Hands Up: A Systematized Review Of Policing Sex Workers In The U.S., Fabian Luis Fernandez
Hands Up: A Systematized Review Of Policing Sex Workers In The U.S., Fabian Luis Fernandez
Public Health Theses
This work lays the foundation for a study of criminalization and its effects on the health of street-based sex workers in the U.S. seeking to: 1) conduct a systematized review of sources from across the country settling on seventeen that describe experiences of harassment, false arrests, theft, physical abuse, sexual assault, HIV criminalization, survival tactics, reporting practices, and positive relations with law enforcement and 2.) compare the U.S. literature to international research, reflecting on the ways that public health researchers remain complicit in sustaining these harmful institutions by failing to consider diversity, the criminalized context of sex work, the links …

Rights For Resilience: Food Sovereignty, Power, And Resilience In Development Practice, Marygold Walsh-Dilley, Wendy Wolford, James Mccarthy
Geography
Even as resilience thinking becomes evermore popular as part of strategic programming among development and humanitarian organizations, uncertainty about how to define, operationalize, measure, and evaluate resilience for development goals prevails. As a result, many organizations and institutions have undertaken individual, collective, and simultaneous efforts toward clarification and definition. This has opened up a unique opportunity for a rethinking of development practices. The emergent consensus about what resilience means within development practice will have important consequences both for development practitioners and the communities inwhich they work. Incorporating resilience thinking into development practice has the potential to radically transform this arena …

The frequency, magnitude, and size of forest disturbances are increasing globally. Much recent research has focused on how the occurrence of one disturbance may affect susceptibility to subsequent disturbances. While much has been learned about such linked disturbances, the strength of the interactions is likely to be contingent on the severity of disturbances as well as climatic conditions, both of which can affect disturbance intensity and tree resistance to disturbances. Subalpine forests in western Colorado were affected by extensive and severe wildfires in the late 19th century and an extensive and severe outbreak of spruce beetle (Dendroctonus rufipennis) in the …

High-Resolution Mapping Of Time Since Disturbance And Forest Carbon Flux From Remote Sensing And Inventory Data To Assess Harvest, Fire, And Beetle Disturbance Legacies In The Pacific Northwest, Huan Gu, Christopher A. Williams, Bardan Ghimire, Feng Zhao, Chengquan Huang
Geography
Accurate assessment of forest carbon storage and uptake is central to policymaking aimed at mitigating climate change and understanding the role forests play in the global carbon cycle. Disturbances have highly diverse impacts on forest carbon dynamics, making them a challenge to quantify and report. Time since disturbance is a key intermediate determinant that AIDS the assessment of disturbancedriven carbon emissions and removals legacies. We propose a new methodology of quantifying time since disturbance and carbon flux across forested landscapes in the Pacific Northwest (PNW) at a fine scale (30 m) by combining remote sensing (RS)-based disturbance year, disturbance type, …
Zoning Out Discrimination: Working Towards Housing Equality In Ontario, Jessica Simone Roher
Zoning Out Discrimination: Working Towards Housing Equality In Ontario, Jessica Simone Roher
Journal of Law and Social Policy
In Ontario, it is the role of local government to ensure that housing is accessible and to eliminate barriers to housing. This paper examines how the Ontario Human Rights Code can be employed to challenge municipal zoning bylaws regulating permitted land-uses, namely by establishing that certain bylaws adversely affect individuals protected under the Code by restricting where those individuals may live. While Ontario litigants have been relatively successful in using the Code to challenge direct and indirect discrimination in housing, the case of zoning bylaws reveals key limitations to achieving housing equality through human rights legislation. This paper compares the …

Optical Properties And Bioavailability Of Dissolved Organic Matter Along A Flow-Path Continuum From Soil Pore Waters To The Kolyma River Mainstem, East Siberia, Karen E. Frey, William V. Sobczak, Paul J. Mann, Robert M. Holmes
Optical Properties And Bioavailability Of Dissolved Organic Matter Along A Flow-Path Continuum From Soil Pore Waters To The Kolyma River Mainstem, East Siberia, Karen E. Frey, William V. Sobczak, Paul J. Mann, Robert M. Holmes
Geography
The Kolyma River in northeast Siberia is among the six largest Arctic rivers and drains a region underlain by vast deposits of Holocene-aged peat and Pleistocene-aged loess known as yedoma, most of which is currently stored in ice-rich permafrost throughout the region. These peat and yedoma deposits are important sources of dissolved organic matter (DOM) to inland waters that in turn play a significant role in the transport and ultimate remineralization of organic carbon to CO2 and CH4 along the terrestrial flow-path continuum. The turnover and fate of terrigenous DOM during offshore transport largely depends upon the composition and amount …

