Project Management Methodology Applied To A Research And Recommendations Study: Understanding Workplace Accidents Involving Equipment "Blind Spots", Blake Delaney Dec 2016

Project Management Methodology Applied To A Research And Recommendations Study: Understanding Workplace Accidents Involving Equipment "Blind Spots", Blake Delaney

Student Projects for Graduate Degrees

Nearly 25 percent of work vehicle-related deaths take place while the vehicle is moving in reverse. The total cost to employers in 2000 was $60 billion, with two-thirds of the accidents taking place on-the-job. Due to the high number of vehicle blind spot accidents that take place each year, it is critical to ensure current technology is being utilized to prevent future accidents. (“Guidelines for employers to reduce motor vehicle crashes,” 2006) While the Occupational Safety and Health Administration (OSHA) investigates industrial fatalities, too little information is gathered into general categories to effectively understand the overall effectiveness of U.S. regulations, …

The Melanesian Spearhead Group And Pacific Regional Cooperation, Gordon Leua Nanau

Pacific Studies

The Melanesian Spearhead Group (MSG) is a subregional organization in Oceania where friendly diplomatic relations, free trade, and cultural and technical exchanges are encouraged. One of its founding principles is to promote the aspirations of Melanesians under colonial servitude to political autonomy. At the same time, it is a forum by member states to drive their national interests under the auspices of subregional resolutions. Recent developments and decisions by MSG leaders provided profound insights into the affairs of the organization and its member states. In 2010, the prime ministers of Fiji and Vanuatu were at loggerheads over whom to transfer …

Maritime Advanced Geospatial Intelligence Craft For Oil Spill Response: Selected Resources And Annotations, C. Reid Nichols, Nikolaos I. Xiros, Jeanne Pavy

Project Documentation

This selection of resources highlights the utility of Unmanned Surface Vehicles (USV) for use in marine spill response. Each entry is followed by a brief summary and evaluation of the source (i.e., the annotation). Most annotations will define the scope of the source, list significant cross references, and identify relevant USV capabilities. There is no attempt to provide actual hypotheses, data, or graphics, especially concerning cited articles published in refereed journals. The purpose of the annotation is to inform the reader of the relevance, accuracy, and quality of the sources cited. Relevance relates to the citation’s presentation of capabilities that …

Willingness To Pay For Irrigation Water Under Scarcity Conditions, Tyler Robert Knapp Dec 2016

Willingness To Pay For Irrigation Water Under Scarcity Conditions, Tyler Robert Knapp

Graduate Theses and Dissertations

Reliance of Arkansas agricultural producers on groundwater for irrigation has led to depletion of the Mississippi River Valley alluvial aquifer. Without intervention, consequences include insufficient groundwater to meet irrigation demand as well as drawdown of the deeper Sparta Aquifer, upon which communities in eastern Arkansas rely for non-agricultural use. Among proposed solutions to combat groundwater decline is the construction of off-farm surface water infrastructure to meet the irrigation needs of producers. Despite the importance of irrigated agriculture to Arkansas, there is little know about the economic value of irrigation water to producers. Thus, we implement a double-bounded dichotomous choice contingent …

Massachusetts Office of Public Collaboration Publications

During Fiscal Year 2016, the Community Mediation Center Grant Program proved generally effective in supporting the delivery of mediation services for dispute resolution from community mediation centers to Massachusetts communities. As a result of a $750,000 legislative appropriation, thirteen community mediation centers were awarded operating grants that proved critical to the centers’ sustained existence and thriving. The Program’s value was demonstrated by evidence of the contribution made by the funded centers towards reducing conflict and increasing access to procedural justice for residents in every Massachusetts county. Furthermore, the commonwealth as a whole benefited economically from the Program due to an …

Improved Methodology For Developing Non-Motorized Safety Perfomance Functions, Keneth Morgan Kwayu Dec 2016

Improved Methodology For Developing Non-Motorized Safety Perfomance Functions, Keneth Morgan Kwayu

Masters Theses

This study aimed at improving the methodology for developing statewide non-motorized safety performance functions (SPFs). Due to lack of pedestrian and bicyclist counts, the methodology proposed a procedure for developing statewide surrogate non-motorized exposure measures using data that are available at statewide level. Eleven years non-motorized crashes at signalized urban intersections joining Arterial and Collector roads in Michigan were used to test the procedure.

The study also explored the use of Bayesian approach for modeling non-motorized crashes as an alternative to traditional classical count data models. Classical count data models that were considered as potential fit to the data include; …

Anti-Disruption Statutory Construction, Jonathan H. Adler Dec 2016

Anti-Disruption Statutory Construction, Jonathan H. Adler

Cardozo Law Review

The article examines Chief Justice John Roberts' approach to statutory interpretation, characterizing it as a form of "Burkean minimalism." This approach prioritizes judicial restraint, avoiding disruptive outcomes and maintaining stability in the law, even if it requires departing from the plain meaning of statutory text. Roberts' decisions often reflect a pragmatic willingness to reinterpret statutes to prevent significant disruptions, uphold legislative enactments, and preserve constitutional harmony, rather than adhering strictly to textualist or doctrinal purity.

