Historically, the study of phyllotaxis was greatly helped by the simple description of botanical patterns by only two integer numbers, namely the number of helices (parastichies) in each direction tiling the plant stem. The use of parastichy num- bers reduced the complexity of the study and created a proliferation of generaliza- tions, among others the simple geometric model of lattices. Unfortunately, these simple descriptive method runs into difficulties when dealing with patterns pre- senting transitions or irregularities. The study of phyllotaxis has focused on seeking explanations for the occurrence of consecutive Fibonacci numbers in the number of helices paving the stems of plants in the two opposite directions. Using the disk-accretion model, first introduced by Schwendener and justified by modern biological studies, we observe two dis- tinct types of solutions: the classical Fibonacci-like ones, and also more irregular configurations exhibiting nearly equal number of helices in a quasi-square pack- ing, the quasi-symmetric ones, which are a generalization of the whorled patterns. This study highlights the core non-proliferation dilemmas we face and suggests an effective mechanism for reviving the spirit and the hope of the Non-Proliferation Treaty. An indispensable key to the treaty calls for a rethinking of what we believe should be referred to as its four pillars: disarmament, non-proliferation, peaceful uses of nuclear energy, and implementation of the 1995 Middle East Resolution. We seek to contribute to the renaissance of the non-proliferation regime by addressing seven dilemmas that arise from the way various Non-Proliferation Treaty participants pursue the goals of the four pillars undergirding the treaty. The paper investigates the approach used by a new set of regional institutions, the Disaster Preparedness and Risk Management Organizations (DPRMOs), in strengthening regional governance and cooperation. It also inquires in what ways these new institutions might indirectly contribute to the establishment of a more cohesive global nuclear security framework. More specifically, through the examination of the case of Southeast Asia, the paper argues that these institutions, albeit without a specific and direct mandate to operate in the nuclear security domain, are fundamentally strengthening states’ capacity to assess risks and threats and to map vulnerabilities in timely fashion. Deterring nuclear terrorism is a critical national asset to support the preclusion of non-state actors from initiating a nuclear attack on the United States. Successful attribution of a detonated nuclear weapon allows for timely responsive measures that prove essential in the period following a nuclear event. In conjunction with intelligence and law enforcement evidence, the technical nuclear forensics (TNF) post-detonation community supports this mission through the development and advancement of expertise to characterize weapon debris through a rapid, accurate, and detailed approach. Evaluation Of Covert Plutonium Production From Unconventional Uranium Sources, Ondrej Chvala, Steven Skutnik, Tyrone Christopher Harris, Emily Anne Frame
International Journal of Nuclear Security
The potential for a relatively non-advanced nation to covertly acquire a significant quantity of weapons-grade plutonium using a gas-cooled, natural uranium-fueled reactor based on relatively primitive early published designed is evaluated in this article. The economic and technical issues that would influence the design decisions of a covert 239Pu production program are considered.
Several unconventional uranium acquisition approaches were explored. Methods for extracting uranium from enrichment tails, seawater, and coal ash sources were considered. The evaluation indicated that uranium extraction from coal ash or insitu leaching from underground deposits could be performed in economical manner that might be difficult …

The ownership of, and rights to, coastal waters are exhibited on a cumulative scale ranging from commons-like to private use. As an example of a natural resource with complex and interlinked ecosystems, coastal waters give rise to many kinds of legal norms and pol-icy instruments. As shown by my investigation of China’s coastal waters, people are willing to pay for legal rights which guarantee exclusive access, regardless of the relatively high cost. The statistical data further reveals that, when coastal waters are divided, there is a negative correlation between fragmentation of the seas and sea-based production. Therefore, based on the …

The purpose of the literature review is to discuss the development of geometric and spatial concepts in preschool- and kindergarten-aged children. This development can be seen through the children's mental and manual rotation, as well as children's experiences with spatial reasoning. The factors that influence these concepts, such as spatial talk and spatial play are also examined. This review identifies ways that teachers can support the development of geometric and spatial concepts in the classroom, such as exposure to materials, pedagogy, interventions, and their own professional development. The aims of the study were to understand the effect of differences in chemistry learning with Learning Cycle-5E (LC-5E) instructional model using Socio-scientific Issues (SSI) context toward critical thinking skill of senior high school students on solubility material. This was a quasi-experimental with pretest-posttest control group design. The research data was from test results with critical thinking instruments that have been developed (R = 0.7319). The test results were analyzed using independent sample t-test. Among systems with many hard-core point particles that only interact by elastic collisions in one-dimension, it has long been thought that only those with equal mass particles were completely integrable, where the final state of the system through time evolution could be easily predicted from its initial state due to the existence of a maximal number of conserved quantities. Behavioral Ecology Of American Pikas (Ochotona Princeps) At Mono Craters, California: Living On The Edge, Andrew T. Smith, John D. Nagy, Constance I. Millar

The behavioral ecology of the American pika (Ochotona princeps) was investigated at a relatively hot south-facing, low-elevation site in the Mono Craters, California, a habitat quite different from the upper montane regions more typically inhabited by this species and where most prior investigations have been conducted. Mono Craters pikas exhibited a behavioral profile that contrasted significantly with that of pikas found in upper montane regions. Mono Craters pikas were less surface active than pikas in studies at high-elevation sites, although their rate of short-call vocalizations was similar. This paper follows a comparative approach to the analysis of collective dominance doctrine and practice in the EU and the enforcement practice in Ukraine. The aim of this paper is to assess the compliance of the Ukrainian competition authority’s (AMCU) analysis of the national electricity market with EU law enforcement practice. The hydrodynamic model Delft3D is used to study the impact of Sea Level Rise (SLR) on storm surge and inundation in the coastal region of Bangladesh. To study the present-day inundation scenario, track of two known tropical cyclones (TC) were used: Aila (Category 1; 2009) and Sidr (Category 5; 2007). Model results were validated with the available observations. Future inundation scenarios were generated by using the strength of TC Sidr, TC Aila and an ensemble of historical TC tracks but incorporating the effect of SLR.