Variation In Summer Nitrogen And Phosphorus Uptake Among Siberian Headwater Streams, John D. Schade, Erin C. Seybold, Travis Drake, Seth Spawn, William V. Sobczak, Karen E. Frey, Robert M. Holmes, Nikita Zimov
Geography
Arctic streams are likely to receive increased inputs of dissolved nutrients and organic matter from thawing permafrost as climate warms. Documenting how Arctic streams process inorganic nutrients is necessary to understand mechanisms that regulate watershed fluxes of permafrost-derived materials to downstream ecosystems. We report on summer nitrogen (N) and phosphorus (P) uptake in streams draining upland soils from the Pleistocene, and lowland floodplain soils from the Holocene, in Siberia's Kolyma River watershed. Uptake of N and P differed between upland and floodplain streams, suggesting topographic variation in nutrient limitation. In floodplain streams, P uptake rate and uptake velocity were higher …

The Incongruence Of Development Assistance: An Overview Of World Bank Policies, Elizabeth Garcia-Polanco
Dissertations and Theses
In post-conflict countries were instability has intensified, it becomes apparent how inadequate development assistance can be and why even after large sum of investments development assistance has not been able to completely alleviate poverty. For agencies like the World Bank that provide first hand assistance, we question whether there are prerequisites needed in order for their policies to be effective and whether these policies are targeting the core reasons for the countries’ poverty dilemma. African countries continue to hold intricate predicaments that may at times be too complicated to be analyzed without sufficient resources provided by the international community. While …

Globalization, Tourism And Sustainable Development: The Multifaceted Impact Of Tourism On Development And Poverty Alleviation In Brazil, Gaëlle Lopes Saraiva
Dissertations and Theses
Globalization is a popular concept deeply embedded in our era that represents the widespread intensification of transnational connections emblematic of this century. In general, this study aims to clarify the contradictory effects globalization exerts on development by specifically analyzing the particular impact of tourism in the emerging economy of Brazil. It is argued that the unequal distribution of tourism activities between urban and rural areas, and the prevalence of specific sizes and types of tourism are the main factors involved in sustaining unequal patterns of development across the country. The study concludes that public-private partnerships in tourism should prioritize the …

Health, Education And Children’S Rights: A Comparability Analysis Of Kenya And Brazil, Charlette Lopez
Dissertations and Theses
Developing adequate health care and education systems has been an ongoing struggle for the governments of both Kenya and Brazil. Despite moderate improvements in health and education statistics for both of these countries, there is clear evidence that these states will have to be actively engaged in order to overcome the challenges that lie ahead. Kenya and Brazil may differ in geographical location, history, culture, and socioeconomic status, but both countries are congruent in the challenges they face to provide sufficient access to quality health care and educational resources to the upcoming generations of children who are being failed by …

Change And Continuity: Turkish Foreign Policy Since 2002, Under The Justice And Development Party (Adalet Ve Kalkinma Partisi - Akp), Ustun Yuksel
Dissertations and Theses
This thesis analyzes the changes and continuity within Turkish foreign policy since 2002, under the Justice and Development Party (Adalet ve Kalkinma Partisi - AKP). In order to understand modern Turkish politics, it is important to realize Turkey’s aspirations of becoming a full member of the European Union and its subsequent push for strategic alliances with the Middle East and former Turkic republics from the Soviet Union. The evidence shows that Turkey has consistently strived to improve its relationship with the EU in its effort to become a full member state, but the EU’s reluctance to accept Turkey as an …
Desecularization Of The State As A Resistance To The Globalization: A Case Study Of The Criminalization Of Blasphemy In Russia., Artem Profis
Dissertations and Theses
A cultural aspect of westernization remains in the shadow of widely discussed economic and political ones. While many states are conforming to the Western rules of the global market game, the cultural characteristics and differences are less mutable and thus less easily compromised and resolved than political and economic ones. The dissolution of the U.S.S.R. has left behind a void in the Russian identity. After unsuccessful attempts to assume a Western liberal identity during the first half of the 90s, Russia has opted for tried and tested Orthodox Christianity to fill that void and to form a new post-Soviet Russian …

Opinion The “Non-Native” Enigma, Danny Caudill, Gretchen Caudill
Human–Wildlife Interactions
Non-native species have been introduced to ecosystems throughout the world, and in some instances, have degraded the invaded system. Consequently, the distinction between native and non-native species has become an integral component of conservation planning. Recently however, the conservation value of the distinction has been questioned. We examine how the native versus non-native dichotomy is intrinsically ambiguous, which therefore limits the conservation utility of the designation in and of itself. A large degree of uncertainty exists as to whether many species are or are not native. Measures outside the non-native dichotomy (e.g., impacts, evolutionary ecology, paleontology) could better inform conservation …

