This thesis examines the connection between the Instituto Cubano del Arte e Industria Cinematográficos and the Cuban Revolution's internationalism and argues that it made ICAIC documentarians, their methods of production, and their documentary films a valuable asset to Cuban foreign policy in the 1960s and 1970s.

The Parrish Library Case Competition is an annual library-administered, library-sponsored case competition where teams of undergraduate students compete against one another to make better evidence-based decisions for business problems. This article includes a description the case competition as a resource for other libraries interested in sponsoring similar case competitions as part of their information literacy programs. Students who participated in the case competition saw their learning grow as assessed through questionnaires and focus groups. Students who had not taken an information literacy course perceived their understanding as lower than those who had taken a course.

The Alaska Native Claims Settlement Act (ANCSA) was passed in 1971 to extinguish aboriginal rights of Alaska Natives and provide compensation for those rights extinguished. Instead of vesting assets (land and money) in tribal governments, Congress required the formation of Alaska Native corporations to receive and hold these assets. A major flaw in the settlement was the failure to provide statutory protections for the aboriginal hunting, fishing, and gathering rights extinguished by ANCSA. Moreover, while ANCSA did not directly address Alaska Native tribal status or jurisdiction, the Supreme Court interpreted the Act to terminate the Indian country status of ANCSA …

Lake Lungo and Lake Ripasottile are two shallow (4-5 m) lakes located in the Rieti Basin, central Italy, that have been described previously as surface outcroppings of the groundwater table. In this work, the two lakes as well as springs and rivers that represent their potential source waters are characterized physio-chemically and isotopically, using a combination of environmental tracers. Temperature and pH were measured and water samples were analyzed for alkalinity, major ion concentration, and stable isotope (δ2H, δ18O, δ13C of dissolved inorganic carbon, and δ34S and δ18O of sulfate) composition. Cyber deception may be used fairly easily in a contested cyberspace to impose disproportionate operational cost to adversarial actors. Concepts of what comprise a legitimate defensive effort in cyberspace are changing. The concept of a rigid perimeter defense as a panacea are increasingly viewed as a fallacy. “Sovereign” cyberspaces are increasingly contested. Concurrently to these trends, the Department of Defense is moving toward standardization and homogenization of cyberspace that may facilitate enemy operation in our spaces. In this manuscript, the authors encourage classroom teachers and school leaders to learn about the home culture and language of the growing English learner population if they are to respond effectively to these students’ language, literacy, and content learning needs. These funds of knowledge have been shown to help teachers adjust instruction in ways that permit students to engage more actively in language, literacy, and content learning tasks. Journal of Applied Research on Children: Informing Policy for Children at Risk
This article explores Head Start’s overall effectiveness in improving school readiness outcomes and its potential to reduce gaps in these outcomes in light of changing program goals, resource and funding capacity, and the demographic changes in the low-income child population it serves. Although not an explicit goal of the Head Start program, we assess whether and how the program can address reducing school readiness gaps between children of different racial and ethnic backgrounds and income groups. Because of changing policy priorities and targeting vulnerable groups of children with diverse needs, meeting Head Start goals within funding constraints can be challenging. …

