Chilling Effects: Online Surveillance And Wikipedia Use, Jonathon Penney Jan 2016

Chilling Effects: Online Surveillance And Wikipedia Use, Jonathon Penney

Articles, Book Chapters, & Popular Press

This article discusses the results of the first empirical study providing evidence of regulatory “chilling effects” of Wikipedia users associated with online government surveillance. The study explores how traffic to Wikipedia articles on topics that raise privacy concerns for Wikipedia users decreased after the widespread publicity about NSA/PRISM surveillance revelations in June 2013. Using an interdisciplinary research design, the study tests the hypothesis, based on chilling effects theory, that traffic to privacy-sensitive Wikipedia articles reduced after the mass surveillance revelations. The Article finds not only a statistically significant immediate decline in traffic for these Wikipedia articles after June 2013, but …

Land Claim Settlement In Canadian Arctic: Pragmatism And Instrumentalism At Work, Diana Ginn Jan 2016

Land Claim Settlement In Canadian Arctic: Pragmatism And Instrumentalism At Work, Diana Ginn

Articles, Book Chapters, & Popular Press

In Canada, comprehensive land claims based on Aboriginal title can be pursued through either litigation or negotiation. Generally, the relationship between litigation and negotiation of these claims is understood as one where the Supreme Court of Canada initially prodded the Canadian state to action, and then in a series of decisions developed the legal parameters within which the political realities of negotiation occur. Thus, settlement tends to follow and be shaped by the contours of the legal doctrine. However, settlement of land claims in Canada’s Arctic moved ahead of the case law in two key areas, as manifested in: (a) …

Functional Interactions And Maritime Regulation: The Mutual Accommodation Of Offshore Wind Farms And International Navigation And Shipping, Aldo Chircop, Peter L'Esperance Jan 2016

Functional Interactions And Maritime Regulation: The Mutual Accommodation Of Offshore Wind Farms And International Navigation And Shipping, Aldo Chircop, Peter L'Esperance

Articles, Book Chapters, & Popular Press

There is growing interest in Europe and North America in locating wind farms in ocean space within national jurisdiction. For many States, wind is the renewable energy of choice in the search for alternatives to fossil fuels to meet emissions reductions targets established by international agreement on a large scale. Locating windfarms in the marine environment is attractive because of the availability of open spaces to accommodate extensive arrays capable of producing power on a large scale, ideal wind conditions and less likelihood of impacts that trigger public opposition, such as noise, lowering of property values and interference with landscape …

Attached Algae As An Indicator Of Water Quality: A Study Of The Viability Of Genomic Taxonomic Methods, Allison R. Wood Jan 2016

Attached Algae As An Indicator Of Water Quality: A Study Of The Viability Of Genomic Taxonomic Methods, Allison R. Wood

Honors Theses and Capstones

This research involved evaluating algae as an indicator of water quality in New Hampshire's rivers, with a focus on the Great Bay Estuary. The project had three main goals. First, determining whether or not algae would work as an indicator of water quality in the great bay ecosystem, an environment where tidal currents are strong and water composition is mixed. The second goal was to compare traditional microscopic methods of taxonomy with emerging genomic methods, increasing the economic viability of attached algae monitoring. The third project goal, still underway, is to evaluate massive amounts of genomic data from the Great …

Ocean Law Reform: A Multi-Level Comparative Law Analysis Of Nigerian Maritime Zone Legislation, Aldo Chircop, David Dzidzornu, Chidi Oguamanam Jan 2016

Ocean Law Reform: A Multi-Level Comparative Law Analysis Of Nigerian Maritime Zone Legislation, Aldo Chircop, David Dzidzornu, Chidi Oguamanam

Articles, Book Chapters, & Popular Press

Recently, Nigeria introduced a Bill in the House and Senate that aims at modernizing its maritime zone legislation to enable it to maximize benefits it has received from the United Nations Convention on the Law of the Sea, 1982. Although Nigeria has been a party to the Convention for many years, the legislative initiative was triggered only recently by a mixture of events, including a submission to the Commission on the Limits of the Continental Shelf and the delimitation of maritime boundaries and adoption of joint development zones with neighboring States, including the implementation of a judgment of the International …

The Just-Barely-Sustainable California Prisoners' Rights Ecosystem, Margo Schlanger Jan 2016

The Just-Barely-Sustainable California Prisoners' Rights Ecosystem, Margo Schlanger