Declining Populations Of Greater Sage-Grouse: Where And Why, Michael R. Conover, Anthony J. Roberts
Declining Populations Of Greater Sage-Grouse: Where And Why, Michael R. Conover, Anthony J. Roberts
Human–Wildlife Interactions
Scientists have been predicting the extinction of greater sage-grouse (Centrocercus urophasianus) since 1916, and sage-grouse populations have declined relentlessly during the last century despite attempts to reverse the decline. In this review paper, we examined the scientific literature to evaluate hypotheses about why sage-grouse populations have declined. There is little support for the hypotheses that the decline is due to overhunting, parasites, food shortages, or collisions with power lines or fences. West Nile Virus (WNV) reduced sagegrouse up to 25% when the virus first reached the West during 2002, but sage-grouse have developed resistance to the virus since …
Skin In The Game: Why Business Lawsuits Get Third-Party Funded, Radek Goral
Skin In The Game: Why Business Lawsuits Get Third-Party Funded, Radek Goral
Notre Dame Journal of Law, Ethics & Public Policy
The main claim of the paper is that the changing realities of legal practice create lasting attorney-funder alliances. In effect, among a funder, a friendly law firm, and the client circle of such firm, there is not one attorney-client-funder triangle, but many; and they all revolve around the common link between the two repeat players. The emergence of "litigation funding cones" impacts the attorney-client relationship. The paper argues that in third-party funded litigation, the attorney-funder bond, often informal and confidential, may leave represented litigants in a vulnerable position. Such vulnerability is unlikely to be adequately addressed solely by contract. Therefore, …

Assessing Urban Greenhouse Gas Emissions In European Medium And Large Cities: Methodological Considerations, Peter Marcotullio, Andrea Sarzynski, Jochen Albrecht, Niels Schulz, Jake Garcia
Publications and Research
Policymakers need clear, consistent, and reliable information about the location of greenhouse gases and drivers of emitting activity in order to design appropriate mitigating strategies. At the urban scale, there have been challenges in developing consistent and reliable emissions inventories. This chapter examines selected methods to determine greenhouse gas emissions at the urban scale. We describe the various criteria considered when constructing an urban greenhouse gas protocol including the definition of urban, the gasses that are measured, the source they come from, the scope of analysis and how the measurements are undertaken. We then present results for European medium and …

This research used activity theory as a framework to explore the physical and figurative locations of writing in a professional setting. The researcher conducted a six-week case study of a technical writer in an IT department for an educational services company to examine how she navigates her environment during the writing process. After identifying one of her activity systems, the researcher interviewed and observed the writer as she collaborated with three subject matter experts on a writing project. The findings reinforced how writing is a social process and revealed how the company's "no boundaries" philosophy impacts the writer's work and …
Using Lidar To Measure The Urban Forest In Dekalb, Il, Dustin Bergman
Using Lidar To Measure The Urban Forest In Dekalb, Il, Dustin Bergman
Graduate Research Theses & Dissertations
Urban and metropolitan areas have grown significantly during the 21st century. With more than 50% of the global population living in cities, they are uniquely susceptible to high temperatures, poor air quality, and increases in peak storm water runoff during inclement weather; however, urban and metropolitan areas often have significant forest resources that can greatly ameliorate these factors. To maintain urban forests and maximize their benefits, tree surveys are often performed requiring extensive fieldwork. However, automatable techniques using LiDAR data and aerial orthoimagery have the potential to provide similar metrics over larger areas, more rapidly, and at lower cost. This …

How are environmental policy goals implemented and sustained in the context of political stagnation surrounding national climate policies in the United States? In this paper, we discuss Ecological Modernization Theory as a tool for understanding the complexity of climate governance at the sub-national level. In particular, we explore the emergence of hybrid governance arrangements during the local implementation of federal energy efficiency programs in US cities. We analyze the formation and advancement of programs associated with one effort to establish a sub-national low carbon energy policy: the Energy Efficiency and Conservation Block Grant (EECBG) program administered by the US Department …

Representation And Governance In International Organizations, David P. Rapkin, Jonathan R. Strand, Michael W. Trevathan
Political Science Faculty Research
What does representation mean when applied to international organizations? While many scholars working on normative questions related to global governance often make use of the concept of representation, few have addressed specifics of applying the concept to the rules and practices by which IOs operate. This article examines representation as a fundamental, albeit often neglected, norm of governance which, if perceived to be deficient or unfair, can interfere with other components of governance, as well as with performance of an organization’s core tasks by undermining legitimacy. We argue that the concept of representation has been neglected in the ongoing debates …

Analysis of the increasing wealth of metagenomic data collected from diverse environments can lead to the discovery of novel branches on the tree of life. Here we analyse 5.2 Tb of metagenomic data collected globally to discover a novel bacterial phylum ('Candidatus Kryptonia') found exclusively in higherature pH-neutral geothermal springs. This lineage had remained hidden as a taxonomic 'blind spot' because of mismatches in the primers commonly used for ribosomal gene surveys. Genome reconstruction from metagenomic data combined with single-cell genomics results in several high-quality genomes representing four genera from the new phylum. Metabolic reconstruction indicates a heterotrophic lifestyle with …