Manipulating, Fast And Slow: The Law Of Non-Verbal Market Manipulations, Shmuel I. Becher, Yuval Feldman Dec 2016

Manipulating, Fast And Slow: The Law Of Non-Verbal Market Manipulations, Shmuel I. Becher, Yuval Feldman

Cardozo Law Review

Consumers make purchasing decisions in various markets every day. Contrary to common belief, such decision-making is often not the result of deliberate analysis of information or of rational thinking. Rather, it is frequently based on feelings, sensations and intuition. Purchasing decisions are not made in a vacuum and are regularly influenced by sellers' manipulation and selling tactics.

It is well documented that people receive a substantial part of the information they possess via non-verbal communication. One of the most alarming aspects of this reality is that consumers are mostly unaware of non-verbal cues and the ways they can influence them. …

Georgia's Safe Harbor Ruling For Affirmative Defenses In Criminal Cases Should Be Revisited, Ben W. Studdard, Michal A. Arndt Dec 2016

Georgia's Safe Harbor Ruling For Affirmative Defenses In Criminal Cases Should Be Revisited, Ben W. Studdard, Michal A. Arndt

Mercer Law Review

The State has the entire burden of proving the defendant's guilt of the offense charged beyond a reasonable doubt, reads the instruction given to every jury empaneled to try a criminal case in Georgia. The defendant has no burden of proof at all. Where the evidence raises a defense, the burden remains with the State to negate or disprove that defense beyond a reasonable doubt. But those same Georgia citizens, when summoned to federal jury service, may hear a very different instruction: that the defendant, upon raising an affirmative defense, has the burden of proof as to that defense, by …

Research & Strategic Partnerships: Quarterly Review, Volume 3, Issue 3, Portland State University. Research & Strategic Partnerships

Portland State Research Magazine

This issue of the Quarterly Review focuses on population health and strategies to improve it. Although these strategies may be revised and added to in the years ahead, the “Triple Aim” of addressing health costs, improving the experience of care, and maintaining healthy populations will undoubtedly remain unchanged, as will our drive to better understand the role of public health in developing resilient people and communities.

The research highlighted in this issue also bears witness to the importance of community and the ways in which Portland State University and the OHSU-PSU School of Public Health are empowering communities to live …

Antimicrobial Interventions Applied To Beef Sub-Primals For The Control Of Escherichia Coli And Their Impact On Ground Beef Quality, Kelly Ann Mccarty

Department of Animal Science: Dissertations, Theses, and Student Research

Due to their severe health implications, seven shiga toxin-producing E. coli (STEC) serotypes were declared adulterants by USDA-FSIS in raw, non-intact beef products. Small business beef processing facilities are being asked to implement an intervention on the beef sub-primals and trim they receive for ground beef production. This study evaluates the efficacy of reducing rifampicin-resistant E. coli (E. coliRif) using 4.5% lactic acid (LA), 2.5% Beefxide™ (BX), and 380 ppm peroxyacetic acid (PAA) when applied by dip, spray or electrostatic spray (ESS) to the mostly fat lateral surface and mostly lean medial surface of beef shoulder …

When Everything Is Small: The Regulatory Challenge Of Scale In The Sharing Economy, Kellen Zale Dec 2016

When Everything Is Small: The Regulatory Challenge Of Scale In The Sharing Economy, Kellen Zale

San Diego Law Review

The sharing economy—the rapidly evolving sector of peer-to-peer home- sharing and ride-hailing transactions facilitated by platforms like Airbnb and Uber—offers the potential for economic growth, greater sustainability, and expanded access for underserved groups. But the massive number of small-scale activities that these platforms facilitate also causes negative cumulative impacts and exposes regulatory fractures, from the loss of long-term rental housing to discrimination against protected classes to increased burdens on public infrastructure. This Article contends that scale is a defining feature and fundamental challenge of the sharing economy. Small may be beautiful, but when everything is small, the regulatory challenge is …

Winter Desiccation Prevention And Recovery In Turfgrass, Darrell James Michael Dec 2016

Winter Desiccation Prevention And Recovery In Turfgrass, Darrell James Michael

Department of Agronomy and Horticulture: Dissertations, Theses, and Student Research

Desiccating winters in the Northern Great Plains can lead to widespread turf death. This loss of turf results in poor aesthetics and can be financially burdensome. Financial implications include the cost of re-establishing turf and the loss of potential revenue from poor playing conditions in the spring which can both be devastating for financial success. The winter of 2013-2014 was particularly devastating, leaving many golf course superintendents re-evaluating their desiccation prevention management plans. There are many prevention practices available to turf managers that vary greatly in affordability, effectiveness, and labor. These prevention practices aim to prevent excessive water loss and …

Mechanism Of Resistance, Gene Flow, And Integrated Management Of Ragweeds (Ambrosia) In Nebraska, Zahoor Ahmad Ganie Dec 2016

Mechanism Of Resistance, Gene Flow, And Integrated Management Of Ragweeds (Ambrosia) In Nebraska, Zahoor Ahmad Ganie

Department of Agronomy and Horticulture: Dissertations, Theses, and Student Research

Common ragweed (Ambrosia artemisiifolia L.) and giant ragweed (Ambrosia trifida L.) are native annual broadleaf weeds in the United States found in diverse agroecosystems, roadsides, and wastelands. They are economically important weed species in the Midwest and sources of pollen allergies. Confirmation of glyphosate-resistant (GR) common and giant ragweed in Nebraska justified the need to determine the mechanism of resistance, dispersal of resistance genes via pollen, and to develop an integrated management program. The objectives of this research were to: 1) determine the mechanism of glyphosate resistance in a common ragweed biotype from Nebraska; 2) evaluate the effect …
