Energy is both vital and strategic element for a nation to sustain its fundamental activities like security, logistics, heating, etc. Countries sustain their energy demands through internal or external sources. In the case of not being able to maintain energy demands from their internal sources, they would need to import their requirements. The constituents of an organization have to interact with each other. The purpose of the interaction is to maintain flow of information, to exchange knowledge, to share individual situational awareness, and to give rise to an organizational shared awareness. The rate of information exchange is constrained by multiple factors and impacts the effectiveness of the communication in an organization. For instance, extensive communication may not result in informativeness all the time. Communication channels induce constraints between the interacting agents. The ancient and medieval custom of compurgation, the clearing of one’s name by producing oath-helpers, has a long and colored past in Anglo-American law. Also known as the Wager of Law after the late-11th century and the Norman Conquest, this process made considerable concession to the knowledge and power of local communities; oath-helpers were generally peers, and were considered to know intimate details concerning the case for which they were called. This Note will show that, once compurgation had substantially vanished (whether before or after the Assize of Clarendon), the importance of locality did not simply cease, but rather carried …

Property law is not only sexy but also loaded with moral conflict. Many market transactions are suddenly politically weighted acts. Can law provide a peaceful solution to the present conflict between sexual-identity right claims and conscience? This Article argues that law, understood in its textured, common law contours, may provide a more peaceful and reasonable solution than (a) peremptory claim-rights, (b) positive rules, and (c) markets unmediated by law. Properly understood, the common law doctrines of public accommodations and contractual licenses are not the source of the problem; they offer a potential solution. National Laws Governing Commercial Space Activities: Legislation, Regulation, & Enforcement, Paul Stephen Dempsey

Private commercial activity in outer space has grown robustly in recent decades. In order to fulfill their international obligations, protect the public from harm, shield their treasuries from liability, and encourage and foster the development of commercial space activities, a growing number of States have promulgated national space legislation that establish space regulatory institutions with jurisdiction to license private actors and enforce compliance with regulatory requirements. This Article provides a comparative analysis of State legislative and regulatory requirements in the area of licensing, registration, safety and environmental obligations, liability, insurance, indemnification as well as enforcement.

In the contemporary world, NGOs are playing significant roles in international cooperation and globalization. This actively promotes the formation of a global society. Accompanying that, NGOs also have an increased international political influence. Against this background, some scholars believe the rise of NGOs will create an era of individuals’ emancipation from the sovereign states, while others consider that the golden age of autonomy has passed. This project reports on the results of a study that investigated the social networking use of student and non-student veterans, with a particular focus on the narrative building and identity presentation practices involved in this use. In this dissertation, I argue that stereotypical and exclusionary tropes of the veteran, such as the veteran as war hero and the veteran as wounded warrior, are damaging to our veterans and to others, in both the society and the classroom. Drone warfare, particularly in the form of targeted killing, has serious legal, moral, and political costs so that a case can be made for an international treaty prohibiting this type of warfare. However, the case would be stronger if it could be shown that killing by drones is inherently immoral. From this angle I explore the moral significance of two features of this technology of killing: the killing is done by remote control with the operators geographically far away from the target zone and the killing is typically the outcome of a long process of surveillance. That is the lesson that lies behind the political parody and moralizing polemic that is La quinta modelo (1857), a novel penned by Mexican Catholic writer José María Roa Bárcena (1827- 1908). Written in the eve of the Reform War (1857-1861), La quinta modelo staged the confrontation between a traditional and providential order, and what it considered the foreign and dangerous idealism of Mexican liberals in the domestic space of an hacendado family. A successful American grand strategy requires a close integration of international and domestic institutions and practices. This Essay explores the vital interdependence of grand strategy and law, both international and domestic. First, it asks how the United States should formulate its foreign policy strategy by pointing to the three primary components that must be deployed in tandem to forge a successful American foreign policy—persuasion, inducements, and force. Second, this Essay shows that in light of the distribution of powers between the president and Congress, and within the executive branch, the execution of that strategy requires a high level of bipartisan …

Bacteria are a prolific source of therapeutically and industrially relevant natural products. Traditional routes of natural product discovery focus on cultured bacteria, a strategy that eludes 99% of the microbiome. Metagenomics offers a route to study uncultured bacteria by extracting DNA present in environmental samples and cloning this eDNA into a vector to make metagenomic libraries. Libraries can then be screened in various ways to find natural products with desired characteristics and activities. Functional screening uses phenotypically identifiable traits such as changes in color or antibiotic activity to discover clones of interest in a metagenomic library. This mode of screening …

Researchers and military organizations have defined military conflicts as being fought in two principal combat environments, namely, close proximity, or the proximal combat environment, and distant proximity, or the distal combat environment. This study used Gal and Jones's psychological model of combat stress as the theoretical framework. The study also used Merriam's generic interpretative qualitative research method, including open-ended interviewing and document review, to obtain data. The study used inductive thematic analysis to analyze the narratives of 10 distal combat veterans who were recruited for the study. Cybersecurity is one of the fastest growing segments of information technology. The Commonwealth of Virginia has 30,000 cyber-related jobs open because of the lack of skilled candidates. The study is necessary because some business managers lack strategies for hiring cybersecurity professionals for U.S. Department of Defense (DoD) contracts. The purpose of this case study was to explore strategies business managers in DoD contracting companies used to fill cybersecurity positions. War has forever been considered the utmost necessary evil. Nevertheless, international law has for some time sought to limit the right to wage war (jus ad bellum), as well as the means and methods employed amid war (jus in bello). Although these two branches of law now share humanitarian purposes the prevention of war and its effects -- they have generally been kept separate throughout history. The purpose of this study is to measure the message terror organizations hope to convey using the financial markets as a proxy of measurement to determine patterns within the marketplace and the effects on the terrorists’ ability to deliver a desired message due to the increased use of digital devices and access to instantaneous news, seen over the past decade. Using death count, geographic location, and event type, this study identified 109 attacks between 1985 and 2015 to be analyzed against 5 market indices and 5 securities.