Articles

Over the past two decades, the United States has seen a marked decline in the frequency and depth of court interventions in prisons and jails. Prisoners’ rights litigation has not disappeared—but it has been drastically curtailed by the 1996 Prison Litigation Reform Act (PLRA), along with myriad other forces, doctrinal and political. The PLRA, enacted as part of the Newt Gingrich “Contract with America,” undermined prisoners’ ability to bring, settle, and win lawsuits. (Schlanger 2003; Schlanger 2006)

The resulting impact on jail and prison litigation has been extremely substantial. Significant prisoners’ rights cases certainly remain on court dockets, and new …

Variations In Health Services Utilization By Patients With Prostate Cancer, Roberta Mckee Jan 2016

Variations In Health Services Utilization By Patients With Prostate Cancer, Roberta Mckee

Electronic Theses and Dissertations

Among men living in the United States, prostate cancer is the second leading cause of cancer death, and, excluding skin cancers, it is the cancer diagnosed most frequently. While incidence and mortality rates have been declining, the American Cancer Society estimated that there were 220,800 men diagnosed with prostate cancer and more than 27,500 prostate cancer deaths in 2015. Various patient-level and community-level factors have been shown to influence the differential patterns of diagnosis, care, and outcomes for men with prostate cancer. Detailed information regarding the utilization of health services by prostate cancer patients, particularly those with higher propensity for …

Students We Share Are Also In Puebla, Mexico: Preliminary Findings From A 2009–2010 Survey, Víctor Zúñiga, Edmund T. Hamann, Juan Sánchez García

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Increasingly, emigrants from Mexico to the United States are taking their children with them when they migrate. Additionally, children born to Mexican parents living in the United States may have dual US and Mexican citizenship. Later their parents may return to Mexico with their children who have now learned English and adapted to the US way of life. The US Supreme Court decision Plyler v. Doe allows undocumented children living in the United States to attend US public schools through grade twelve, which means that when their immigrant parents return to Mexico or send their children back to Mexico to …

Elementary and Literacy Education Department Publications

Intercultural competency influences the quality of international relations as cultural and global perceptions impact individual and collective attitudes and levels of participation. Research addressing differences and causes of varying levels of intercultural competency could ultimately provide insight, understanding, and progress towards enhancing global awareness. The purpose of this study was to compare American undergraduate university students' intercultural competency to that of Russian undergraduate university students. This study was theoretically based on the Developmental Model of Intercultural Sensitivity (DMIS), developed by Bennett (1986). The DMIS described six stages of intercultural competency: (a) Denial or Unaware; (b) Polarization or Defense; (c) Minimization; …

Hiv Testing Health Care Related Discrimination Among Black And White Men From The 2006-2008 Sexual Acquisition And Transmission Of Hiv Cooperative Agreement Program (Sathcap), Kenisha Cantrell

Theses and Dissertations--Public Health (M.P.H. & Dr.P.H.)

Background: The study investigated whether experiencing difficulty obtaining heath care due to different forms of discrimination impacts Black and White men being tested for HIV. It is important to discover if discrimination as a structural factor inhibits progression through the HIV Care Continuum among Black men. Structural factors may better explain the origin of HIV prevalence disparities and how the social factors affect Black men being tested for HIV.

Methods: Data utilized was collected through the 2006-2008 Sexual Acquisition and Transmission of HIV Cooperative Agreement Program implemented in 6 U.S. cities and one Russian city: Los Angeles, CA; Chicago, IL; …

Understanding The Evolutionary History Of A High Andean Endemic: The Ecuadorian Hillstar (Oreotrochilus Chimborazo), Carlos Antonio Rodríguez Saltos, Elisa Bonaccorso Jan 2016

Understanding The Evolutionary History Of A High Andean Endemic: The Ecuadorian Hillstar (Oreotrochilus Chimborazo), Carlos Antonio Rodríguez Saltos, Elisa Bonaccorso

Neotropical Biodiversity

Geographic isolation has been proposed as the factor driving subspecific diversity of the Ecuadorian hillstar (Oreotrochilus chimborazo), a highland species restricted to the naturally fragmented paramos of Ecuador and southern Colombia. Current taxonomy recognizes three subspecies: O. c. chimborazo (from the Chimborazo volcano), O. c. soderstromi (from the Quilotoa volcano), and O. c. jamesonii (along the paramos of Ecuador and southern Colombia). To understand the origin of this morphological diversity, we explored the genetic variation along the species range based on analyses of two mitochondrial genes (ND2 and ND4), and one nuclear intron (MUSK). Subspecies O. c. soderstromi was not …
