War Torts: Accountability For Autonomous Weapons, Rebecca Crootof

Unlike conventional weapons or remotely operated drones, autonomous weapon systems can independently select and engage targets. As a result, they may take actions that look like war crimes—the sinking of a cruise ship, the destruction of a village, the downing of a passenger jet—without any individual acting intentionally or recklessly. Absent such willful action, no one can be held criminally liable under existing international law.

Criminal law aims to prohibit certain actions, and individual criminal liability allows for the evaluation of whether someone is guilty of a moral wrong. Given that a successful ban on autonomous weapon systems is unlikely …

This paper crafts a narrative about how elite, white Richmond women experienced the fall and rebuilding of their city in April and May 1865. At first, the women feared the entrance of the occupying army because they believed the troops would treat them as enemies. However, the goal of the white occupiers was to restore order in the city. Even though they were initially saddened by the occupation, many women were surprised at the courtesy and respected afforded them by the Union troops. Characterizing the interactions of solvent molecules with ions is fundamental in understanding the thermodynamics of solution chemistry. These interactions are difficult to observe directly in solution because the number of solvent molecules far exceed that of ions. This lend the gas phase to be the ideal medium in the study ion-solvent interactions on a molecular level. Ionized polycyclic aromatic hydrocarbon (PAH) molecules can readily form hydrogen bonds with neutral solvent molecules in aqueous and interstellar medium. Over the past several years, there has been an influx in patients being treated for polytraumatic injuries within the Veterans Health Administration (VHA), largely due to the wars in Afghanistan and Iraq, but also due to advances in life sustaining medical interventions. The polytrauma population includes veterans who have sustained a severe traumatic or non-traumatic brain injury, and a significant loss in cognitive and physical functioning, referred to as a disorder of consciousness. A cross-sectional survey research design is used for this study, which entails distributing a survey to restaurants in the City of Richmond, Virginia, to gain an understanding of the factors influencing sustainability innovation adoption. This research centered on the experiences of a dozen women who served in U.S. Army Reserve leadership positions. Although they served in dangerous contexts the Army had an exclusionary policy at the time that formally excluded the women from direct combat. The impetus for the research was Secretary of Defense Leon Panetta's announcement in January 2013 that the U.S. military would be eliminating the exclusionary policy. Accounts of travel to Sri Lanka published during the period of British conquest (1796 through 1818) reveal a consistent yet problematic tendency: despite ongoing military conflict, visual artists constructed representations of the island as a peaceful and orderly place. The contradiction is heightened when travelers’ uniformly tranquil images of Sri Lanka are juxtaposed with documented acts of destruction to land and property, undertaken by troops during Britain’s first war with the inland kingdom of Kandy, a conflict which eventually led to the island’s complete colonization. In noting the international prohibition, the International Committee of the Red Cross (ICRC) defines the practice as the “intentional co-location of military objectives and civilians or persons hors de combat with the specific intent of trying to prevent the targeting of those military objectives.”

In The Golden Victory the House of Lords held that when determining damages for a repudiatory breach, in a conflict between the compensatory principle and finality, the former trumped. The decision was recently ratified by the Supreme Court in Bunge SA v. Nidera BV. The claim in this paper is that this was a mistake; properly conceived, there is no conflict. During 2010 to 2013, park staff and public volunteers culled 983 elk (Cervus elaphus) from Theodore Roosevelt National Park (United States) utilizing non-lead rifle ammunition as part of a sanctioned herd management operation. Because there is little empirical evidence available on the performance of non-lead ammunition, staff recorded information on tools and techniques relevant to the scenarios under which elk were culled and the outcome of each engagement. We also conducted a fi ring range experiment to evaluate the precision of nonlead ammunition used in park fi rearms. This dissertation examines the proceedings of the Mainguy Commission, which was established in 1949 to investigate and report on a series of three “incidents” of collective disobedience which had taken place aboard Canadian warships in the early months of that year. The “incidents” were the culmination of a series of challenges that the senior staff was already endeavouring to address internally. John Cage’s compositions, representative of second generation avant-garde music, are an integral part of any discussion of the sixties, and his work complicates parts of the counterculture historiography. While the political ideology that drives Cage’s compositions fit many of the counterculture’s aims, it has not been included in the historiography in its own right. The evidence suggests instead that his ideas, and those of the new avant-garde of which he was a part, were actually a piece of a consistent tradition that extended into the counterculture. This dissertation examines how depictions of chemistry in Victorian literature are influenced by concerns regarding the history of chemistry and its relationship to the occult. Among these depictions, I consider non-fiction writings of the period, such as histories of science and articles from periodicals, but I focus on novels that prominently feature chemistry, including Edward Bulwer-Lytton’s A Strange Story (1862), Robert Louis Stevenson’s Strange Case of Dr. Jekyll and Mr. Hyde (1886), George Griffith’s Olga Romanoff (1894), T. Since the time of the French Revolution, when a gold standard saved the nation from hyperinflation, France has wanted gold to be the linchpin of international monetary arrangements. And, indeed, from the earliest use of bills and coins as money until August 1971, money was, in principle at least, a claim on gold.

In the United States, the breadth of the president’s warmaking authority has been governed by the Constitution, the Supreme Court’s jurisprudence, and, over time, historical practice; in short, the president’s powers are constrained by a well-developed body of US foreign relations law. But the prospect of a new kind of conflict — cyberwar — potentially challenges the existing regulatory regime, which rests on assumptions that are common to traditional, conventional war. For some, the complexities of cyberwar generate new foreign relations–law questions about the president’s authority to engage in offensive cyberoperations, and they thus necessitate a new regulatory framework.
