In 1999 the City of Portland (City) began to require that stormwater management facilities (SMF) be built when private property is newly developed or redeveloped (City Code Chapter 17.38). Proper maintenance and upkeep of SMFs is essential to ensuring they function appropriately. The City's Maintenance Inspection Program (MIP) is tasked with inspecting stormwater management facilities on private properties in order to ensure that they are being properly operated and maintained and to meet provisions of the City's NPDES Municipal Separated Storm Sewer System (MS4) permit.

Coherent state transfer is an important requirement in the construction of quantum computer hardware. The state transfer can be realized by linear next-neighbour-coupled finite chains. Starting from the commensurability of chain eigenvalues as the general condition of periodic dynamics, we find chains that support full periodic state revivals. For short chains, exact solutions are found analytically by solving the inverse eigenvalue problem to obtain the coupling coefficients between chain elements. We apply the solutions to design optical waveguide arrays and perform numerical simulations of light propagation thorough realistic waveguide structures. We investigate a system of coupled oscillators on the circle, which arises from a simple model for behavior of large numbers of autonomous vehicles. The model considers asymmetric, linear, decentralized dynamics, where the acceleration of each vehicle depends on the relative positions and velocities between itself and a set of local neighbors. We first derive necessary and sufficient conditions for asymptotic stability, then derive expressions for the phase velocity of propagation of disturbances in velocity through this system. We show that the high frequencies exhibit damping, which implies existence of well-defined signal velocities c+>0 and c−f(x−c+t) in the direction …

It is important to characterize the temporal trajectories of disease-related biomarkers in order to monitor progression and identify potential points of intervention. These are especially important for neurodegenerative diseases, as therapeutic intervention is most likely to be effective in the preclinical disease stages prior to significant neuronal damage. Neuroimaging allows for the measurement of structural, functional, and metabolic integrity of the brain at the level of voxels, whose volumes are on the order of mm3. These voxelwise measurements provide a rich collection of disease indicators. Longitudinal neuroimaging studies enable the analysis of changes in these voxelwise measures. However, …

Optical coherence tomography (OCT) of the human retina is now becoming established as an important modality for the detection and tracking of various ocular diseases. Voxel based morphometry (VBM) is a long standing neuroimaging analysis technique that allows for the exploration of the regional differences in the brain. Although caloric restriction (CR) could delay biologic aging in humans, it is unclear if this would occur at the cost of significant bone loss. We evaluated the effect of prolonged CR on bone metabolism and bone mineral density (BMD) in healthy younger adults. Two-hundred eighteen non-obese (body mass index [BMI] 25.1?±?1.7?kg/m(2) ), younger (age 37.9?±?7.2 years) adults were randomly assigned to 25% CR (CR group, n?=?143) or ad libitum (AL group, n?=?75) for 2 years. This dissertation is designed to search for new good thermoelectric materials. Considering that both the low dimensionality and high spin entropy are in favor of thermoelectric performance, we focused on several layered transition-metal compounds including Bi2Sr2Co2O9-δ, Sr3(Ru1-xMnx)2O7, BaMn2Sb2 and Ba2Mn3Sb2O2. By investigating their structural, electrical and thermal transport, and magnetic properties, we discuss the relationship between structure, thermoelectric, and magnetic properties in these materials. For Bi2Sr2Co2O9-δ, both single crystal and thin film forms were studied. Nitrogen loading in the Mississippi River from increased N fertilization of agricultural land helps to trigger an area of hypoxic water in the northern Gulf of Mexico (GOM) every summer. Louisiana wetlands can play a vital role in removing nitrate from river waters prior to discharge in the GOM. However, Louisiana’s wetlands have experienced significant losses in recent years. Efforts to restore wetlands include reconnecting floodplain wetlands to rivers and utilizing river diversions to re-introduce sediment to coastal wetlands. Louisiana estuaries provide habitat for some of the most productive population of the eastern oyster, Crassostrea virginica in the Gulf of Mexico. Coastal alterations, including changes in river flow of the Mississippi River, sediment diversions, and climate change, are likely to impact areas supporting oyster production. The mangrove forest gap dynamic model, FORMAN, was the first individual-based model (IBM) to simulate the long-term successional dynamics of three Caribbean mangrove species, Avicennia germinans, Laguncularia racemosa, and Rhizophora mangle. Assumptions under the spatially implicit approach of gap dynamic models limit their application to small-scale simulations. An expanded, spatially-explicit version of FORMAN was developed to allow for simulations of larger spatial grids, through the inclusion of localized soil conditions and neighborhood-based light resource competition. Resonant Inductive Coupling As A Potential Means For Wireless Power Transfer To Printed Spiral Coil, Mohammad Haerinia, Ebrahim S. Afjei

This paper proposes an inductive coupled wireless power transfer system that analyses the relationship between induced voltage and distance of resonating inductance in a printed circuit spiral coils. The resonant frequency produced by the circuit model of the proposed receiving and transmitting coils are analysed by simulation and laboratory experiment. The outcome of the two results are compared to verify the validity of the proposed inductive coupling system. Experimental measurements are consistent with simulations over a range of frequencies spanning the resonance.

