In Natural Resources Defense Council, Inc. v. Pritzker, the Ninth Circuit dealt with the conflict of science in making legal and policy decisions. NMFS was held to a stringent mitigation standard to protect marine mammals against the Navy’s use of LFA sonar for military operations. In this decision the court held that agencies are required to apply the least practicable adverse impact on marine mammals in these types of operations and agencies must listen to their own experts when making these decisions.

Obesity and osteoporosis are two alarming health disorders prominent among middle and old age populations, and the numbers of those affected by these two disorders are increasing. It is estimated that more than 600 million adults are obese and over 200 million people have osteoporosis worldwide. Interestingly, both of these abnormalities share some common features including a genetic predisposition, and a common origin: bone marrow mesenchymal stromal cells. Obesity is characterized by the expression of leptin, adiponectin, interleukin 6 (IL-6), interleukin 10 (IL-10), monocyte chemotactic protein-1 (MCP-1), tumor necrosis factor-alpha (TNF-α), macrophage colony stimulating factor (M-CSF), growth hormone (GH), parathyroid …

Background: It has been demonstrated that a pathway-based feature selection method that incorporates biological information within pathways during the process of feature selection usually outperforms a gene-based feature selection algorithm in terms of predictive accuracy and stability. Significance analysis of microarray-gene set reduction algorithm (SAMGSR), an extension to a gene set analysis method with further reduction of the selected pathways to their respective core subsets, can be regarded as a pathway-based feature selection method.

The red flour beetle (RFB), Tribolium castaneum (Herbst), is a stored-product insect commonly found in rice mills. To understand how RFBs develop on different types of rice fractions occurring in a rice mill, I conducted three studies. I examined egg to adult development on nine rice fractions (rough rice, rice hulls, paddy rice dust, brown rice, rice bran, milled broken kernels, milled whole kernels, milled rice dust and rice flour) and identified brown rice, bran, milled kernels and rice flour were best for development. A second study examined neonate adult development using rice fractions and temperature as variables and found …

Background: Millions of Americans need but don’t receive treatment for substance use, and evidence suggests that addiction-focused interventions on smart phones could support their recovery. There is little research on implementation of addiction-related interventions in primary care, particularly in Federally Qualified Health Centers (FQHCs) that provide primary care to underserved populations. We used mixed methods to examine three FQHCs’ implementation of Seva, a smart-phone app that offers patients online support/discussion, health-tracking, and tools for coping with cravings, and offers clinicians information about patients’ health tracking and relapses. How can we build robot controllers that are able to work under harsh conditions, but without experiencing catastrophic failures? As seen on the recent Fukushima’s nuclear disaster, standard robots break down when exposed to high radiation environments. Here we present the results from two arrangements of Spiking Neural Networks, based on the Liquid State Machine (LSM) framework, that were able to gracefully degrade under the effects of a noisy current injected directly into each simulated neuron. These noisy currents could be seen, in a simplified way, as the consequences of exposition to non-destructive radiation. The results show that not only …
