ETSU Today [magazine]

The leaves have begun to change here on the campus of East Tennessee State University and we are well into the fall semester. Each fall semester, I have the opportunity to welcome new and returning students to the campus, providing them with a few words of wisdom as their ETSU experience begins to take shape. I encourage our students to …

Promoting Financial Capability Of Incarcerated Women For Community Reentry: A Call To Social Workers, Cynthia K. Sanders

Social Work Faculty Publications and Presentations

Female incarceration rates are increasing at unprecedented rates. The majority of women are poor single mothers, serving sentences for nonviolent drug-related and property offenses. Among challenges faced when transitioning back into society are a history of interpersonal violence and financial instability. This study examines literature with regard to the barriers women experience with an emphasis on financial struggles and explores outcomes of one initiative to begin addressing the financial capability of women in a minimum security prison. Findings reveal women benefited from the class experience. Social workers are called upon for additional financial capability programming and research in this area.

In the late 1990s in Argentina, the model of neoliberalism transformed political and economic policies, aggravated free trade and promoted the privatization of companies and free enterprise. A direct consequence was job instability, with masses amounts of unemployment prevailing, and no action nor response pursued by the state. As a result, the unemployed workers “desocupdos” came together and introduced new repertoires of action: the picketing “piquetes” and the temporary blockage of roads “corte de rutas”. The movement’s first appearance was in the Cutral-Có y Plaza Huincul in the Province of Neuquén (1996-97), extended to Salta and Jujuy (1997) and then …

Populist Radical Right Parties And The Securitization Of Migration In France, Ashley Middleton Oct 2016

Populist Radical Right Parties And The Securitization Of Migration In France, Ashley Middleton

Independent Study Project (ISP) Collection

This research paper addresses the interrelationship between the securitization of migration and the influence of the French populist radical right party, Front National (FN), in promoting anti-migrant claims. By analysing how political actors have played a role in applying security terms to migration in Europe, the paper addresses the different types of socio-political factors that have influenced the anti-migrant sentiment in France. The paper also aims to summarize the role of the media in securitizing migration. Furthermore, the analysis continues with an exploration of French security policy with regard to migration to better understand how FN has benefitted from a …

International Organizations And The Quality Of Domestic Governance: The Multiple Principals Problem, Mohammed Rodwan Abouharb, David L. Cingranelli, Mikhail G. Filippov Oct 2016

International Organizations And The Quality Of Domestic Governance: The Multiple Principals Problem, Mohammed Rodwan Abouharb, David L. Cingranelli, Mikhail G. Filippov

Working Papers Series

Previous research generally ignores the costs of international cooperation. Using the principal-agent framework, we draw attention to the agency loss that occurs domestically when multiple international actors simultaneously influence national policy makers. We contribute to the literature by emphasizing the potentially negative consequences of competition between international organizations and citizens for influence over domestic politicians. Drawing upon previous theoretical and empirical work on the multiple principals-common-agent problem, we hypothesize that the joint influence of a country’s memberships in multiple international governmental organizations (IGOs) generates consistent, unintended, disruptive effects on governance. The empirical part of the paper applies our theoretical expectations …

The Ouroborous Of Political Institutions: Party Rules In Institutional Context, William B. Heller, Olga Shvetsova Oct 2016

The Ouroborous Of Political Institutions: Party Rules In Institutional Context, William B. Heller, Olga Shvetsova

Working Papers Series

Political parties are essential elements of the political landscape in most of the world and their role is essential as they connect citizens to policy change. Though precisely because they do so much and mean so much there is little agreement among scholars on how they should be studied or understood. Indeed, despite the centrality of parties, the comprehensive large-N analysis of institutions and politics inside rather than among them is yet to be attempted. Instead, cross-national data collection efforts are mostly driven by theories that take party structures as given and focus on systems of parties and competition among …

Weight-Based Stigma And Self-Esteem: A Test And Extension Of The Stigma Communication Model, Andie Malterud, Jenn Anderson

Communication Studies Publications

Personal experience with weight-based stigma is negatively associated with self-esteem (Myers & Rosen, 1999). Our study examines how self-esteem is affected by exposure to weight-based stigma communication that is directed at another person. Using Smith’s (2007) stigma communication framework, we created a 2 (Stigma level: high, low) x 2 (Gender of stigmatized person: male, female) x 2 (Body of stigmatized person: large, small) posttest-only experiment. Participants’ self-esteem was highest after seeing a small body subjected to intense stigma and lowest after seeing a large body subjected to intense stigma. Additionally, we observed three-way interactions affecting the perceptions of two stigma-communication …

