Can International Criminal Law Deter Rebel Groups? The Case Of Uganda, The Lord's Resistance Army, And The International Criminal Court, Julia Reilly

How does a state’s commitment to international criminal accountability mechanisms affect the tactics of rebel groups fighting against it? I examine the conflict between Uganda and the Lord’s Resistance Army, spanning four phases from 1996 until 2015, and parse out whether Uganda’s stance on the Rome Statute and the International Criminal Court affected the LRA’s propensity to target civilians. I use descriptive statistics of civilian and military casualties and qualitative case studies, drawing largely on newspaper and NGO reports of events in the conflict. Biofouling is a major concern to ship owners. Biofouling increases hull roughness, increasing the frictional resistance and fuel consumption while decreasing maximum speed. Finding a way to maintain hulls free from fouling has, therefore, become a research challenge for scientists and engineers. Grooming has been proposed as a novel method for controlling fouling (Tribou and Swain 2010). It refers to the regular proactive light cleaning to maintain the hull free of fouling with minimal impact to ship coatings. First, we consider a class of antagonistic stochastic games between two players A and B. The game is specified in terms of two "hostile" stochastic processes representing mutual attacks upon random times exerting casualties of random magnitudes. This game is observed upon random epochs of time and the outcome of the game is not known in real time. The purpose of this study was to use soil physical and chemical analyses to better understand the ancient agricultural landscape around the ancient Maya cities of Rio Amarillo and Piedras Negras, two tributary sites to Copan, Honduras. Our primary objective was to determine whether a mass erosion event around 800 A.D. occurred which could have caused crop failure and famine or if stable soil conditions persisted during the collapse of these city-states. Military personnel returning from deployment often report a variety of distressing symptoms stemming from exposure to prolonged, extreme deployment stress, and traumatic experiences. Most accounts of the 2002 departure of some conservative Anglican parishes from Vancouver’s Diocese of New Westminster (DoNW) over same-sex blessings seemed to fit the narrative of a battle over sexuality in the global realignment of the Anglican Communion. However, attention to the consecration of two new Chinese Anglican bishops—Silas Ng Tak-yin and Stephen Leung Wing-hong, both from Hong Kong—reveals that their split from the DoNW’s Bishop Michael Ingham had more to do with an ideology of cultural pluralization deploying “Asian values.” I, therefore, argue that the schism in Vancouver was a division over the three bishops’ imaginations of global …

The findings presented in this study are based on a series of semi-structured interviews, focused on racial, ethnic and cultural identity, with 20 registered members of the Lipan Apache Tribe of Texas. Analysis of the interviews show that while members are spread across the country the basic cultural identity still remains the same: they are all cultural and tribal ambassadors to future generations and the world around them. Results indicate that interviewed members share the same aspirations of becoming federally recognized by the United States government, not for any type of benefits but to be seen as real Indians through …