The impacts of various economic and institutional factors transcend the borders of a nation and ow over to adjacent countries. Past research has found that there are spatial spillovers in economic growth, development of institutions, governance quality and institutional quality. This paper conducts a study on the direct and indirect effects of debt relief from the Heavily Indebted Poor Country (HIPC) Initiative and the Multilateral Debt Relief Initiative (MDRI) programs. Developing teacher leadership in a rural, geographical isolated SIG school is a difficult task toward school turnaround. This research explored the impact of teacher leadership on the School Improvement Grant (SIG) process, the development of teacher leadership model standards, and the school improvement evaluation process through the qualitative method of case study analysis. This single case study was conducted at one designated SIG funded school in central West Virginia. In the first two decades after its release, methane, a green house gas, is 84 times more potent than carbon dioxide. Historically, atmospheric concentrations of methane remained fairly stable at around 750 ppb, significantly less than today’s levels of 1,800 ppb. Unfortunately, agricultural activity accounts for about one-fifth of total global greenhouse gas emissions, while the current production of ruminants contributes nearly 80% of these emissions due to their large populations, body size and appetites, and the anaerobic microbial fermentation that occurs during digestion. The purpose of this dissertation was to explore, through a social ecological framework, the multifaceted effects of the neighborhood environment by investigating how dimensions of both the built environment and the neighborhood social context may interact to influence walking. Aesthetics, land use mix, crime, and pedestrian infrastructure were considered with respect to built environment walkability, and the neighborhood social context was conceptualized using measures of both social cohesion and social interaction with neighbors. Penetration of surface meltwater to the bed of the Greenland Ice Sheet each summer causes an initial increase in ice speed due to elevated basal water pressure, followed by slowdown in late summer that continues into fall and winter. While this seasonal pattern is commonly explained by an evolution of the subglacial drainage system from an inefficient distributed to efficient channelized configuration, mounting evidence indicates that subglacial channels are unable to explain important aspects of hydrodynamic coupling in late summer and fall. Here we use numerical models of subglacial drainage and ice flow to show that limited, gradual leakage of …

With the introduction of the automobile, this past century the desire for free-flowing traffic and convenient parking has drastically transformed the fabric of many cities. Increasing seasonal ice free Arctic waters and market demand to expand hydrocarbon extraction to previously undeveloped offshore regions has accelerated an Arctic priority in national strategies and international forums. It is proposed that geo-strategically, the sheer size of the Kara Sea hydrocarbon fields is of a predictive magnitude great enough to impact the progression or regression of the Russian economy; and thereby have a predictive value on the capacity for Russian unilateral foreign policy decisions. The Alaska Department of Environmental Conservation (DEC) administers funding for the construction of new water utilities in rural parts of the state. Funding allocation is partially based on whether the recipient community can cover the annual operation, maintenance, repair, equipment and capital replacement costs of the utility. Currently, the DEC deems a project affordable if the annual costs account for 5% or less of the community's median household income (MHI). The research question addressed in this project is: How do teachers refer EL students for special education services and how can the process be more equitable for students? The motivating factor for this research was one teacher’s frustration in referring EL students for special education services at a large urban school. The teacher felt as though the process was disorganized, inequitable and did not support EL students with the highest needs. Thermal cracking is one of the most prevalent asphalt concrete (AC) pavement distresses in northern states and countries. Every year in Alaska, a substantial amount of funding is spent on sealing cracks according to the practices of the Alaska Department of Transportation and Public Facilities (ADOT&PF) Maintenance and Operations (M&O) division. The workshop goals were concentrated around the investigation of solutions to alleviate or lessen the vulnerability of the village toward reoccurring flood events. The effectiveness of a state's natural resource management is rendered meaningless if the particular resource migrates into another state's jurisdiction. In the case of marine mammals, inadequate management of the species anywhere along their annual migration could make food insecure for the regional human populations. Compositional Characteristics And Ages Of Plutons In The Central Ruby Batholith, Alaska: Implications For Rare-Earth-Element Resources, Amy L. Tuzzolino

The central Ruby batholith, comprising much of the Ray Mountains in central Alaska, consists of at least ten, largely monzogranitic plutons, some of which have been defined as a result of this thesis. The general age of the batholith is estimated at 111 Ma, yet recent ⁴⁰Ar/³⁹Ar muscovite and ²³⁸U/²⁰⁶Pb zircon data suggests greater variability in ages than previously known, with ages now spanning 90 to 112 Ma. Initial ⁸⁷Sr/⁸⁶Sr ratios for the area show a general increase from northeast (minimum of 0.706) to southwest (maximum of 0.727). The sustainability of fisheries and fishing-dependent communities depends upon numerous political, cultural, economic, and ecological factors. My research explores a key threat to this sustainability in Alaska -- the graying of the commercial fishing fleet. As current fishermen approach retirement age and a decreasing number of young people obtain ownership level careers in Alaska's fisheries, succession impacts become an increasingly pressing issue. This research utilized a political ecology framework and mixed methods ethnography, including 70 semi-structured interviews and 609 student surveys, to study local fisheries access and community viability in the Kodiak Archipelago communities of Kodiak City, Old Harbor, and …
