicating that members of poor and minority groups are less likely than their higher-income counterparts to seek help when they experience a civil justice problem. Indeed, roughly three-quarters of the poor do not seek legal help when they experience a civil justice problem, and inaction is even more pronounced among poor blacks. Past work on access to civil justice largely relies on unconfirmed assumptions about the behavior patterns and needs of those experiencing civil justice problems. Particularly in places with few recognizable gun control laws, “gun neutral” civil and criminal rules are an important but often-unnoticed basis for the legal regulation of guns. The burdens that these rules impose on the keeping and bearing of arms are at times significant, but they are also incidental, which raises hard questions about the boundaries between constitutional law, regulation, and legally enforceable private ordering. Does the Second Amendment apply to civil suits for trespass, negligence, and nuisance? Does the Amendment cover gun-neutral laws of general applicability like assault and disturbing the peace? One of the most vexing conundrums of 21st century warfare has been not just the explosive growth in the use of human shields, but the apparent systemization of the tactic, particularly by nonstate actors. In noting the international prohibition, the International Committee of the Red Cross (ICRC) defines the practice as the “intentional co-location of military objectives and civilians or persons hors de combat with the specific intent of trying to prevent the targeting of those military objectives.”

This ethnographic and interview-based study explores how queer Latinx lowriders create community through art, such as The Q Sides, an exhibition of photographs by Vero Majano, Kari Orvik, and DJ Brown Amy. Both lowrider culture and the queer Latinx community are marginalized communities that are often silenced, ignored, and not included in historical preservation or well documented. Lowrider culture and the queer Latinx community have largely been explored separately, such as ethnographer Ben Chappell and interdisciplinary scholar Michael Hames-García. This research sought to investigate the policies and clinical practices regarding candidacy and auditory treatment for Hispanic pediatric cochlear implant patients at cochlear implant centers in the United States. More specifically, the study investigated treatment services provided to pediatric patients who are raised in monolingual Spanish, English as a second language (ESL), and bilingual English-Spanish speaking homes. The study made use of survey research to examine cochlear implant centers regarding their policies, clinical practices, and their referral processes for this specific group of cochlear implant recipients. Discovery systems such as Summon, EBSCO Discovery Service, Primo, and WorldCat Discovery Services have become part of academic libraries' standard toolbox. The Olin Library at Rollins College in Winter Park, Florida, became an early adopter of Serials Solutions Summon Service in 2009, enhancing access to print and electronic material. Although this has led to general improvements over the fractured searching of the traditional online catalog, database list, A-Z journal list, and digital repository, we recognized that the disparate systems hampered our ability to deliver a superior discovery experience and effectively provide other library services for our patrons.

The important role of metaphors in interfaith understanding has received significant attention. The pervasiveness of certain metaphors in the lives of members of a religious community is especially significant when they are incorporated into sacred texts. This would seem to be the case not only for Judaism, Islam, and mainline Christianity, but also for Mormonism, a distinctive branch of Christianity. Although use of the Academic Word List (AWL) has been successful and extensive in English as a second language (ESL) materials development and pedagogy (Coxhead 2000, 2011), some scholars have raised concerns about possible flaws. In an effort to overcome limitations, Gardner and Davies (2014) have presented a "new Academic Vocabulary List" (AVL). While their description suggests a number of potential advantages of the AVL over the AWL, these lists have yet to undergo ecologically valid comparisons based on actual ESL learner performance. On its surface, the rapid increase of home prices in the Portland Metropolitan Statistical Area (MSA) resembles the overheated moments before the housing bubble burst in 2007. OnPoint Community Credit Union, concerned that history may already be repeating itself, asked the Northwest Economic Research Center (NERC) to investigate speculation within the Portland housing market, provide a forecast of home prices, and summarize potential market headwinds and tailwinds.

Consumer-debt-collection, landlord/tenant, small-claims, and contract cases involving relatively small amounts comprise almost 80 percent of civil caseloads. This essay examines the challenges associated with high-volume civil dockets and summarizes recommendations to address these challenges and strengthen the integrity of the civil justice system.

When you call the police for help—or someone calls the police on you—do you bear the risk that your worst moments will be posted on YouTube for public viewing? Police officers enter some of the most intimate incidences of our lives—after an assault, when we are drunk and disorderly, when someone we love dies in an accident, when we are distraught, enraged, fighting, and more. “Unicorns” are private companies with valuations of a billion dollars or more. As their name indicates, unicorns were originally so rare as to be almost mythical. But Uber and other technology companies have ushered in a new era: we now have a blessing of unicorns, each one of which has the potential to transform financial and cultural norms.

Yet from a legal perspective, these behemoths are regulated just like their much smaller, non-mythical counterparts.
