Sovereignty And Subsistence: Native Self-Government And Rights To Hunt, Fish, And Gather After Ancsa, Robert T. Anderson

The Alaska Native Claims Settlement Act (ANCSA) was passed in 1971 to extinguish aboriginal rights of Alaska Natives and provide compensation for those rights extinguished. Instead of vesting assets (land and money) in tribal governments, Congress required the formation of Alaska Native corporations to receive and hold these assets. A major flaw in the settlement was the failure to provide statutory protections for the aboriginal hunting, fishing, and gathering rights extinguished by ANCSA. Moreover, while ANCSA did not directly address Alaska Native tribal status or jurisdiction, the Supreme Court interpreted the Act to terminate the Indian country status of ANCSA …

Forty-five years ago, the Alaska Native Claims Settlement Act resolved outstanding land claims between the federal and state government and Alaska Natives. The fund created by the settlement was used as seed money to establish the Alaska Native Corporations. The Native corporations have particular features which make them distinct from other business entities, these differences have been lauded by some shareholders but have simultaneously drawn ire from others. In 2015 the Alaska legislature introduced H.B. 49, a benefit corporation bill that would allow entrepreneurs to pursue both profits and social ends. This note traces the rise of the modern Alaska …

Protection Of Alaska Native Customary And Traditional Hunting And Fishing Rights Through Title Viii Of Anilca, John Sky Starkey

This paper analyzes the degree to which the administration of Title VIII of the Alaska National Interest Lands Conservation Act (ANILCA) of 1980 protects customary and traditional hunting and fishing by Alaska Natives and their tribal communities. A recent Memorandum of Understanding (MOU) entered into by the United States Fish and Wildlife Service (USFWS) and the Kuskokwim Inter-Tribal Fish Commission (KRITFC) for co-management of subsistence fisheries will be used as a means to analyze the issue. This paper concludes with suggestions for improving the administration of Title VIII to better secure Alaska Native and Tribal rights for self-determination.

Geoffrey of Monmouth claimed his purpose for writing Historia regum Britanniae was to record a history of the British kings and their great deeds. On the surface, his book is indeed a chronicle detailing the reigns of several important kings and glossing over many more. However, below the surface, Geoffrey includes layers of Christian text to motivate his audience to avoid vice. Manufacturing Consent In The Maghreb: How Mohammed Vi Of Morocco Survived The Arab Spring, David Michael Duke Ii

The Arab Spring of 2011 revealed stark variation in the durability of different types of authoritarian regimes. Kings and emirs demonstrably outperformed their republican peers. This paper provides a qualitative study of the Moroccan monarchy in order to better explain this pattern. The findings of an original media content analysis support the paper's thesis that Morocco's King Mohammed VI maintained his throne by effectively using a historically derived position of concentrated power and immense wealth to manipulate potential opposition and dominate public discourse. This multi-causal mechanism of manufactured consent helped create and sustain the monarch's domestic legitimacy while alienating his …

Heroism as an expression of self-actualization and a pinnacle social state is of fundamental interest to humanistic psychology and the field more broadly. This review places the growing discussion on heroic action in a humanistic perspective, as heroism aligns with ethical self-actualization in its highest form, personal meaning making, and social good, and can also involve profound existential costs. This review is organized in four major sections: First, the historical and philosophical underpinnings of heroism are examined, moving from ancient Greco-Roman perspectives, to more modern interpretations of Continental philosophy, and to Freud and Le Bon. Predicting Rift Valley Fever Inter-Epidemic Activities And Outbreak Patterns: Insights From A Stochastic Host-Vector Model, Sansao A. Pedro, Shirley Abelman, Henri E.Z. Tonnang

Rift Valley fever (RVF) outbreaks are recurrent, occurring at irregular intervals of up to 15 years at least in East Africa. Between outbreaks disease inter-epidemic activities exist and occur at low levels and are maintained by female Aedes mcintoshi mosquitoes which transmit the virus to their eggs leading to disease persistence during unfavourable seasons. Here we formulate and analyse a full stochastic host-vector model with two routes of transmission: vertical and horizontal. By applying branching process theory we establish novel relationships between the basic reproduction number, R0, vertical transmission and the invasion and extinction probabilities. This article contributes to the underexplored methodological issues of translating practice theory into empirical consumer research. Practice theory conceptualises consumption as meaningful outcomes of social accomplishments which decentres the traditional influential roles of consumer emphasizes the performative dimension of the doings, saying, and material objects. Because consumers involved with practices are treated merely as „carriers‟, the analysis focus is shifted from consumer to consumption practice. However, practices are difficult to access, observe, measure or represent because practices are hidden, tacit, and often difficult to articulate. Federal legislation and state and local policies mandate the use of evidence-based practices (EBPs) and aim to improve the quality of education for all students. Federal mandates (No Child Left Behind (NCLB) Act of 2001) coupled with teacher training requirements and the need for identifying effective practices for use with students with and without disabilities, highlight the need for teachers to not only implement EBPs but to identify such practices for implementation. The passage of NCLB marked the first time in education that the use of scientific research to inform instructional decisions was mandated.

The educational placement of students of racial, cultural, ethnic, and linguistic diversity in classes for students with special needs at a disproportionate level is well documented. In English You Read With A Stopwatch: A Journey Towards Biliteracy In Two Older Adopted Salvadoran Children, Mary A. Petron, Barbara J. Greybeck

This longitudinal case study provides an in-depth exploration of the journey toward bilingualism and biliteracy of two older adopted Salvadoran siblings in U.S. schools. Data sources include observations in the home and school, interviews, written artifacts, field notes, and various reading test scores. Analysis suggests that literacy instruction in English tended to focus more on phonics and fluency than comprehension and vocabulary, and it assumed a level of oral proficiency in English that neither of the children had. Spanish literacy instruction was aimed toward children of Mexican origin that was neither culturally relevant nor geared toward their specific language needs. …

Teaching Inclusivity: Preservice Teachers’ Perceptions Of Their Knowledge, Skills And Attitudes Toward Working With English Language Learners In Mainstream Classrooms, Philip C. Smith

This study investigated the effect of one semester of ESOL education on preservice teachers by examining their perceived knowledge and skill in working with English Language Learner (ELL) students, and their attitude toward having ELL students in their mainstream classrooms. The survey identified two factors: a) Perception of ESOL Knowledge and Skills (PEKS) and b) Attitude Toward Inclusion (ATI). Results showed that preservice teachers’ perceptions of both knowledge & skill (PEKS) changed from introductory to the final ESOL course, and that PEKS changed significantly from pre- to post-test within the same course. Journal of Applied Research on Children: Informing Policy for Children at Risk

This article explores Head Start’s overall effectiveness in improving school readiness outcomes and its potential to reduce gaps in these outcomes in light of changing program goals, resource and funding capacity, and the demographic changes in the low-income child population it serves. Although not an explicit goal of the Head Start program, we assess whether and how the program can address reducing school readiness gaps between children of different racial and ethnic backgrounds and income groups. Because of changing policy priorities and targeting vulnerable groups of children with diverse needs, meeting Head Start goals within funding constraints can be challenging. …

School of Education and Leadership Student Capstone Theses and Dissertations

The purpose of this curriculum development Capstone was to create a unit of lessons to address how we educate children that live in a water rich environment about the need for water conservation. The curriculum contains lessons in a kit that educate children about water cycles, water sheds, water run-off, water pollution, and water conservation. Methods of teaching include hands-on lessons, small and large group activities that incorporate literature. The overall goal is to create curriculum that would foster a sense of water conservation stewardship in students. Included with this curriculum are copies of handouts, assessments, and literature.
