Studies on posttraumatic stress disorder (PTSD) in returning Iraq and Afghanistan veterans have involved limited focus on the specific risk and protective factors for female veterans and how these may differ from factors identified for male veterans. Additionally, models incorporating risk and protective factors for PTSD in female veterans have yet to include military sexual trauma (MST) as a risk factor. Given the prevalence of MST among female service members, this study examined whether MST predicts PTSD diagnosis in addition to other frequently examined variables (premilitary trauma exposure, combat exposure, postmilitary trauma, and perceived social support). This Note explores the disjunctive moral gap between a civilian ethic of mutual responsibility and the laws of war that eschew that ethic. To illustrate that gap, this Note conducts a case study of Virginia Woolf’s rendering of shell shock in her 1925 novel Mrs. Dalloway. The war put mass, mechanized killing at center stage, and international law permitted killing in war. But Woolf’s character study of Septimus Smith reveals that whether war-associated killing is “criminal” requires more than legal analysis. An extralegal approach is especially meaningful because it demonstrates the difficulty of processing and rationalizing global conflict that plays …

Does the “hybrid threat” discussed in General Marty Dempsey’s 2015 United States National Military Strategy make logical sense? In this paper I define the national security threat risk assessment process, examine the most significant US security threats, and study the hybrid threat. I conclude that the hybrid threat is the one that could most exploit our nation’s critical vulnerabilities- both from a security and foreign policy perspective. I conclude with a study of security and economic methods to reduce this threat.

China is engaged in longstanding cyber espionage against the U.S., as well as other nations, to collect sensitive public and private information in support of national objectives laid out in its 12^th Five Year Plan. Although there has been a relative abundance of scholarship exploring the contours of the law of cyber war, far less attention has been paid to defining a law of cyber peace applicable below the armed attack threshold. Among the most important unanswered questions is what exactly nations’ due diligence obligations are to one another and to their respective private sectors. The principle of proportionality is a central feature of international law regulating modern military engagements. Yet the legal status of proportionality in international law is far from clear. Two major international treaties—the Rome Statute and the 1978 Additional Protocol to the Geneva Convention—address war crimes and provide distinct definitions of the crime of disproportionate use of force. Many of the world’s major military powers are not signatories to either treaty. Consequently, the only framework of legal accountability for alleged proportionality violations committed by those nations is customary international law. This essay offers five specific principles from Donald McGavran that have directly influenced The Journey Church in New York City, San Francisco, and Boca Raton, Florida, and indirectly thousands of other churches (through the writing and coaching ministry of Nelson Searcy with Church Leader Insights). McGavran’s principles of missionary eyes, goal setting, assimilation, homogeneity, and a Great Commission focus have proven invaluable in this church plant and offer a similar value to other churches seeking to make a difference in their communities.

In its first Weapons of Mass Destruction (WMD) Case Study, the Center for the Study of Weapons of Mass Destruction (CSWMD) at the National Defense University examined President Richard M. Nixon’s decision, on November 25, 1969, to terminate the U.S. offensive biological weapons program.1 This occasional paper seeks to explain why the Soviet government, at approximately the same time, decided to do essentially the opposite, namely, to establish a large biological warfare (BW) program that would be driven by newly discovered and powerful biotechnologies. This is the hundredth anniversary of the birth of the Russian Orthodox theologian and church diplomat Fr. Vitali Borovoy (1916-2008). He actively participated in almost all external engagements of the Russian Orthodox Church (ROC) in the second half of the twentieth century: from inter-Orthodox relations to work in the World Council of Churches (WCC). His ecumenical career unfolded during challenging times for his church. Internally, it was determined by the tension between the Soviet state’s continual persecution of the ROC and its simultaneous demand that the ROC work for the state’s benefit in external relations. Mexico is estimated to have 9.8 billion barrels of untapped oil reserves, or about 10 percent of the world’s crude oil; however, much remains undeveloped and production is declining as a result of dysfunction in the structure of Mexico’s petroleum regime. Until recently, Mexico’s Constitution and laws limited oil and gas activities to those of its state oil company, Petróleos Mexicanos (Pemex), which struggled to invest in new drilling and technology. In 2013, however, Mexico reopened its petroleum sector to foreign investment. Although 75 years in the making, Mexico is taking a bold new path toward developing its petroleum resources. …

Military sources combined with existing ethnohistorical narratives about the experience of Algonquian groups living ‘behind the frontier’ in colonial southern New England provide insight into the impact of imperial warfare on Indian peoples. Virtually every indigenous male in the region after King Philip’s War served in the colonial military. Tribes used the service of their men as leverage in negotiations with colonial governments as they attempted to advance their own agendas and protect their sovereignty. Yet Indian soldiers died in large numbers, mainly from infectious disease. Death rates for Indian soldiers were so high that it affected tribal demographics and …

This project is a transcription and translation of a letter from the Japonica Sinica 85 collection of the Archivum Romanum Societatis Iesu. It was written by an unidentified Jesuit who recounts three years of history (1655-1657) of the Tonkin kingdom (in present-day Vietnam), replacing the annual letters from those years that had been lost at sea. The account includes descriptions of their wars with Cochinchina, the succession of the kingship, and the funeral and burial of the Lê-Triṇh lord, Triṇh Tráng.

By utilizing the integrated theory of violations of international criminal laws and the realpolitik theoretical frame, this qualitative case study analysis will explore how the U.S. foreign policy, driven by realpolitik and neo-liberalism in Iraq and Syria, resulted in the rise of violent extremist groups such as ISIS. World expositions of the nineteenth and early twentieth century often displayed the latest anthropological, ethnological, biological, and technological research on race and ethnicity, promoting the view that whites were superior to all other peoples. The Jamestown Ter-Centennial Exposition of 1907, held in Norfolk, Virginia to commemorate the three-hundred anniversary of the founding of the Jamestown settlement and its contribution to the building of the United States, offers an opportunity to examine American perspectives on whiteness, race, and society.