United States governmental agencies, departments, and affiliates, are increasingly making 3D printable models available to the general public online. On March 20, 2014, a memorandum was sent out to United States executive departments and agencies about improving access to the government’s scientific collections (Holdren, 2014). This memorandum, from the White House Office of Science and Technology Policy (OSTP), not only addressed physical collections, but specifically mentioned digital 3D models. On the White House’s blog, several reasons were given for making these collections more accessible including the idea that these collections are “… treasure troves of information ripe for exploration and …

Profile: Inspiring Alumni Leaders, University Relations

Profile (1996-)

This issue of Profile and my impending departure have given me another opportunity: the chance to think about leadership. Why does it matter? What are the elements of effective leadership? And how is it present in Morris alumni? In the pages that follow we focus on several alumni who provide examples of leadership for the rest of us to study and emulate. As we emerge from a summer of violence in this country and around the world, and as we bear witness to an extremely polarized political election season, it seems appropriate to take some time to reflect on what …

The Calusa And Early Spanish Settlement: An Archaeological-Historic Analysis Of Early European Contact In Southern Florida, Rylan Cromer Oct 2016

The Calusa And Early Spanish Settlement: An Archaeological-Historic Analysis Of Early European Contact In Southern Florida, Rylan Cromer

Honors Theses

In 1513 Juan Ponce de León led an expedition force to explore the western coastline of Florida as part of a mission for the Spanish Crown to map the Gulf of Mexico and determine the capability of the area to potentially support Spanish colonization attempts. Instead, León established first contact with a powerful native society that successfully drove León and his fleet of three ships from their shores with nothing more than bows and basic dugout canoes. For nearly a century afterward, the mere presence of these people, the Calusa, was enough to limit Spanish settlement to the Eastern coastline …

"El Bloqueo" And The Initial Changes To Expect In Cuba Following Its Repeal, Justin B. Asher Oct 2016

"El Bloqueo" And The Initial Changes To Expect In Cuba Following Its Repeal, Justin B. Asher

Honors Theses

This document seeks the answer to the question, "What will happen when the Embargo in place against Cuba by the U. S. government is lifted?" This question undoubtedly came to the front of many Americans’ minds when President Obama announced on December 17,2014 that the United States and Cuba would begin diplomatic relations by opening embassies in the capital city of one another's state. It uses various sources to define the Cuban Embargo and the events that led to its manifestation, the current state of affairs with Cuba (roughly 2 years after the announcement). While the United States seeks a …

Am I My Client? Revisited: The Role Of Race In Intra-Race Legal Representation, Julie D. Lawton Oct 2016

Am I My Client? Revisited: The Role Of Race In Intra-Race Legal Representation, Julie D. Lawton

Michigan Journal of Race and Law

This Article examines the challenges of intra-race legal representation for lawyers of color, law students of color, and those teaching law students of color by analyzing how the dynamics of the lawyer’s and client’s racial sameness impact legal representation. This Article brings together three strands of lawyering theory – the role of race in lawyering, critical race theory, and the role of the lawyer in intra-race legal representation. In doing so, this Article explores a number of provocative questions: Does being the same race as their clients make lawyers better legal representatives? Should lawyers of color embrace or resist race’s …

Tightening The Ooda Loop: Police Militarization, Race, And Algorithmic Surveillance, Jeffrey L. Vagle Oct 2016

Tightening The Ooda Loop: Police Militarization, Race, And Algorithmic Surveillance, Jeffrey L. Vagle

Michigan Journal of Race and Law

This Article examines how military automated surveillance and intelligence systems and techniques, when used by civilian police departments to enhance predictive policing programs, have reinforced racial bias in policing. I will focus on two facets of this problem. First, I investigate the role played by advanced military technologies and methods within civilian police departments. These approaches have enabled a new focus on deterrence and crime prevention by creating a system of structural surveillance where decision support relies increasingly upon algorithms and automated data analysis tools and automates de facto penalization and containment based on race. Second, I will explore these …

Kohesi Pada Jaringan Sosial Bullying, Nailul Mona Oct 2016

Kohesi Pada Jaringan Sosial Bullying, Nailul Mona

JURNAL KOMUNIKASI INDONESIA

Vosko, John Grundy, Eric Tucker, Andrea M. Noack, Alan Hall, Mark P. Thomas, Rebecca Casey, Kiran Mirchandani, Guliz Akkaymak

Commissioned Reports, Studies and Public Policy Documents

The quality of employment available to Ontarians is a growing concern among legislators, policymakers, and the general public alike. There is widespread recognition that precarious employment and the challenges posed by the associated realignment of risks, costs and power relations between employees and employers require improvements to employees’ legislative protection. Ontario’s Changing Workplaces Review (CWR) affords us an opportunity to take stock of important changes taking place the province’s labour market. As the Terms of Reference introduced at the outset of the CWR note, “far too many workers are experiencing greater precariousness” in employment in Ontario today than in the …
