This paper relates to patent infringements on second medical use in the light of competition law and the reimbursement system. It is inspired by two recent rulings delivered by English and Dutch courts. They have considered whether the sale of generic drugs may be regarded as an infringement of a patent relating to a second medical use (not indicated on the labels) in situations where the facts of the case showed that these drugs have actually been used in a way covered by this patent (ie. off-label use). Fibonacci Or Quasi-Symmetric Phyllotaxis. Part Ii: Botanical Observations, Stéphane Douady, Christophe Golé

Historically, the study of phyllotaxis was greatly helped by the simple description of botanical patterns by only two integer numbers, namely the number of helices (parastichies) in each direction tiling the plant stem. The use of parastichy num- bers reduced the complexity of the study and created a proliferation of generaliza- tions, among others the simple geometric model of lattices. Unfortunately, these simple descriptive method runs into difficulties when dealing with patterns pre- senting transitions or irregularities. Fibonacci Or Quasi-Symmetric Phyllotaxis. Part I: Why?, Christophe Golé, Jacques Dumais, Stéphane Douady

The study of phyllotaxis has focused on seeking explanations for the occurrence of consecutive Fibonacci numbers in the number of helices paving the stems of plants in the two opposite directions. Using the disk-accretion model, first introduced by Schwendener and justified by modern biological studies, we observe two dis- tinct types of solutions: the classical Fibonacci-like ones, and also more irregular configurations exhibiting nearly equal number of helices in a quasi-square pack- ing, the quasi-symmetric ones, which are a generalization of the whorled patterns. The importance of preparedness is emphasised in humanitarian relief logistics as it gets even more sophisticated. Pre-purchased relief items are stocked in pre-positioned warehouses around the world by various relief organisations which is commonly taken to improve their capacities to deliver sufficient relief aid within a relatively short time frame. This comment paper provides a better understanding about the humanitarian disaster management with the comparison between the commercial logistics. Furthermore, pre-positioned warehousing strategy is overviewed along with the global warehouse locations operated by international relief organisations.

The research question addressed in this capstone was, How can an environment be created during the first weeks of school to foster efficacy in student writing? This capstone describes current research on creating an environment for writing as well as strategies for effective writing instruction. It describes approaches and rationales for a writing curriculum that integrates socialemotional learning with writing. The goal of this project was to create curriculum specific to the beginning of the year that would help elementary students see themselves as effective writers through the use of engaging writing activities.

This study highlights the core non-proliferation dilemmas we face and suggests an effective mechanism for reviving the spirit and the hope of the Non-Proliferation Treaty. An indispensable key to the treaty calls for a rethinking of what we believe should be referred to as its four pillars: disarmament, non-proliferation, peaceful uses of nuclear energy, and implementation of the 1995 Middle East Resolution. We seek to contribute to the renaissance of the non-proliferation regime by addressing seven dilemmas that arise from the way various Non-Proliferation Treaty participants pursue the goals of the four pillars undergirding the treaty. The paper investigates the approach used by a new set of regional institutions, the Disaster Preparedness and Risk Management Organizations (DPRMOs), in strengthening regional governance and cooperation. It also inquires in what ways these new institutions might indirectly contribute to the establishment of a more cohesive global nuclear security framework. More specifically, through the examination of the case of Southeast Asia, the paper argues that these institutions, albeit without a specific and direct mandate to operate in the nuclear security domain, are fundamentally strengthening states’ capacity to assess risks and threats and to map vulnerabilities in timely fashion. Deterring nuclear terrorism is a critical national asset to support the preclusion of non-state actors from initiating a nuclear attack on the United States. Successful attribution of a detonated nuclear weapon allows for timely responsive measures that prove essential in the period following a nuclear event. In conjunction with intelligence and law enforcement evidence, the technical nuclear forensics (TNF) post-detonation community supports this mission through the development and advancement of expertise to characterize weapon debris through a rapid, accurate, and detailed approach. Evaluation Of Covert Plutonium Production From Unconventional Uranium Sources, Ondrej Chvala, Steven Skutnik, Tyrone Christopher Harris, Emily Anne Frame

The potential for a relatively non-advanced nation to covertly acquire a significant quantity of weapons-grade plutonium using a gas-cooled, natural uranium-fueled reactor based on relatively primitive early published designed is evaluated in this article. The economic and technical issues that would influence the design decisions of a covert 239Pu production program are considered.
Several unconventional uranium acquisition approaches were explored. Methods for extracting uranium from enrichment tails, seawater, and coal ash sources were considered. The evaluation indicated that uranium extraction from coal ash or insitu leaching from underground deposits could be performed in economical manner that might be difficult …