Preservice teachers enter their preparation programs with multiple years of experience in schools as k-12 students. Past schooling experiences, or their ‘apprenticeship of observation’ (Lortie, 1975), often shape preservice teachers’ understandings of schools, teaching, and learning. Teacher preparation programs must address these experiences and related preconceptions when preparing preservice teachers to work with students, specifically diverse student populations (Hammerness et al., 2005). While the majority of the teaching force remains White, female, and monolingual English speaking, the scholarly community has begun to focus on the preparation of diverse preservice teachers (e.g., Tsui, 2007). Motivated by potential applications to theoretical computer science, in particular those areas where the Curry-Howard correspondence plays an important role, as well as by the ongoing search in pure mathematics for feasible approaches to higher category theory, we undertake a detailed study of a new mathematical abstraction, the generalized category. It is a partially defined monoid equipped with endomorphism maps defining sources and targets on arbitrary elements, possibly allowing a proximal behavior with respect to composition. The reaction kinetics and some applications in the field of microfluidics for thiol-acrylate Michael addition polymerizations using multifunctional monomers have been researched and are presented here. The polymerization rate constants for base-catalyzed systems were found to increase with increasing thiol and acrylate functionality, which was attributed to the intramolecular interactions between functional groups. The nucleophile-initiated thiol-acrylate Michael addition polymerization kinetics were monitored via FTIR, and it was determined that the increase in the rate of reaction in these multifunctional systems was significantly less dramatic than the increase observed in monofunctional systems. Professor Fischman’s article suggests several ways in which a mandated unit-level (e.g. an individual national forest) plan can better contribute to goals of a larger region (e.g. the Willamette River watershed) and of federal agencies (e.g. mandates to maintain ecological integrity). The scientific literature is largely in agreement that achieving ecological integrity, adaptive management, and climate change resiliency all require large-scale coordination across property boundaries and jurisdictions. The author takes these widely accepted findings as a starting point and shows how public agencies can implement effective practices. One of the most egregious examples of the tension between federal employment discrimination law and psychological science is the federal common law doctrine known as the same-actor inference.
When originally elaborated by the Fourth Circuit in Proud v. Stone, the same-actor doctrine applied only when an “employee was hired and fired by the same person within a relatively short time span.” In the two decades since, the doctrine has widened and broadened in scope. It now subsumes many employment contexts well beyond hiring and firing, to scenarios in which the “same person” entails different groups of decision makers, and the …

Accelerated parallel computing techniques using devices such as GPUs and Xeon Phis (along with CPUs) have proposed promising solutions of extending the cutting edge of high-performance computer systems. A significant performance improvement can be achieved when suitable workloads are handled by the accelerator. Traditional CPUs can handle those workloads not well suited for accelerators. Environmentally persistent free radicals (EPFRs) have recently attracted attention due to their properties that detrimental to the health of living organisms. Earlier studies devoted to the formation of combustion generated particulate matter (PM) showed that EPFRs formed as a result of the association of aromatic chlorinated hydrocarbons with transition metal centers. Based on our previous studies, the amounts of EPFRs formed at Superfund soil sites contaminated with pentachlorophenol (PCP) are ~30 times higher compared to those formed at the neighboring uncontaminated soil sites, showing that EPFR formation is not confined to combustion generated particle. Approaches in controlling nitrogen (N) loss from preflood fertilizer applications in delayed flood rice (Oryza stiva) production in the mid-southern U.S.A. typically involves treating urea with urease inhibitors like N-(n-butyl) thiophosphoric triamide (NBPT). Limited research exists on managing N utilizing the combined effects of treating urea with a urease inhibitor and subsequently adding a physical zinc (Zn) sulfate coating. The immune system defends the host from bacteria, fungi, parasites, and viruses. The immune system is partially under genetic control through immune response genes, such as those of the major histocompatibility complex (MHC) whose nucleotide variation influences the host’s ability to recognize foreign pathogens and can influence disease susceptibility. Populations of threatened species generally possess low levels of genetic variation, and genetically depauperate hosts may be at greater risk of infectious disease contributing to extirpations because they also possess low immunogenetic variation. The process of nucleation is an essential part of understanding and controlling phase changes in a wide array of systems. In the past theories such as Classical Nucleation Theory have been used as a tool to aid experimentalist in the study of phase mechanisms. The “old” bimetallic nickel complexes, meso- and rac-Ni2Cl4(et,ph-P4) were investigated as possible “catalysts” for the oxidative cleavage of alkenes using an unsaturated fatty acid, oleic acid, as the substrate. The “new” bimetallic nickel complexes with a stronger chelating tetraphosphine ligand, meso- and rac-Ni2Cl4(et,ph-P4-Ph), were also synthesized and tested for the oxidative cleavage of oleic acid. All four dinickel complexes were found to be active for the oxidative cleavage of oleic acid, producing extremely small amounts of aldehyde product. The Stanley research group also discovered the oxidative cleavage of alkenes using only the “old” et,ph-P4 tetraphosphine ligands with no metal centers. …

The ability to control nanoscale morphology and molecular organization in organic semiconducting polymer thin films is an important prerequisite for enhancing the efficiency of organic thin-film devices, including organic light-emitting and photovoltaic devices. The current “top-down” paradigm for making such devices is based on utilizing solution-based processing (e.g. spin-casting) of soluble semiconducting polymers. This approach typically provides only modest control over nanoscale molecular organization and polymer chain alignment. A promising alternative to using solutions of pre-synthesized semiconducting polymers pursues instead a “bottom-up” approach to prepare surface-grafted semiconducting polymer thin films by surface-initiated polymerization of small-molecule monomers.
