Infectious diseases have recently found renewed significance in Canadian scholarship, with a corresponding increased interest in Canada's overall preparedness, including legal preparedness, to combat infectious disease emergencies. Nearly every Canadian province has emergency legislation containing a "basket clause" - a provision which, for the duration of an emergency, authorizes a decision maker to take 'all necessary measures' to defeat it. Public health legal preparedness scholarship has not yet examined what criteria the decision maker must consider before deciding to deploy measures that could seriously impact the rights of individuals, including those under the Canadian Charter of Rights and Freedoms. Bio: Sabba Syal Elahi received her M.F.A. from the School of the Art Institute of Chicago, and her art has been featured nationally at ArtWallah, internationally in Spain and Pakistan, and in the Chicagoland area. Sabba’s artwork is rooted in her bicultural experience and explores issues of cultural and historical representation, identity, and gender through personal, family, and community narratives. From 2011-2009 Sabba curated the visual art for an annual Chicago event called Voices of Resistance, which showcased the work of Chicago and Midwest based South Asian artists. This data set consists of twenty-one teleoperated weapons systems used by terrorist and insurgent groups. It is worth noting that there are many more systems’ images available, but no group affiliation could be associated with them, which is why they were not included in this research project. The plethora of videos and photos on social media indicates that terror and insurgent groups are increasingly turning to improvised weaponry use on the battlefield. A modified version of Marshall Sahlins’s model of reciprocity, which maps the modes of reciprocity across kinship distance, helps elucidate reciprocity in Homer. With important qualifications, Homeric reciprocity can also elucidate the social realities of Archaic Greece. There are three primary modes of Homeric reciprocity: general, or altruistic giving, balanced exchange, and negative taking. The model for general reciprocity is family relationships, and it characterizes a ruler’s relationship with the community, where it masks the reality that the upward flow of chiefly tribute exceeds the downward flow of the ruler’s largesse. From the early 1960s, and throughout the 1970s, southern African liberation movements successfully waged wars of national liberation, forcing white minority regimes to negotiate independence under black majority rule. This success partly stemmed from extensive diplomatic, military, and material support extended to various liberation movements by regional alliances such as the frontline states and transnational state actors and solidarity movements. This article examines salient aspects of Zambia’s contribution as a prominent regional actor to the liberation wars in southern Africa. In doing so, it underlines the nature and significance of Zambia’s support for the liberation movements. I argue that Zambia’s …

This paper looks at recent cases that suggest that the so-called "Heller Safe Harbor," allowing limitations on gun ownership and possession in some circumstances, is facing additional scrutiny from lower courts, with previously accepted gun restrictions being struck down or limited. It also looks at future changes in limitations on Second Amendment Rights. Paper presented at a Georgetown Law School symposium in November, 2015, to be published in the Georgetown Journal of Law and Public Policy.

The concept of military moral injury emerged in the past decade as a way to understand how traumatic levels of moral emotions (not posttraumatic fear) generate moral anguish experienced by some military service members. Interdisciplinary research on moral injury has included clinical psychologists (Litz et al., 2009; Drescher et al., 2011), theologians (Brock & Lettini, 2012), ethicists (Kinghorn, 2012), and philosophers (Sherman, 2015). This dissertation uses a pastoral theological method (Doehring, 2015a; Graham, Walton, & Ward, 2005) that draws upon life experience--memoirs written by veterans (Boudreau, 2008; Goodell, 2011; Mehl-Laituri, 2012; Peters, 2014)--to identify the inadequate understanding of moral identity …

The captivity genre has a rich history in fiction and memoir. In this work, I argue that the expansive parameters of the captivity genre should include an additional subset of texts: incarceration memoirs. Working with two canonized Indian captivity narratives - Mary Rowlandson's Sovereignty and the Goodness of God and Sarah Wakefield's Six Weeks in the Sioux Teepees - and two contemporary incarceration memoirs - Stanley Tookie Williams' Blue Rage, Black Redemption and Sanyika Shakur's Monster - I suggest that, across a range of thematic and contextual metrics, incarceration memoirs participate in the captivity genre. My Masters thesis offers literary pastoralism as a viable entry into the conversation on psychedelic plants and their use in mind-alteration by the industrialized West. I will, first, establish that the ancient pastoral tradition can be related to the existence of psychedelic plants, and that the use of such plants has inspired a deeper communion with various levels of the natural world. Next, my analysis focuses on parallels between pastoral literature and accounts of psychedelic hallucinations, which are often comprised of ultra-pastoral visions of landscapes, arabesques, and even cosmic space. The obsolescence of war taxes in the United States after 1968 is a product of the state's increased institutional resiliency for war. Historically, war taxes were raised for purposes of revenue generation for contemporaneous war spending or wartime inflation control. The state's development of a robust tax system that provides high and automatically increasing revenues over time, along with monetary mechanisms for price stability, obviate the need for war taxes. In particular, the development of the income tax system and the use of inflation-targeting monetary policy expanded the state's warfighting capacity without reliance on war taxes. Military deployments can contribute to significant changes among the service members who experience them. Particularly regarding traumatic or highly stressful deployment experiences, the potential exists for posttraumatic stress reactions with both detrimental outcomes and beneficial influence. The present study explored this spectrum of reactions through the lenses of posttraumatic stress disorder (PTSD) and posttraumatic growth (PTG). Given the well-researched presence of stigma within military culture toward psychological distress, consideration was given to how stigma may influence severity of PTSD and degree of PTG. Largely ignored in transpersonal studies to date, dark magic involves socially-transgressive processes called becoming-intense and becoming-animal that produce non-ordinary states useful in the arts, hunting, sex, and fighting. War magic, a form of dark magic that involves powers of destruction and invulnerability, is ubiquitous and universal, and one of its primary features is the production of helpful, nonordinary states in combat. Berserkergang (going berserk) is one such state, the latest documented in a long history of Indo-European ecstatic warrior cults.
